of twenty-five dollars, to be sued for and recovered in the name of the City of Troy in any court having jurisdiction.

§ 6. Whenever any licensed pawnbroker shall neglect or refuse to make, verify and deliver to the superintendent of police such daily reports as heretofore provided. his license may be cancelled by the said mayor.

§ 7. Any ordinance of said city inconsistent with or repugnant to any of the provisions of this ordinance are to that extent repealed.

§ 8. This ordinance shall take effect on the 1st day of July, 1890.

BILL POSTING.

Be it enacted by the Common Council of the City of Troy, N. Y.:

Passed April 4, 1901.

SECTION I. That from and after the passage of this ordinance no person or persons shall engage in the business of bill posting in the City of Troy, nor shall distribute in the streets, alleys or lanes of said city any bill, picture or advertisement announcing the business or place of meeting of any skating rink, opera, theatre, menagerie or other exhibition for pay, or any other advertising matter in any manner, except as hereinafter specified, unless said person or persons shall have been duly licensed by the mayor of the City of Troy.

§ 2. Any resident of good character desiring a license shall be licensed by the mayor of the City of Troy to engage in the business of bill posting and bill advertising for the term of one year from the date of said license upon the payment of fifty ($50) dollars and the filing of a bond

in the sum of five hundred ($500) dollars, with two securities, conditioned that the said licensee shall perform the duties of his office in good, lawful and proper manner, in compliance with the ordinances of the city government as to the character of the matter posted or distributed, and the manner of posting or distributing the same.

3. The said licensees, their agents, officers and employes while engaged in the act of posting, painting or distributing any bills, cards, signs, circulars, pamphlets, advertisements or notices'in said city shall wear a badge with the following words conspicuously placed thereon: "Licensed Advertiser, Troy."

§ 4. No person shall scatter or throw upon the streets,

sidewalks or alleys of the city handbills, advertisements, posters or paper, and nothing herein shall be construed to authorize any person or persons to obstruct the streets, sidewalks and alleys of the city or create any nuisance therein or prevent the posting of notices required by the laws to be posted.

5. Nothing herein contained shall be construed so as to prevent any person, firm or corporation residing and doing business in the City of Troy from distributing circulars or handbills advertising the business in which such person is directly engaged.

§ 6. Any violation of this ordinance shall be deemed a misdemeanor and any person upon conviction thereof shall be punished by a fine of not less than five ($5) dollars nor more than twenty-five ($25) dollars, and in default of the payment of such fine such person so convicted shall be imprisoned in the lock-up or common jail of the city one day for each dollar of fine and costs so imposed and unpaid.

§ 7. That any ordinance or part thereof conflicting herewith be and the same is herewith repealed,

A LAW OR ORDINANCE Repealing CERTAIN LAWS AND ORDINANCES OF THE CITY OF TROY.

Passed July 16, 1896.

The City of Troy, in Common Council convened, does hereby ordain as follows:

SECTION 1. The laws and ordinances of the City of Troy which bear the titles and were passed at the times herein named, are hereby repealed, to-wit:

I. "A law relative to the streets in the City of Troy and to prevent nuisances and obstructions therein," passed February 8, 1838.

2. "A law to prevent the obstruction of the highways in the City of Troy," passed September 6, 1838.

3. "A law to amend the law entitled 'A law relative to the streets of the City of Troy, and to prevent nuisances and obstructions therein,'" passed April 18, 1839.

4. "A law for the preservation and protection of the ornamental and shade trees of the City of Troy," passed September 7, 1843.

5. "A law relating to River street in the City of Troy," passed May 2, 1844.

6. "A law to designate a stand for public carriages in the City of Troy," passed June 21, 1849.

7. "A law to prevent encroachments upon streets and alleys," passed January 2, 1851.

8. "A law relative to the sidewalk on the east side of River street, in the City of Troy, and to prevent nuisances and obstructions thereon," passed May 20, 1852.

9. "A law to amend a law "relative to the streets in the City of Troy, and to prevent nuisances and obstructions therein,'" passed September 1, 1853.

10. "A law in relation to railroad cars and engines standing in the streets of Troy," passed May 4, 1854.
