Report of collection of Michigan's Spanish War claim against the United States.

Dear Sir-In accordance with your request, I submit herewith report of collection of Michigan's Spanish War Claim, covering the period from March 7, 1901, the date of my employment by you with the approval of the Governor, to July 1, 1901:

Under the provisions of Act No. 1, Public Acts of 1898, extra session of the Legislature, bonds in the amount of $500,000 were issued by the State, known as "Michigan War Loan Bonds of 1898." The proceeds from the sale of these bonds were used for the purpose of organizing, equipping and maintaining Michigan volunteer regiments for the war with Spain, prior to their muster into the United States service. The fund so created was disbursed by the Quartermaster General of the State.

The total amount expended, as shown by the "War Fund Ledger," in the office of the Quartermaster General of Michigan, was $516,879.47. After deducting certain clerical errors and also the value of property returned and property left on hand at the conclusion of the war which was not issued to the troops, the net amount of the claim presented to the United States was $448,109.29. This amount was included in Installments Numbers 1, 2 and 3 of the claim. Subsequently installment Number 4, representing the expense of preparing the claim, amounting to $3,320.38; and installment Number 5, representing the value of old National Guard clothing used by the volunteer regiments and not purchased from the Spanish War Fund, amounting to $2,998.10, were filed, making the total claim as filed, $454,427.77.

The work of preparing the Claim for presentation to the Treasury Department was commenced by me, when Secretary to the Governor, and under your supervision, on March 30, 1900.

The following is a table showing the numbers and amounts of the Installments as presented, the dates when filed, the amounts suspended,

paid and disallowed, showing the condition of the claim on March 7, 1901, the date of my employment by you, above mentioned:

The amounts remaining uncollected on March 7, 1901, were, therefore, those portions of the Second and Third Installments shown in the column above, designated as "Amount Suspended," viz:—

The First Installment of the claim consisted of the pay of the troops; the Third Installment, transportation; and the Second Installment all of the other disbursements, including the clothing, equipment, subsistence, care of sick soldiers, hospital supplies and expenses, labor, teaming and draying, pay of officers, pay of clerks, funeral expenses, lumber, wood, telegraph and telephone messages, freight, express and other miscellaneous expenses, classified in twenty-two subdivisions.

During the period covered by this report, viz., from March 7, to July 1, 1901, the work has been entirely that of collecting evidence and proof in support of the vouchers which have been "suspended" by the Auditor for the War Department. The vouchers "suspended" relate principally to disbursements for account of the Naval Reserves, subsistence of the volunteer regiments after their muster into the United States service, for care of sick soldiers and hospital supplies and expenses relating to soldiers then in the United States service and for railroad transportation.

A considerable variety of proof will be required to secure favorable action upon these vouchers, and some of it will be difficult, and some impossible, to obtain. It is probable that but a small proportion of the balance of the claim can be collected, for the reason that the expenses were incurred by the State for troops after they were mustered into the United States service, and without authority from the War Department or officers of the United States Army.
