Nearly the whole of the books comprised in Dr. Baxters beques are old French works, and consequently of little value to medical students.

To make ne Library increasingly useful and interesting to students who attend lectures in this college, an annual accession of the recently published and most approved Medical works, appears to be indispensable. The library now contains 2,129 volumes.

SPECIAL REPORT

OF THE

FUND COMMISSIONERS.

IN SENATE, Feb. 25, 1850.

OFFICE OF FUND COMMISSIONERS,
Columbus, Feb. 26, 1850.

To the Senate of Ohio:

GENTLEMEN-The section of the law entitled "an act to provide for the extinguishment of the Public Debt of Ohio," referred to in your resolution of this date, addressed to our board, is as follows:

Sec. 4. The Canal Fund Commissioners are hereby authorized, and whenever an opportunity occurs, they are directed to exchange for certificates of the six per cent. stocks of the funded debts of this State, or to sell, or otherwise dispose of for money any and all of the shares of stock held by the State in any of the Railroads of the State: provided, that such shares of stock shall in no case be sold or otherwise be disposed of except upon cash payment therefor; or if exchanged for the six per cent. stocks aforesaid, the amount of such certificates of stock shall, at least, be equal to the amount of Railroad shares of stock exchanged therefor, and in no case shall any such shares be sold exchanged or otherwise disposed of at less than the par value of the same.

In answer to your enquiry, "if any thing has been done by us under the authority of this section?" we reply, that nothing has been done, and in our judgment nothing can be done, to further the design of the Legislature, as indicated in said section, on account of the depreciated price of these Railroad stocks.

The State holds the following amounts of Railroad Stocks: Of the Mad River and Lake Erie Road..

Of the Little Miami Railroad.......

Of the Sandusky and Mansfield Railroad...

The total amount being....

$329,650 00

165,050 00 33 333 00

$528,033 00

No cash dividends have, as yet, been paid to the State on either of these stocks.

The exact value of these stocks cannot well be stated. It is probably sufficient to say, that they are all below par, at present, and that some of them will ever remain so.

If, therefore, it shall be the purpose of the State to apply these Railroad stocks to the payment of its debt, it will be necessary so to amend the law that they may be disposed of at their actual value.

But if this design shall be abandoned, and the State shall prefer to pay the whole of its debts by other means, continuing a partner in these corporations, and retaining this stock as a permanent investment for the purposes of general revenne, no change of the law seems neces

sary.

Very Respectfully,

E. N. SILL, Acting Canal Fund Commiss'r.

SPECIAL REPORT

OF THE

STATE HOUSE COMMISSIONERS.

To the House of Representatives of the State of Ohio:

In compliance with a resolution of your honorable body, passed Feb. 27, 1850, the State House Commissioners submit the following report:

During the past year there was sold at the Ohio Penitentiary Stone Depot as follows:

2,217 88 Perches selected building stone,

Making the aggregate amount of 9,489 17 perches, which were sold for the gross sum of $5,111 50.
