VIII. And whereas the Exchequer bills which were made forth in 5 Ann. c. 13. purfuance of the faid act of the fifth year of her Majefty's reign, for her Majefty's supply, did and do amount to the faid full fum of fifteen hundred thousand pounds, and the quarterly bills authorized to be made forth in pursuance of the fame act, for the faid rate of four pounds ten fillings per centum per annum, and the allowance thereupon, until and for the quarter ended at Lady-day one thousand feven hundred and nine inclufive, do amount to the further fum of one hundred twenty three thousand three hundred thirty feven pounds eighteen fillings and one penny half penny; in both, to one million fix hundred twenty three thoufand three hundred thirty feven pounds eighteen fbillings and one penny half penny, as by a certificate figned by the auditor of the receipt of her Majesty's Exchequer, bearing date the first day of April, one thousand feven hundred and nine, doth appear; and the interest of the faid fum of one million fix hundred twenty three thousand three hundred thirty Jeven pounds, eighteen fillings, and one penny half penny, after the rate of fix pounds per centum per annum for fix quarters, to be reckoned from Lady-day one thousand Seven hundred and nine, to Michaelmas one thousand seven hundred and ten, being computed and made principal at the end of each quarter, doth amount to one hundred fifty one thousand fix hundred eighty nine pounds, nineteen fillings, and nine pence more; and being added to the fum last-mentioned, the whole will amount to the fum of one million Jeven hundred seventy five thousand twenty Seven pounds, feventeen Shillings, ten pence half penny, for which an annuity or yearly fund, computed after the rate of fix pounds per centum per annum, doth amount to one hundred and fix thousand five hundred and one pounds, thirteen shillings, and five pence per annum: now for the encouragement of the faid governor and company of the bank of England, by this and the faid former acts established, as aforefaid, to pay off, discharge, and cancel all the Exchequer bills which have been iffued, or were authorized to be issued by the faid act of the fifth year of her Majefty's reign, as aforefaid; and to the end the faid governor and 5 Ann. c. 13. company, and their fucceffors, may have a competent recompence and confideration for fo doing, and for their faid allowance after the rate of four pounds ten fhillings per centum per annum, and for all their demands relating thereunto, according to the true meaning of this act; we your Majefty's faid dutiful and For difcharg loyal fubjects the faid commons of Great Britain in parliament ing all the Exaffembled, do humbly pray that it may be enacted; and be it iffued by 5 enacted by the authority aforefaid, That from and after the faid Annæ, c. 13. feaft of Saint Michael the archangel, which shall be in the year of after Michaelour Lord one thousand feven hundred and ten, the faid governor Bank entitled and company of the bank of England, by this and the faid for- to a yearly anmer acts established, as aforefaid, and their fucceffors, for ever, nuity of (fubject nevertheless to the provifo of redemption herein after 106,501 l. 135. contained in this behalf) fhall have, receive, and enjoy, and be 5 d. out of the duty on hou entitled by virtue of this act, to have, receive, and enjoy one fes.

annuity or yearly fum of one hundred and fix thoufand five hundred and one pounds, thirteen fhillings, and five pence, of lawful money of Great Britain, which shall be, and is hereby charged upon, and fhall be paid and payable from time to time in the first place, and with preference to all other payments whatsoever, out of the faid duties on houses granted or continued unto her Majefty, her heirs and fucceffors, for ever, by the said act of the fifth year of her Majesty's reign, which is to take effect from the faid laft day of July, one thousand seven hundred and ten, as aforefaid, and upon and out of such remains and arrears of house-money, as by the act last-mentioned were intended to be charged with 5 Annæ, c. 13. the payment of the said allowance of four pounds ten thillings per centum per annum, in cafe that allowance had continued; the faid annuity of one hundred and fix thousand five hundred and one pounds, thirteen fhillings and five pence per annum, to be paid and payable at the four moft ufual feafts or days of payment in the year; that is to fay, the feafts of the birth of our Lord Chrift, the annunciation of the bleffed virgin Mary, the nativity of Saint John Baptift, and Saint Michael the archangel, by even and equal portions; the first quarterly payment thereof to be made at the feast of the birth of our Lord Chrift, which shall be in the year of our Lord one thousand seven hundred and ten; and that the faid annuity or yearly fum of one hundred and fix thousand five hundred and one pounds, thirteen fhillings and five pence, and every part thereof, fhall be free from all taxes, charges, and impofitions whatsoever.

IX. And for the better and more regular payment of the faid annuity of one hundred and fix thousand five hundred and one pounds, thirteen fhillings and five pence, to the said governor and company of the bank of England, and their fucceffors, for ever (fubject as aforefaid) an order or orders fhall be figned by the treasurer and under treasurer of the Exchequer, or any three or more of the commiflioners of the treasury for the time being, and after the figning thereof, the fame fhall be firm, good, valid, and effectual in the law, according to the purport and true meaning thereof, and of this act, and fhall not be determinable by or upon the deaths or removal of any treasurer or under treasurer of the Exchequer, or any commiffioner or commiffioners of the treafury, or by or upon the determination of the power, office, or offices of them, or any of them; nor fhall any lord high treasurer of Great Britain, treasurer of the Exchequer, or any commiffioners of the treafury now or for the time being, have power to revoke, countermand, and make void fuch order fo figned as aforefaid.

