But it may be observ'd, that as these Suffra. gans have their Sees in Boroughs, not Cities; to the four Welsh Bishops have their Sees in meer Villages. For. St. David's, St. Asaphi, Llandaff and Bangor, are not so much as Parlia. ment Towns; and Ely is neither City, ror Borough, with Privilege to chuse Burgesses.

The four Bishops in Wales had an antient Custom of taking Mortuaries of Priests, which was confirm'd to them by a Statute made in the 21st Year of Henry VIII; but by an A&t made in the last Parliament all such Mortuaries are to be extinguish'd in the Dioceses of St. Asapl), and Bangor, upon the next Vacancy (after Midsummer 1714.) of a Rectory fine curâ in the Collatis on of each of the faid Bishops, or of their Sucs cellors; And in recompence of the said Mortua. ries, each of the said Bilhops have such Rectory Jiné curâ annext to their several Bishopricks; not to be leased beyond the Term of their own Lives. All such Mortuaries are extinguish'd in the Diocese of Llandaf, upon the next voi. dance of the Treasurership of Landaff, with the Prebend thereunto annex'd; and in the Diocese of St. Davids, upon the next Voidance of the Prebend of Longamarch in the Collegiate Church of Brecon ; and the Treasurership, with the Prebend annex’d, is for ever after annex'd to the Bishoprick of Llandaff, and the Prebend of Longamarch to the Bishoprick of St. Davids in lieu of these Mortuaries.

Of Priests and Deacons.
T

H E fecond Order is that of Priest,

Saxon Preort, which is the fame Word with the French, Prestre; the Dutch, Priester; the Spanish Presbytero ; they all being evidenta Jy derived froin the Greek, neolút, from which the Latin, Presbyter ; only our English Word, Priestą is fomewhat more contracted than any of the rest.

None is capable of this Order, by our Statute Law, till he be full twenty four years of Age. See Pref. to Ordin. Service, and Stat. 13 Eliz. 12. by which A& laft mention'd, All Toleration and Dispensations to the contrary are void in Law. Young Clergymen ought to take fpe cial notice of this; for if they be not Statuta. ble Priests, they can have no legal Right to any Benefice or Dignity, but only to be Curates or Chaplains.

No Man is to be ordained Priest, or Deacon, without a Title. This Title was originally nothing but the having one's Name enter'd in the Bishop's Roll or Lift, whereby he was oblig'd to bear his part in the Labours of the

Clergy of that Diocese, and entitul'd to a Share in the cominon Stock of the Church: Since Dioceses have had other Churches, and Chapels, besides the Cathedral, a Title is an Insurance of being employ'd and maintain’d, as an Officiating Clergyman,

in fome Cathedral, or parochial Church, or other Place of Divine Worship. And no one

is to be Ordained by the 33d Canon, but in order to be a Curate, or Incumbent, or to have fome Minister's Place in some Church, or except he be Fellow, Conduct, or Chaplain in fome College in the University, or be Master

of Arts of five Years standing, and live there * at his own Coft. The Bishop who Ordains a Clerk without Title, shall keep him till he prefer him to fome Ecclefiaftical Living." Ibid.

No Bishop ought to admit any Person into Sacred Orders, who is not of his own Diocese, except he be of one of the Universities, or bring Letters Dimissory from the Bishop of whole Diocese he is. Can. 34: : By Stat. 13 E1.12. He that desires to be on lain'd Minister (that is, Priest) must bring a Testimonial from four Persons, known to the Bishop to be of found Religion, of, bis Life and Doctrine, and be able to render an Account of ris Faith in Latin, according to the 39 Artiles, or to bave special Gift or Ability to be e Préacber. The 34th Canon requires Testimoials likewise for those who delire Deacons Or. ers, as well as Priests, either under the Seal f fome College in the Universities, or of threc I four grave Ministers, and other credible Pere uns, who have known his Life and Conversati -n for three Years next before.

Farther, both he that is to be adınitted Priest, ad he that is to be admitted Deacon, must take le Oaths enjoin'd by the first of William and Tary, before his respective Bishop, and make

his Subscription to the King's Supremacy, th Lawfulness and Use of the Liturgy, and the 3! Articles. See Can. 36. and not only that Canon but the Stat. 13 Eliz. 2. requires the 39 Arti cles to be subscribed by those who would be 01 dained Ministers.

?Tis entirely at the Bishop's Discretion, whe ther he will admit one to the Order of Prief or Deacon ; nor is he obliged to give any Rei son for his Refusal.

And there is the fame Exception in the Stat. 2. H. IV.C. 15. But Parish-Priests, or Temporary Vicars, i. e. Afliftants (see Chap: 24. beginning) were only al. low'd to rehearse, and paraphrase the Creed in the Words of Archbishop Peckham, with which Lyndwood begins the Provincials. This was the Method then taken to stifle the Doctrine of Wickliff. Henry VIII. when he had declared binfelt Head of the Church, wont farther, for bidding all Sermons from the izth of July' to Michnelmas.day 1536, except in Cathedrals, or before the Bishops; and from Michaelmas-day forward, that none should Preach on that Sub, ject, but only to read ibe Articles to be sent them without adding, or diminishing.

In Q. Elizabeth's Time the Clergy being fo very Illiterate, that by her Injunctions of 1559, the Archdeacon is required to give every Curate a Leflon out of the New Testament in Latin, to be conn'd by him against the next Vifitation; and farther, the State having a jealous Eye on the Clergy, as if they were not perfectly well affected to the Reformation, none were permirted to preach without License, but to study to read the Homilies gravely and aptly; and they that were instituted, subscribed a Promise to his effect; and this continu'd in fome Meafure
