The following annual report of the operations, receipts and expenditures of the New York State Soldiers and Sailors' Home for the year ending September 30, 1898, is respectfully submitted.

The total number of members at the close of the year was 1,354,

of whom 1,287 were present.

The average number present during the year was 1,271.12, an increase of 51.87 over the preceding year.

The resources were as follows:

(Of this amount ($191,071.58) the sum of $127,100 was reimbursed by the General Government for the fiscal year ending September 30, 1898, and was placed to the credit (general fund in the treasury) of the State of New York.)

The amount expended for maintenance.

The cost of purchased rations was 12 cents per day.

The cost of clothing was $15.17 per year for each member.

The average total cost for each member, based on the entire expenditure of public money, was $150.33.

We respectfully recommend the following appropriations:

At the annual meeting of the Board on February 10, 1898, General Daniel E. Sickles was elected president of the Board and Frank Campbell and Otis H. Smith were re-elected treasurer and secretary, respectively.

The officers of the Home were all re-elected.

The Home now has more members than ever before and still they come. We have filled hallways and cellars to their utmost capacity, and are endeavoring to make the men as comfortable as possible under such adverse circumstances.

At your last session the sum of $78,000 was appropriated for constructing and equipping new barracks, for providing and equipping additional hospital accommodations, and for constructing a cold storage system.

For the buildings themselves, the plans and specifications drawn by our own superintendent of construction were accepted by Mr. Perry and the contracts were let on June 15.

The work of the contractors on the buildings is well advanced and well done.

It was expected that the work would be completed within the time prescribed by the act, and the delay is due to the following
