OTHER SPECIAL INVESTIGATIONS During the year several additional special lines of work were carried on including inspection work in cooperation with military authorities in the matter of sanitation of military training camps and extra-cantonment zones, airplane stations, naval bases and coast patrol stations, especially those located on Long Island; inspection of water supply and sewage disposal facilities and general sanitary conditions at proposed sites for county tuberculosis hospitals; conferences with the State Architect, the State Engineer and the Fiscal Supervisor of State Charities regarding appropriations to be requested of the Legislature for improvements in sanitary conditions at state institutions and the preparation of plans for the engineering work involved. The work of inspection at military camps has required visits. by the chief engineer and considerable attention by the principal assistant engineer in inspections at some twelve military camps, airplane stations, naval bases and coast patrol stations. The work undertaken has also involved a sanitary survey of Port Jefferson where arrangements are under way to improve defective and inadequate sewerage facilities. Through arrangement with the County Tuberculosis Hospital Committee assistance has been rendered county authorities in the selection of sites for county tuberculosis hospitals required to be established under recent legislation. Inspections were made of 100 possible sites for hospitals in 13 counties, the work of the Engineering Division relating to the provisions for adequate water supplies of satisfactory sanitary quality and to the question of proper disposal of sewage on the sites under consideration. In connection with the improvement of sanitary conditions at state institutions, the Engineering Division has cooperated with the State Architect and the State Engineer in determining upon feasible plans for water supply and sewage disposal for state institutions such as at Wingdale, the Marcy Division of the Utica State Hospital, Kings Park, the Creedmoor Farm of the Brooklyn State Hospital and at various other state institutions. This work [710] has also involved numerous conferences with reference to estimates of appropriations needed to carry out the proposed work at these and other state institutions. During the year, also, the services of a temporary inspector employed in the Department were lent to the Lake George Association for a period of eight weeks during which time a detailed sanitary survey of some 300 properties adjoining and adjacent to the lake were made with a view to improving sanitary conditions. An extensive investigation was carried on during the summer and fall of the alleged emission of smoke, gases, fumes and vapors from chemical and other manufacturing plants on the west side of the Hudson river in the Borough of Edgewater, N. J., with a view to determining whether said fumes were carried across the river to New York city. A further hearing is to be held in this matter for consideration of the conclusions reached during this investigation. Some twenty lectures and addresses on sanitary engineering topics were given by members of the division staff in courses on public health and sanitation and before civic bodies and mass meetings in municipalities. Other education work of the Department has required the preparation by the Engineering Division of a large number of maps, charts and diagrams.
