On the other hand, the Lord Chancellor, in the Name of the Lords Commiflioners for Scotland, deliver'd the following Paper;

The Lords Committioners for Scotland, having on the 25th of June last, deliver'd a further Expla'nation of their Propofal deliver'd the 22d of Fune concerning Ships belonging to her Majesty's Subjects of Scotland, and the Lords Commiflioners for England having agreed to the faid Explanation in their Lordships Paper deliver'd the 28th of June, with 6 an Addition thereto: The Lords Commiflioners 'for Scotland do now agree to the faid Addition.

37th. Two Days* after the Lord Treasurer, in Name Meeting of the Lords Commiffioners for England, deliver'd' *July 3. the following Papers, viz.

1. The Lord's Commiffioners for England have confidered the Paper deliver'd by the Lords Commiffioners for Scotland the 28th of June laft: And as to the first Propofal therein contained, viz. That the Great Seal of the United Kingdom be Different from the Great Seal ufed in either Kingdom; and that the Quartering of the Arms, as may best fuit the Union, be left to Her Majefty: And that in the mean time, the Great Seal of England be ufed as the Great Seal of the United Kingdom: "The Lords Commiflioners for England do agree to 'the fame.

And as to the fecond Propofal, the Lords Commiflioners for England do agree, That a Seal fhall after the Union be always kept in Scotland for the "Ufes and Purpofes therein contain'd; And that the Privy-Seal, Signet, and the other Seals therein mention'd, and now ufed in Sectland, be continued, the fame to be altered and adapted to the ftate of the Union, as Her Majefty fhall think fit: And that the faid Seals, and all of them, and the Keepers of them, fhall be fubject to fuch Regulations as the Parliament of Great-Britain fhall hereafter make.

'And instead of the laft Propofal, the Lords Com- A. C millioners for England do propofe, That upon upon calling the firft Parliament of Great-Britain, and until 'the faid Parliament fhall make further Provilion therein, the following Methods be used;

"That a Writ do Iffue under the Great Seal of the United Kingdom of Great-Britain, directed to 'the Privy Council of that part of the United King'dom now called Scotland, commanding them to 'caufe Sixteen Peers, who are to Sit in the House of Lords, to be fummon'd to Parliament, and For'ty five Members to be Elected to Sit in the House of Commons of the Parliament of the United King'dom of Great-Britain, according to the Agreement 'between the Two Kingdoms in this Treaty, in 'fuch manner as in the Parliament of Scotland' fhall 'be fettled, at or before Ratifying the Treaty, and that the Names of the Perfons fo Summoned * and Elected fhall be returned by the Privy Council of Scotland, into the Court from whence the faid Writ did Iffue.

2. The Lords Commiffioners for England, having confidered the Propofals contain'd in the Paper, 'deliver'd by the Lords Commiffioners for Scotland the 28th. of June laft, in Anfwer to the feveral 'Matters, relating to the Equivalent mention'd in the Paper, delivered by the Lords Commitlioners for England on the 25th, of the fame Month; do agree to the Propofal therein made, concerning the 'Accounts and Calculations, from whence the E'quivalent did arife, being enter'd into the Journal 'Books of this Treaty.

And the Lords Commiffioners for England do likewife agree to the Propofal contain'd in the 'faid Paper, concerning the Calculation of the Proportion of the Increase of Duties arifing from Customs and Excifes, beyond the prefent Eftimate, being enter'd in the Journal-Books of this Treaty.

And the Lords Commiffioners for England do alfo agree to the Propofal in the fame Paper, That 'the Sum of 398085 1. 10 s. agreed upon to be the Equivalent for Scotland, fhall be granted to Her Majefty in the Parliament of England, at or before Ratifying the Treaty, and that the fame be due,

and payable from the time of Ratification of the 'Union in both Parliaments.

And the Lords Commiffioners for England do alfo agree to what is further propos'd therein by the Lords Commiffioners for Scotland, concerning the 'Powers to be given to the Commiffioners for dif pofing of the Equivalent, and the Books and Office to be kept by the faid Commitioners.

The Lords Commiffioners for England, have 'confidered the Propofal made by the Lords Commilioners for Scotland the 28th. of June laft, for removing National Diftinctions, and do agree, That the Croffes of St. George and St. Andrew be⋅ conjoin'd, when ufed in Flags, Banners, Standards and Enfigns, both at Sea and Land, with this Addition, That the manner of conjoining the faid Croffes be left to Her Majefty, and that the Enfigns Armorial of the United Kingdom be fuch as 'Her Majefty fhall appoint.

