The vouchers are quite numerous, and their preservation and safe keeping are important, as furnishing the means of settlement with parties who may have claims against, or settlements to make with, the State.

I have therefore deposited them with the Secretary of State, where they will be safe, and at the pleasure of either House.

I have transmitted to the Senate the written report of J. C. Todd, agent for the State at Keokuk. The State has had an agent at Memphis, Joshua Dial, from whom I have not had a written report.

The only permanent agents in the field have been Mrs. Anna Wittenmeyer, appointed by law, and Dr. A. S. Maxwell, appoited by me. Rev. A. J. Kynett has acted as an agent mainly within the State, but at times in the field.

These agents have all done their duty faithfully, and have done much to aid our soldiers.

There are unsettled accounts with all of them, except Mr. Kynett, that can be settled by my successor, and any balances due them, or any of them, paid out of the unexpended balance of the appropriation for extraordinary expenses.

Of the moneys reported as expended by me, over two

thousand dollars were expended to meet the emergency caused by the Indian outbreak in 1862. There was not any other available fund from which the money could be had, and the necessity was imperative. I should have endeavored to have had this money restored to the fund, but found it sufficient without so doing.

PROCLAMATIONS AND APPEALS1

OFFERING A REWARD

APRIL 23, 1860

Whereas it has been represented to me that on or about the 29th day of March last at Wapello County, Iowa, a young woman supposed to be named Harvey, from Rockford Illinois, was murdered, and that the perpetrators of said crime have not yet been arrested. Now therefore I Samuel J. Kirkwood, Governor of the State of Iowa, on behalf of the State of Iowa, do hereby offer a reward of five hundred dollars, for the arrest and delivery of the perpetrators of said crime, to the proper officers in said Wapello County, said reward to be paid upon the final conviction of said persons. Should more than one person have been engaged in the commission of said crime, said reward will be divided in proportion to the number of persons arrested and convicted.

During the period of the Civil War, Governor Kirkwood made frequent appeals to the people for more men and assistance to carry on the war. These appeals were not always sent out as formal proclamations; but it has been deemed proper to include them under this head.

ON THE GENERAL ELECTION

SEPTEMBER 12, 1860

Whereas, by an act of the Seventh General Assembly of the State of Iowa, entitled, "An act revising and amending title IV of Code, and further providing for elections, filling vacancies in office, resignations and contesting elections," Approved March 23rd, 1858, it was made the duty of the Governor, at least thirty days before any general election, to issue his proclamation, designating all the offices to be filled by the vote of all the electors in the State, or by the electors of any Judicial District.

Now therefore I Samuel J. Kirkwood, Governor of the State of Iowa, do, by this my proclamation, publish and declare, that at the next general election, to be held in this State, on the first Tuesday (6th day) of November next, the following offices are to be filled, by vote of all the electors of this State, To wit:

Four Presidential Electors (All to be elected by the people at large)

The Office of Secretary of State.

The Office of Auditor of State.

The Office of Treasurer of State.

The Office of Register of the State land Office.

The Office of Attorney General.

The Office of Judge of Supreme Court, (To fill the vacancy caused by the death of Hon. L. D. Stockton).

One Representative to Congress, in the First Congressional District.

One Representative to Congress in the Second Congressional District.

One Member of the Board of Education in each of the 3rd 6th 7th 9th and 11th Judicial Districts.

Whereof all Citizens and Officers concerned, particularly the Sheriffs of the several Counties, will take notice and be governed accordingly.
