hundred and nine, and all Monies arifing thereby, which fhall be paid
into the faid Receipt of the Exchequer, fhall be entered separate and
distinct from all other Monies paid and payable to His Majetty.
XLIV. And be it further enacted, That there fhall be provided
and kept in the Office of the Auditor of the Receipt of His Majefty's
Exchequer, One Book of Regifter, in which all the Money that fhall
be paid into the Exchequer for the faid Rates and Duties of Six-
pence, and One Shilling, and the Rates and Duties hereby granted
oa Sugar, Malt, Tobacco, and Snuff, and alfo the Rates and Affeff-
ments hereby granted on Perfonal Eftates, and on Offices and Employ-
meats of Profit, Pensions, Annuities, and Stipends, herein-before men-
tioned, fhall be entered and registered apart and distinct from all other
Monies paid and payable to His Majefty.

XLV. And be it further enacted, That it shall be lawful for the Commiffioners of His Majefty's Treafury, at any Time or Times, to cause or direct any Number of Exchequer Bills to be made out at the Receipt of the Exchequer for any Sum or Sums of Money not exceeding in the Whole the Sum of Three Millions, in the fame or like Manner, Form, and Order, and according to the fame or like Rules and Directions, as are or fhall be prefcribed in and by an Act paffed, or which may be paffed in this Seffion of Parliament, for regulating the iffuing and paying off Exchequer Bills.

Monies paid into Exchequer under this Act shall be entered feparate from other Payments.

XLVI. And be it further enacted, That all and every the Claufes, Claufes, &c. in Provifoes, Powers, Privileges, Advantages, Penalties, Forfeitures, 48 G. 3. c. 1. and Disabilities, contained in an Act paffed, or which may be paffed in this Seffion of Parliament, for regulating the iffuing and paying off Exchequer Bills, fhall be applied and extended to the Exchequer Act. Bills to be made in purfuance of this Act, as fully and effectually, to all Intents and Purpofes, as if the faid feveral Claufes or Provifoes had been particularly repeated and re-enacted in the Body of this

XLVII. And be it further enacted, That the Exchequer Bills to be made out in purfuance of this Act, fhall and may bear an Intereft not exceeding the Rate of Four Pounds per Centum per Annum upon or in refpect of the whole of the Monies refpectively contained therein. XLVIII. And be it declared, and further enacted, That it fhall be lawful for the Governor and Company of the Bank of England, to advance or lend to His Majefty, at the Receipt of the Exchequer, upon the Credit of the Exchequer Bills authorized by this Act, any Sum or Sums of Money not exceeding in the Whole the Sum of Three Millions, any Thing in an Act, made in the Fifth and Sixth Years of the Reign of King William and Queen Mary, intituled, An Act for granting to their Majeflies feveral Rates and 5,6 Gul. & Duties upon Tonnage of Ships and Veffels, and upon Beer, Ale, and Mar. c. 20. § 30. other Liquors, and for fecuring certain Recompences and Advantages in the faid Act mentioned, to fuch Ferfons as fhall voluntarily advance the Sum of One Million five hundred thousand Pounds towards carrying on the War against France, or in any fubfequent Act, to the contrary thereof in anywife notwithstanding.

XLIX. And it is hereby enacted, That the faid Commiffioners of the Treasury fhall, and they are hereby respectively authorized and empowered, to caufe fuch Bills as fhall be prepared by virtue of this Act, to be placed as fo much Cash in the refpective Offices

of the Tellers of the faid Receipt of Exchequer, each and every of which Tellers fhall be feverally charged with a Proportion of the faid Bills which fhall be fo placed in his Office refpectively; any Law or Ufage to the contrary notwithstanding.

L. And it is hereby alfo enacted and declared, That the faid Exchequer Bills in the Hands of the faid Tellers fhall be locked up, and fecured as Cafh, according to the Courfe of the Exchequer, and fhall be taken and esteemed as fo much in part of the Remains in real Money, wherewith each of the faid Tellers fhall from Time to Time ftand charged, in common with other the Monies in the faid Exchequer, any Law or Ufage to the contrary notwithstanding.

LI. Provided always, and be it further enacted, That the Exchequer Bills to be made forth by virtue of this Act, together with the Intereft that may become due thereon, and the Charges of exchanging and circulating the fame, fhall be, and the fame are hereby made chargeable and charged upon the Rates, Duties, and Affeffments, granted by this Act; and it fhall be lawful for the Commiffioners of the Treasury, and they are hereby authorized, from Time to Time, to direct to be ing off faid Bills. iffued to the faid Paymafters by way of Impreft, and upon Account, fuch Sums of Money, and at fuch Periods, as the faid Commiffioners fhall think neceffary, for or towards paying off and discharging the Exchequer Bills which fhall have been made forth by virtue of this Act, or any of them, and for and towards paying the intereft to become due on the faid Bills, and for and towards the Charge of exchanging and circulating the fame Bills, or any of them.

