Article 8. A person who has interfered with central or district officials in their execution of duties in accordance with the provisions of this law, or who has refused to submit data or who has submitted false data or has answered questions falsely shall be fined up to MY 1000.

Supplementary Rule.

This law shall be enforced from December 1, 4th year of Kangte (1937).

Order for Execution of Law Regarding Investigation

of Manchurian Resources

Imperial Ordinance No. 295

Promulgated October 14, 1937

Article 1. The execution of the investigation of resources shall be supervised by the Prime Minister.

Article 2. Each Departmental Minister shall obtain the approval of the Prime Minister before issuing an order referred to in Paragraph 2 of Article 1 of the Law for the Investigation of Resources.

Article 3. The identification-card referred to in Article 2 of the Law for the Investigation of Resources shall be issued and supplied by the Board of General Affairs in accordance with the specimen form attached hereto. 1/

Article 4. A person who desires to have the provision of Article 3 of the Law for the Investigation of Resources regarding secrecy applied to his industriel inventions or other special matters or equipment shall apply therefor to the Prime Minister, giving reasons, and the desired extent of secrecy clearly defined.

The Prime Minister, upon granting permission upon the application referred to in the foregoing paragraph, shall issue a permit to the applicant, notify the offices concerned of the particulars of the permission including the extent of secrecy, and publish them insofar as the interest of the parties concerned is not jeopardized by so doing.

Supplementary Rule

This Order shall be enforced on the day of the enforcement of the Law for the Investigation of Resources.

Rules for the Investigation of Menchurian Resources

State Council Instruction No. 103.

October 14, 1937

Re Investigation of Resources.

Ministers of Departments are hereby instructed by the Prime Minister to see that all offices concerned carry out to the satisfaction of the Government the investigation of resources in accordance with the Rules given below as well as the Law for the Investigation of Resources under Imperial Ordinance No. 294 and the Order for the Execution of the same Law under Imperial Ordinance No. 295 recently promulgated for the purpose of collecting and compiling besic information necessary for drawing up and executing the plan for controlling and making use of human and material resources (plan for general national mobilization), as well as for fecilitating the execution of the annually consecutive industrial schemes and of administration in general.

Rules for the Investigation of Resources.

Article 1. Each Minister of Department shall periodically make the investigations required for drawing up and executing the plen for controlling and using personal and material resources in compliance with the descriptions given in the attached tables, and report the same to the Prime Minister..

Article 2. The Prime Minister may order a Minister of a Department to make investigations and report on resources apart from those stipulated in the foregoing Article, from time to time es necessity arises, for drawing up and executing the plan for controlling and using personal and material resources.

Article 3. A Minister of a Department, in making the investigation in accordance with Article 1 of this Instruction, shall obtain the approval of the Prime Minister for collecting and compiling information by other means than the Orders referred to in Paragraph 2 of Article 1 of the Law for the Investigation of Resources.

Article 4, An office engaged in investigation may require any other, office to make investigations and reports whenever thought necessary for the purpose.

Article 5. No report or declaration in accordance with Article 1 of the Law for the Investigation of Resources shall be ordered, or no exemination. made or no data demanded or no questions asked in accordance with Article 2 of the same lew, without previous permission with respect to matters, or equipments designated as strategic secrets by the Prime Minister,

Article 6. In the special strategic zones, and in the areas where the Boundary Zone Law is in force, and in other places of similer nature, the investigation of resources shall be conducted within the local legal restric

tions.

Article 7. Effort shall be made in the investigations to make use of as many organizations and materials other than the Government as possible, in order to avoid loss of efficiency by complete cooperation among all offices concerned, and to collect and compile correct and latest information.

Supplementary Rule

These rules shall be enforced on the day of the enforcement of the Lew for Investigation of Resources.
