Then it was mov'd, that the Commiffioners for the Treaty in 1702, have Allowance for their Expence in manner following, each Nobleman 500. Sterling, each Baron 2001. and each Borough 20c 1. Sterling; and after Debate, the Vote was put, grant Allowance of the above Sums, yes, or not, and it was carried, yes; and the faid Expence was declared to be a publick Debt, and referr'd to the Committee to ftate the fame as fuch. After this it was mov'd, that no Representative to the Parliament of Great Britain, either for Shire or Borough, have any Allowance for their Charges, and Expences in attending the fame; and after Debate, it being mov'd to delay the fame, the Vore was ftated, Proceed, or Delay, and it was carried Delay. The faid Motion being refumed, and Difcourfed on, in the next fitting, the Vote was put, * Feb. 3. whether there fhall be any Thing inferted in the Act for fettling the manner of Electing and Summoning the 16 Peers, and 45 Gommoners, to reprefent

A. C. prefent Scotland in the Parliament of Great Britain, 1706. in relation to the Charge and Expences of the Reprefentatives for the Shires and Boroughs, yea, or not, and it was carried, not. Then it was mov'd, that at all Meetings of the Peers for Electing of their Representatives, fuch Peers as are abfent, be allow'd to have Vote in the faid Election by Proxy, the faid Proxies being Peers, and they and their Conftituents being qualify'd, by taking the Oaths requir'd by Law; and that the faid abfent Peers may either Vote by their Proxies, or by fending up a Lift Subfcribed by them; and after Reafoning thereon, the Vote was put, allow Proxies in the aforefaid Terms, yea, or not, and it was carried allow. Afterwards it was Agreed, That the Meeting of the Peers for the faid Elections, fhould be at any Place her Majefty fhould appoint within the Kingdom of Scotland. Agreed alfo, That in cafe of the Decease, or Promotion of any of the 45 Commoners, to be chofen by this Seffion of Parlia ment to the Parliament of Great Britain, the Diftrict for which he is a Member, upon a Writ directed to them for that effect, fhall chufe another in his Place; and Agreed likewife, that in cafe of the Deceafe of any of the 16 Peers, the Peers fhall meet and elect another in place of the deceas'd, upon a Writ directed to them for that effect. Then it was mov'd, that fuch Peers of Scotland, who are alfo Peers of England, who after the Union, fhall be created Peers of Great Britain, have no Vote in the Election of the 16 Peers from Scotland to the Parliament of Great Britain: And after Debate thereon, it was pur to the Vote whether any thing in relation to the faid Motion, fhall be inferted in the aforefaid Act, fettling the manner of Elections, yea, or not, and it was carried not. Afterwards it was agreed, that when the Commiffioners for Boroughs, who fhall meet for Electing their Reprefentatives fhall happen to be equal, the Prefident of the Meeting fhall have the cafting Vote; and that the Commiffioner for the eldeft Borough, fhall proceed at the firft Meeting; and the Commiflioner for the other Boroughs by turns, as the Boroughs were then call'd in the Rolls of Parliament.

Day proceeded to elect the Reprefentatives for Scot-See the Apland, in the firft Parliament of Great Britain; And, pendix, the three Estates having separated to their ufual Nu. The Remainder of the Seffion was fpent in feveral A. C. important Affairs, both private and publick, parti- 1706. cularly in examining the Accounts of the African and Indian Company, and providing for the due Application of the Equivalent. On the 25th of March, his Grace the High Commiffioner, went to the Parliament Houfe in gteat Solemnity, being attended by the whole Troop of Life-Guards, and all the Nobility and Gentry in their Coaches, and touch'd with the Scepter the following Acts, viz. 1. Act in favour of the Incorporations of Edinburgh for a Maiden Hofpital, 2. Act in favour of the Town of Dundee, 3. another in favour of that of Aberdeen, 4. A& in favour of the Duke of Hamilton and the Town of Borrowftounnefs; 5. Act in favour of the Burgh of Kirkaldie; 6 Act renouncing the Reverfion of Kirklands; Act in favour of the Burgh of Kinghorn; 8. Act for clearing the paffage through the Mary Wind in the Burgh of Sterlin; 9. Act in favour of the Earl of Linlithgow and Callender; 10. Act in fanour of the Lady Littlegil and her Son; 11. Act of Naturalization of John Henry Huguetan; 12. A&t for Naturalizing feveral Foreigners; 13. Act for preferving the Game; 14 Act in favour of the Earl of Buchan; 15. Act of Diffolution of the Mines and Minerals belonging to his Grace the Duke of Queensberry 16. Act for Burying in Wooll; 17.