LII. And be it further enacted by the Authority aforefaid, That on the Twenty-fifth Day of March One thoufand eight hundred and nine, or within Ten Days after, the Commiflioners of the Treafury or any Three or more of them now being, or the High Treasurer or any Three or more of the Commiffioners of the Treafury for the Time being, fhall caufe a true and perfect Account in Writing, to be taken and attefted by the proper Officers, of the Amount of all Exchequer Bills that fhall have been iffued by virtue of this Act, and how much thereof fhall before that Time have been paid off or difcharged, and how much thereof shall then remain undischarged.

LIII. And it is hereby enacted and declared by the Authority aforefaid, That the Monies fo remaining unfatisfied or not discharged, with the Intereft due or to grow due thereon, and the Charges of exchanging and circulating the fame, fhall be paid and fatisfied out of the next Aid or Aids to be granted in Parliament, after the faid Twenty-fifth Day of March One thoufand eight hundred and nine.

LIV. And be it further enacted, That the Surplus of the Monies arifing from the Rates, Duties, and Affeffments, granted and impofed by this Act, after paying off and fatisfying all the Exchequer Bills iflued by virtue of this Act, together with the Intereft that may become due thereon, and the Charges of exchanging and circulating the fame, fhall, as the Surplus of any fuch Monies respectively shall be paid into the Receipt of the Exchequer, be carried to and made part of, the Confolidated Fund.

LV. Provided alfo, and it is hereby enacted by the Authority afore faid, That the faid Commiffioners of His Majefty's Treasury or any Three or more of them now being, or the High Treasurer or any Three or more of the Commiffioners of the Treafury for the Time

being,

being, fhall have Power, and he or they are hereby enabled to pay and allow or caufe to be paid and allowed out of the Monies to arife of or for the faid Rates and Duties hereby granted, or of or for the Confolidated Fund, from Time to Time, the neceffary Charges of making forth the new Exchequer Bills hereby authorized to be made forth, and fuch other Charges as fhall be neceffarily incident, in or for the Execution of this Act, or any Part thereof in relation to the faid Bills, any Thing herein contained to the contrary notwithstanding. LVI. Provided always, and be it enacted by the Authority aforefaid, That whatever Monies fhall be iffued out of the faid Confolidated Fund, fhall from Time to Time be replaced by and out of the First Supplies to be then after granted in Parliament, any Thing herein contained to the contrary notwithstanding.

An Act for empowering the Governor and Company of the
Bank of England to advance the Sum of Three Millions, to-
wards the Supply for the Service of the Year One thousand
eight hundred and eight.

Moft Gracious Sovereign,

SaidCharges fhall be replaced out of the First Supplies,

HEREAS the Governor and Company of the Bank of England are willing and have agreed to advance towards the Supply granted to Your Majefty for the Service of the Year One 'thoufand eight hundred and eight, the Sum of Three Millions, on 'or before the Fifth Day of April One thoufand eight hundred and eight, on the Security of Exchequer Bills, to bear Date on the Day or Days of the Advance thereof, to be made payable without In'tereft, and to be charged and chargeable upon and repaid out of the firft Aids or Supplies which, after the Ratification of a Definitive Treaty of Peace, shall be granted by Parliament for the Service of the 'then current Year; and in cafe fufficient Aids and Supplies fhall not be granted by Parliament for that Purpofe before the Expiration of 'Six Months next after the Ratification of a Definitive Treaty of Peace, the fame to be charged and chargeable upon and repaid out of the Confolidated Fund of Great Britain: Now, we Your Majefty's 'most dutiful and loyal Subjects, the Commons of the United King'dom of Great Britain and Ireland, in Parliament affembled, being 'defirous to raife, with as much Eafe and Advantage as poffible to Your Majefty's Subjects, the neceffary Supplies for the Service of the prefent Year, do moft humbly befeech Your Majefty that it may be enacted;' and be it enacted by the King's moft Excellent Majefty, by and with the Advice and Confent of the Lords Spiritual and Temporal, and Commons, in this prefent Parliament affembled, and by the Authority of the fame, That it fhall be lawful for the Governor and Company of the Bank of England, on or before the Fifth Day of April One thoufand eight hundred and eight, to advance and lend to His Majefty, at the Receipt of the Exchequer, upon the Credit of the Exchequer Bills authorized to be iffued under this Act, the Sum of Three Millions, any Thing contained in any Act or Acts of Parliament to the contrary notwithstanding: And it fhall alfo be lawful for the faid Commiffioners of His Majesty's Treafury now or for the Time being, or any Three or more of them, to caufe or direct any Number chequer Bills.