X. And for the more fpeedy payment of the faid annuity or yearly fum of one hundred and fix thoufand five hundred and one pounds, thirteen fhillings and five pence, to the faid governor and company, as aforefaid; it is hereby declared and enacted, That weekly or otherwife, as the money of the faid duties fhall from time to time be brought into the Exchequer for payment of the faid annuity of one hundred and fix thou

fand five hundred and one pounds, thirteen fhillings and five pence, the fame fhall and may be iffued upon the faid order or orders for or towards the difcharging of the faid annuity, to grow due for and at the end of the quarter in which fuch payments fhall be made, fo as fuch weekly or other payments do not exceed the fum of the quarterly payment which should grow due for or at the end of every fuch quarter refpectively.

XI. XV. Provided nevertheless, That nothing in this act contained for or concerning the redemption of the faid duties on houses, or the faid annuity hereby charged thereupon, fhall in any wife prevent or hinder the redemption of the faid original fund of one hundred thousand pounds per annum, pursuant to the abovefaid provifo in that behalf, or of any the funds herein after fettled, for circulating the Exchequer bills hereafter to be made out, in pursuance of this act, but that the fame respec tively may be redeemed from the faid governor and company, or their fucceffors, according to the refpective provifoes or conditions in this act contained for thofe purpofes, without redemp tion of the faid annuity of one hundred and fix thousand five hundred and one pounds, thirteen fhillings, and five pence per

XVI. And to the end all the faid Exchequer bills which have been iffued by or in purfuance of the faid act of the fifth year of her Majesty's reign, which amounted, as aforesaid, to fifteen hundred thoufand pounds, for her Majesty's fupply, and to one hundred twenty three thoufand three hundred thirty Jeven pounds, eighteen fillings, and one penny halfpenny, in quarterly bills, computed to Lady-day, one thouJand even hundred and nine, as aforesaid, may be speedily paid off, difcharged, and cancelled; and that her Majesty and her Exchequer may be effectually discharged of, and from all demands of any quarterly bills which were intended to be iffued by that aft, after Lady-day, one thousand feven hundred and nine, until and for the quarter to end at Michaelmas, one thousand feven hundred and ten inclufively; and that the faid duties on houses by this act made a fecurity for payment of the faid annuity of one hundred and fix thousand five hundred and one pounds, thirteen shillings, and five pence per annum, may be free and clear from all pretences to the laid former allowance of four pounds ten fillings per centum per annum, and all other incumbrances whatfoever; it is hereby provided and enacted, t.

XXII. And for the encouragement of the faid governor and company of the bank of England, by or in pursuance of this and the said former acts conftituted, as aforefaid, and their fucceffors, to undertake the circulation not only of the faid bills, not exceeding two millions five hundred thousand pounds, to be iffued for her Majefty's fupply, as aforefaid, but alfo of the quarterly bills to be made forth in fuch manner and form as are herein after-mentioned; and to the end a fufficient fund may be fettled, and provifion made, as well for the payment of the intereft after the rate of two pence per centum per diem, to be born upon all the bills to be iffued in pursuance of this aft, and the premium or allowance, after the rate of three pounds per centum per annum, which the faid governor and company, and their fucceffors, are to receive for circulating the fame in the manner and form herein after expreffed, until all the faid bills to be iffued in pursuance of this act, fhall be paid off and cancelled; and for establishing a fufficient fund for paying off, and cancelling all the Exchequer bills to be iffued forth in pursuance of this act in reasonable time; we your Majesty's faid dutiful and loyal fubjects the commons of Great Britain in parliament affembled, do further give and grant unto your Majefty the feveral fubfidies, duties, impofitions, and fums of money herein after mentioned; and do moft humbly beseech your Majesty that it may be enacted, and be it enacted by the authority aforefaid in manner following, that is to fay, Whereas by an act Recital of made in the fixth year of her Majesty's reign for continuing (amongst 6 Annæ, c.21. other things) the duties called The two third fubfidies of tonnage relating to the and poundage, it was enacted, That (over and above the fubfidies, fubfidies. and other payments therein mentioned) there fhould be paid to her Majefty one other fubfidy called Tonnage, for and upon all wines which from and after the feventh day of March, one thousand seven hundred and eight, at any time or times within or during the pace of three years from thence next or immediately enfuing, should be imported or brought into Great Britain, that is to fay, two third parts of fuch or the like feveral and refpective duties as by an act of the ninth year 9 & 10 W. 3. of the reign of his faid late majefty King William the Third, were granted to his Majefty during his life, and by an act of the first year of her Majefty's reign, are continued and payable during her Maje- Annæ, ftat, fty's life, for and upon any kind of wine or wines respectively; and 1. c. 7. one other fubfidy called Poundage, of all manner of goods and merchandizes that fhould be imported or brought into Great Britain, at any time or times from and after the faid feventh day of March, one thousand feven hundred and eight, within or during the faid term of three years, by way of merchandize, that is to fay, two third parts of fuch or the like several and respective duties as by the faid act of the ninth year of his faid late Majefty's reign were granted, and by the faid act of the first year of her Majesty's reign continued, and pay
