Vermont Bar Association.

SEVENTEENTH ANNUAL REPORT.

The Association met pursuant to the call of the Secretary, at 3 o'clock, P. M., at the Grand Jury Room in Washington County Court House, and was called to order by President W. B. C. Stickney.

The record of the last annual meeting was read and approved.

The Committee on Admissions reported, nominating for membership Hiram M. Mott of St. Albans, Frank J. Martin of Barre, Leon J. Thompson of Wolcott, and Clarence P. Niles of Bennington. Thereupon a ballot was taken, and they were severally declared elected.

The Committee on Professional Conduct, on being interrogated, announced that they had no report to make.

The Committee on Jurisprudence and Law Reform stated that they would be ready to report at a meeting to be held October 9th.

The amendment of Article 2d, of the Constitution, offered at the last annual meeting, providing, "That members of the class for admission to the bar of this State, each year, may be elected to become members of the Vermont Bar Association, upon their admission to the bar of this State, provided they are recommended as in other cases," was called up, and after discussion, on motion of Mr. John W.

Gordon, leave was given to withdraw the proposed amend

ment.

J. L. Martin moved that a committee be appointed to nominate officers of the Association for the year ensuing. Adopted. The President appointed as such committee, J. L. Martin, Chairman; W. H. Button, O. M. Barber, L. F. Wilbur, W. P. Stafford, Z. M. Mansur, H. Chas. Royce, Geo. M. Powers, F. W. Baldwin, Roswell Farnham, F. P. White, F. L. Laird and W. W. Stickney.

C. M. Wilds moved that the Executive Committee be authorized to expend not exceeding fifty dollars, to obtain some distinguished member of the bar of some other State, to address the Association at its annual meeting. The motion was discussed by S. C. Shurtleff, C. P. Hogan and L. F. Wilbur, and Mr. Wilbur moved that the matter be ordered to lie. This motion was discussed by E. B. Taft, F. W. Baldwin and C. M. Wilds. Mr. Wilds moved to amend the original motion so as to read, That the Executive Committee be authorized to appropriate a sum not to exceed fifty dollars to defray the expenses of some representative member of the bar of some other State, to address the Association at the annual meeting. Discussion of the motion of Mr. Wilbur followed by E. W. Bisbee, Z. M. Mansur and E. B. Taft, whereupon Mr. Wilbur asked the consent of the Association to withdraw his motion to lay on the table, which was granted. The motion of Mr. Wilds as amended after discussion by C. P. Hogan, Geo. W. Kennedy and F. L. Laird, was adopted.

On motion of J. L. Martin, the Association adjourned to meet in the Court room of Washington County Court House, at 7.30, P. M.

The Association met pursuant to adjournment at 7.30 P. M., and was called to order by President Stickney.

The President then delivered the annual address, [SEE APPENDIX] after which Roswell Farnham read a memorial paper upon Salmon B. Hebard. A memorial paper prepared by Col. T. O. Seaver, upon Norman Paul, was read by F. W. Baldwin.

On motion, it was voted that when the Association adjourns it be to meet at 10 A. M., Oct. 9th, in the Grand Jury room, of Washington County Court House.

The Association then repaired to the Pavilion Hotel, and partook of their annual banquet, after which it adjourned. Attest, GEORGE W. WING,

MONTPELIER, VT., OCT. 9, 1895.

The Vermont Bar association was called to order by the President at 10 o'clock Wednesday morning, October 9, and the report of the treasurer was read by Judge Hiram Carleton. Report was accepted and adopted.

The following resolution was laid before the meeting by Mr. W. B. C. Stickney:

Whereas, It is desirable that biographical sketches of deceased members of the Vermont Bar Association be published as early as possible, and in some permanent form;

Resolved, That the Association designate the Vermonter as the medium for such publication; provided, the biographies prepared be approved by the Committee on Legal History and Bio

graphy, and that they be inserted with portraits of the deceased members without any expense to the Vermont Bar Association.

The resolution was accepted and adopted.

Mr. Hogan said: There is no question before this meeting at this time, but I would like to make a suggestion in connection with these sketches. I have always enjoyed listening to them, not that I enjoy them, but as a mark of respect to the memory of the members of this Association; it is a painful pleasure to listen to them and if they are to be published I think it is right there should be some suggestion made looking to brevity in the preparation of them. Now, we have had heretofore very interesting sketches of the different deceased members of the bar, and we can all recollect when these sketches have been quite elaborate. So long as we have plenty of time to listen to them, that is all right; but if we are coming to a new departure it seems to me there should be a condensation by the persons preparing them.

We have had in our own county quite a number of members of the bar about whom nothing has been said in these meetings there have been Mr. Cross, Guy Noble, and others that I could mention, and I have no doubt the same thing is true about other places; it would be very nice to have short sketches of these honored members of the bar and those who are members of the Association, and to have them published, but I would suggest brevity.

Mr. Zed. Stanton said: I have served on this Committee of Legal History and Biography for some time, and the difficulty with me as one of that committee is not so much procuring sketches that are brief as it is procuring sketches

I know of many deceased members of the bar in different parts of the State of whom no mention has been made in these proceedings, among whom are ex-Governors
