On motion of Mr. Burges,

Ordered, That the memorial of the officers and soldiers of the late Rhode Island brigade, their heirs and representatives, of the revolutionary army, presented January 27, 1817, be referred to a select committee. Mr. Burges, Mr. A. H. Shepperd, Mr. Marshall, Mr. Choate, Mr. Wise, Mr. Hazeltine, and Mr. Tweedy were appointed the said com

mittee.

On motion of Mr. Ward,

Ordered, That the petition of Samuel Young, presented December 17, 1827, be referred to the Committee on Revolutionary Claims.

On motion of Mr. Baylies,

Ordered, That the petition of Asa Armington, presented December 12, 1831, be referred to the Committee of Ways and Means.

Mr. Campbell P. White presented a memorial of Matthew C. Perry, a master commandant in the navy of the United States, praying to be indemnified for heavy extra and unavoidable expenses incurred by him as commander of the ship of war Concord, incidental to the conveyance to Russia of Mr. John Randolph, minister from the United States to that nation; and, also, of similar expenses incurred by him in the Mediterranean sea, under orders from his superior officer, for entertaining on board his ship various public agents, consuls, citizens, and foreigners, and in exchanging visits of ceremony with the principal authorities and functionaries of Greece, Asia, and Egypt, and more especially in the reception on board his ship of Mehemet Ali, the Pacha of Egypt, with a numerous suite; which memorial was referred to the Committee on Naval Affairs.

On motion of Mr. Ward,

Ordered, That the case of the heirs of George Ludlum, presented January 8, 1833, be referred to the Committee on Military Affairs.

Mr. Wardwell presented a petition of inhabitants of Ellisburg, in the State of New York, praying that measures may be adopted to improve the navigation at the mouth of Big Sandy creek; which petition was referred to the Committee on Roads and Canals.

Mr. Lee presented petitions of inhabitants of the State of New Jersey, praying for the erection of a light-house near Egg island, in the Delaware bay; which petitions were referred to the Committee on Com

merce.

On motion of Mr. Parker,

Ordered, That the petition of George Townley, presented January 19, 1829, be referred to the Committee on Revolutionary Claims.

On motion of Mr. McIntire,

Resolved, That the Committee on Revolutionary Claims be instructed to inquire into the expediency of making appropriation by law for paying Nicholas Scammon, the bearer of a prize certificate, the amount due thereon, which certificate issued from the War Office of the United States,

under date of the 29th of April, 1780, for five hundred dollars, with interest annually, payable to Thomas Cutts or bearer, numbered to 228. On motion of Mr. Jarvis,

Resolved, That a committee be appointed, whose duty it shall be to consider all matters referred to them touching the public buildings and public grounds within the city of Washington, with leave to report by bill or otherwise.

Mr. Jarvis, Mr. Ward, Mr. Watmough, Mr. Thomas, of Louisiana, and Mr. Lytle were appointed the said committee.

On motion of Mr. Slade, of Vermont,

Resolved, That the Committee on Invalid Pensions be instructed to inquire into the expediency of restoring to the roll of invalid pensioners the names of those who have relinquished their claim to such pensions, for the purpose of obtaining the benefit of the pension laws of the 18th of March, 1818, and 1st of May, 1820.

On motion of Mr. Deming,

Resolved, That the Committee on Revolutionary Pensions be instructed to inquire into the expediency of granting a pension to Jonathan Elkins, of Caledonia county, in the State of Vermont, on account of his services and sufferings during the war of the revolution.

On motion of Mr. Wardwell,

Resolved, That the Committee on Revolutionary Pensions inquire into the expediency of granting a pension to Abel Potter, of the State of New York, for his services in the revolutionary war.

Mr. Binney presented a memorial of the Directors of the Bank of the United States, setting forth that, by the charter of the Bank, it was stipulated between the Congress of the United States and the stockholders of the Bank, that, in consideration of a full equivalent rendered by them in money and services, they were entitled to the custody of the public moneys, which were not to be withdrawn from it, unless for reasons, of the. sufficiency of which Congress, and Congress alone, was the final judge. That the Bank has in all things faithfully performed the stipulations of the charter; nevertheless, since the adjournment of Congress, the Secretary of the Treasury issued an order, dated on the 26th of September last, withdrawing from the possession of the Bank the custom-house bonds deposited therein, and has subsequently transferred to certain State banks a large portion of the public moneys then in the safe keeping of the Bank, with the purpose of making them hereafter the permanent depositories of the public revenue, and further setting forth that the Board of Directors deem it their duty forthwith to apprise Congress of this violation of the chartered rights of the stockholders of the said Bank, and to ask such redress therefor, as to a sense of justice on the part of Congress may seem proper.

The said memorial was read; when

Mr. Binney moved that it lie on the table; and

Mr. Polk moved that it be referred to the Committee of Ways and Means.

And the question was put, that the said memorial do lie on the table,