Then the Lord Chancellor, in Name of the Lords Commiffioners for Scotland, acquainted the Board, That the Lords Commiifioners for Scotland, did agree to the Additions contain'd in the Paper deli'ver'd by the Lords Commiffioners for England the Ift. of that Month, concerning the Mint, Weights "and Meafures.

The next Day, the Lord Chancellor of Scotland deliver'd the two following Papers, viz.

1. The Lords Commiffioners for England, in their Paper of the third Inftant, having agreed to the Propofal made by the Lords Commiflioners of "Scotland the 28th. of Fune laft, concerning the Seals, and having, in the faid Paper, propofed a Method 'to be used in Calling the firft Parliament of GreatBritain; the Lords Commiffioners for Scotland do agreed to the faid Propofal.

2. The Lords Commiffioners for England, having agreed to the Propofal made by the Lords "Commiffioners for Scotland the 28th. Day of June laft, concerning the conjoining the Croffes of St. Andrew and St. George, with an Addition, viz. That the manner of conjoining the faid Croffes be left to 'Her Majefty, and that the Enfigns Armorial of "the United Kingdom, be such as Her Majefty fhall

Then the Lords Commitlioners of both Kingdoms did agree to revive the Committee of Eleven of each fide, nominated the firft of May laft; and that they meet the next Morning, in order to the directing the Papers and Calculations touching the Equivalent, to be enter'd in the Journal-Books of this Treaty.

On the 6th of the fame Month, the Earl of Pembroke Prefident of the Council, in Name of the Lords Commiffioners for England, deliver'd the following Paper, viz.

"The Lords Commiffioners who are on the part of England of the Committee of Lords of both Kingdoms, nominated the firft of May laft, to con'fider Matters to them referr'd, having reported to us the Lords Commiflioners for England, That the faid Committee had referred to Six Perfons the ftating in what proportion the prefent Cuftoms of Scot"land as now lett, do bear to the feveral Branches of that Revenue in England, and alfo in what Proportion the prefent Excifes upon Liquors in Scotland as now lett, do bear to the feveral Branches see the Ap• of that Revenue in England, in order to the ftating pendix. of the Equivalent, that would become due to Scotland, for fo much of the faid two Revenues as 'fhould be apply'd towards the payment of the Debts of England, which was accordingly done, as in Numb. I. And that the faid fix Perfons had alfo, by their Lordships Directions, prepared a Calculation, what fo much of the faid two Revenues of Scotland, as fhould be apply'd towards payment of the Debts of England, would produce in ready Money, as in Numb. II. The faid fix Perfons had alfo calculated, that in cafe the faid two Revenues fhould Increafe (above what they are now Lett for) 1000. on the Cuftoms, and rcool. on the Excife, how much thereof would contribute towards the payment of the Debts of England, and for which Scotland is to have an Equivalent, as in Numb. III. All which Papers their Lordships having now laid before us; We, the Lords Commithioners for Eng land, do agree to the fame, and that all the faid Pa

The Lords Commiffioners for England do propofe, That the Union of both Kingdoms fhall take place upon the first Day of May, 1707, and their Lordships do alfo propofe, that if Her Majefty on, or before the faid First Day of May, fhall declare, under the Great-Seal of England, That it is expedient, that the Lords of Parliament of England, and Commons of the prefent Parliament of England, fhould be the Members of the refpective Houses "of the firft Parliament of Great-Britain, for, and on part of England; Then the faid Lords of Parliament of England, and Commons of the prefent Parliament of England, fhall be the Members of the refpective Houfes of the First Parliament of GreatBritain; And Her Majefty may, by Her Royal Proclamation under the Great Seal of Great-Britain, appoint the faid firft Parliament of Great-Britain to meet at fuch Time and Place as Her Majefty fhall think fit, which time fhall not be lefs than forty two days after the Date of fuch Procla"mation; And the Time and Place of the Meeting of fuch Parliament being fo appointed, a Writ fhall be immediately Iffued under the Great Seal of Great Britain, directed to the Privy Council of of Scotland, for the Summoning the Sixteen Peers, and for Electing Forty five Members, by whom Scotland is to be reprefented in the Parliament of Great-Britain; And the Lords of Parliament of England, and the Sixteen Peers of Scotland, fuch Sixteen Peers being Summond and Return'd in the manner agreed in this Treaty; And the Members of the Houfe of Commons of the faid Parliament of England, and the Forty five Members for Scotland, fuch Forty five Members being Elected and Return'd in the manner agreed in this Treaty,
