A motion was then made by Mr. Burd that the second, third, and fourth of the said resolutions, recommended by the Committee of Ways and Means, do lie on the table.

A division of the question on this motion was called for by Mr. Bar

ringer, so that the question be first put on so much of the motion as proposes to lay the second and third resolutions on the table, and then on the fourth resolution.

The second and third resolutions are as follow:

2. Resolved, That the public deposites ought not to be restored to the Bank of the United States.

3. Resolved, That the State banks ought to be continued as the places of deposite of the public money, and that it is expedient for Congress to make further provision, by law, prescribing the mode of selection, the securities to be taken, and the manner and terms on which they are to be employed.
