and surveyors of the several ports of the United States, out of any money in the Treasury not otherwise appropriated, such sums as will give to the said officers, respectively, the same compensation in the year 1834, according to the importations of that year, as they would have been entitled to receive if the act of the 14th July, 1832, had not gone into effect: Provided, that the annual compensation to the collector of any port shall, in no case, exceed the sum of three thousand dollars, and that of the surveyor and naval officer two thousand five hundred dollars each. A motion was made by Mr. Davis, of South Carolina, to amend the bill by adding to the appropriation for the salaries of the ministers to Great Britain, France, Spain, and Russia, the, following:

Provided, That so much of the sum herein appropriated for the payment of the salaries of the ministers to Great Britain and Russia shall not be expended, unless the appointment of said ministers shall have been made with the advice and consent of the Senate, or unless vacancies in their appointments happen during the recess of the Senate.
