“ In the working of the vast machinery of the Post and Telegraph Offices some of the wheels will at times work rustily or get out of gear. Nor can the abiding vice of the bureaucratic mind--that of mistaking form for substance-be excluded either from great or small offices. But red-tape sometimes meets more than its match in a caustic and indignant victim. Such is Mr. James H. Rutherfurd, the publisher and bookseller of Kelso, who has printed in a form that booklovers will admire a lengthy correspondence with the heads of the Scottish Post Office arising out of the non-delivery of a telegram. Seventy octavo pages adorned with foc similes of the signatures of the combatants on such a topic may seem a “Much Ado about Nothing ;" but the officials of the Post Office as they survey these thirty-two letters of wordy warfare must bitterly regret-to themselves, if they do not to the world—the failure to deliver Mr. Rutherfurd's telegram."