II. Provided always, and be it further enacted, That during the Period the faid Sum of Three Millions fhall continue so advanced by the faid Governor and Company, no Alteration fhall be made in the Ufage eftablished at the Exchequer of permitting the said Governor and Company to withdraw the Monies in the Receipt of the Exchequer upon the Security of Exchequer Bills, or Notes of the said Governor and Company of the Bank of England, to the full Amount of fuch Monies fo withdrawn, being depofited in the Chefts of the Tellers of the Exchequer by the faid Governor and Company, nor fhall any of the Accounts now by Law directed to be kept at the Bank of England, be withdrawn from thence during the above Pe

riod.

III. And be it further enacted, That all and every the Claufes, Provifoes, Powers, Privileges, Advantages, Penalties, Forfeitures, and Difabilities contained in the faid laft-mentioned Act relating to Exchequer Bills, except as far as the fame may be altered by this Act or be contrary to any of the Provifions thereof, fhall be applied and ex. tended to the Exchequer Bills to be made out in purfuance of this Act, as fully and effectually to all Intents and Purposes as if the fame had been originally authorized by the laft-mentioned Act, or as if the faid feveral Claufes or Provifoes had been particularly repeated and reenacted in the Body of this A&t.

IV. And be it further enacted, That no Intereft whatsoever shall be payable upon or by virtue of the Exchequer Bills to be made out in purfuance of this Act; and that the Whole thereof fhall bear Date the Day or Days of the Advance of the faid Sum of Three Millions, and be made payable on the Expiration of Six Months after the Ratification of a Definitive Treaty of Peace.

V. And be it further enacted, That all fuch Exchequer Bills, and all Charges incident to or attending the fame, fhall be and are hereby charged and chargeable upon, and fhall be repaid or borne by or out of the first Aids or Supplies which, after the Ratification of a Definitive Treaty of Peace, fhall be granted by Parliament for the Services of the then current Year; and in cafe fufficient Aids or Supplies for that Purpofe fhall not be granted before the Expiration of Six Months next after the Ratification of a Definitive Treaty of Peace, then all the faid Exchequer Bills, with the Charges incident to or attending the fame, fhall be and are hereby charged and chargeable upon fuch Monies as at any Time or Times at or after fuch Period fhall be or remain in the Receipt of the Exchequer of the faid Confolidated Fund (except fuch Monies of the faid Confolidated Fund as fhall then be appropriated to any particular Ufe or Ufes, by any Act or Acts of Parliament in that Behalf); and fuch Monies of the faid Confolidated Fund fhall and may be iffued and applied, as foon as the fame can be regularly ftated and afcertained, for and towards paying off, cancelling, and difcharging fuch Exchequer Bills and Charges, until the Whole of them fhall be paid off, can

celled, and discharged, or Money fufficient for that Purpose be kept and referved in the Exchequer, to be payable on Demand to the refpective Proprietors thereof.

VI. Provided always, and be it further enacted, That whatever Monies fhall be fo iffued out of the faid Confolidated Fund, fhall from Time to Time be replaced by and out of the first Supplies to be then after granted by Parliament; any Thing herein contained to the contrary notwithstanding.

VII. Provided alfo, and be it further enacted, That in Cafe Provifion fhall not be made by Parliament for Payment of the Exchequer Bills to be iffued in pursuance of this Act, fo that the fame fhall be fully paid and difcharged on or before the Expiration of Six Months next after the Ratification of a Definitive Treaty of Peace, then and in that Cafe the said Exchequer Bills, or such Part thereof as fhall then remain unpaid, fhall, from and after the faid Period, bear an Intereft of Four Pounds Ten Shillings per Centum per Annum ; and fuch Intereft is hereby charged and chargeable upon, and fhall be borne and paid by and out of the fame Fund, as the principal Money payable by the faid Exchequer Bills is by this Act charged and chargeable upon; any Thing herein contained to the contrary thereof in anywife notwithstanding.

vidends, Annuities, and Lottery Prizes; and for regulating
the Allowances to be paid for the Management of the Na-

W HEREAS an Act paffed in the Thirty-firft Year of the
Reign of His prefent Majefty, intituled, An Act for the
Payment of the Sum of Five hundred thoufand Pounds by the Gover-
nor and
Company of the Bank of England, into the Receipt of His
Majefty's Exchequer And whereas the Governor and Company of
'the Bank of England did, in pursuance of the faid Act, advance
'the Sum of Five hundred thousand Pounds, upon the Terms and
'Conditions in the faid Act mentioned: And whereas fince the paff-
ing of the faid recited Act Part of the Money fo advanced hath
'been repaid, under the Provifions of the faid Act, reducing the
Sum fo remaining advanced without Intereft to the Sum of Three
hundred and feventy-fix thoufand feven hundred and thirty-nine
Pounds and whereas the Balances remaining in the Hands of the
'Cafhier of the faid Governor and Company, of Sums iffued for the
Payment of Dividends on account of the National Debt, due
and not demanded, have greatly increased: And whereas large Ba-
lances now remain in the Hands of the Cafhier of the faid Go-
vernor and Company, of Sums iffued to the faid Governor and Com-
pany for Payment of Prizes or Benefits drawn in Lotteries efta.
