further required, half of which as shall then be first drawn as before with the odd one if any there be, shall complete the first number of directors required, whose names with the number of votes given for each, shall by the town clerk be recorded in his respective town book and called the directors list.

SECTION 3. All commissioners shall be first elected immediately after completing the choice of directors in the same meeting, and from the same voters, and in the same manner as directors were elected, with a difference only that every commissioner shall have at least fifty votes, or drawn from those having three the most instead of five, with the odd one if any there be, and no others shall be lawful commissioners, whose names with the number of votes for each, shall be recorded by the said clerk in his respective town book, and be called the commissioners town list; and to every commissioner then elected, the said president shall immediately administer the oath or affirmation, and commission of office, also deliver to each of them a sealed and certified copy of his respective commissioners town list, and number of votes for each, and immediately transmit by mail or otherwise sure within five days another like certificate, to the capitol of his respective county, directed to the county clerk thereof. Provided however, for the first years, every town whose number of voters are insufficient to afford therein a commissioner's dividend, and circumstances not admitting of assembling in conjunction with another or other towns, shali as may be decided by the will of the majority of said town, signified by uplifted hands, in a meeting which shall be called for that purpose, at least one week prior to May meeting, and which meeting shall be warned in the ordinary manner accustomed of the said town, at the special request of not less than ten legal voters, which town shall elect

a commissioner the first year, and every year thereafter as often as their quota of voters respectively requires their representative proportion, according to the Columbian constitution; which commissioners shall be elected from any smaller number of directors than required as candidates as aforesaid, but in the same

manner as therein directed, and the rule be continued no longer than until such sinall towns shall be extended and adjusted, as required by the proper authority according to the Columbian constitution.

SECTION 4. All representatives shall be first elected in manner following, viz. all commissioners shall assemble within their respective county at the commissioners meeting next following their election; then and there at the commencing period of the meeting, determine their chairman, elect their speaker, and render the mention of their names to their respective county clerk, who shall make a temporary list thereof and complete the election of superintendants, then deliver to the committee of election when by the presi dent required their certificates, being copies of their commissioners town list, to whom the said clerk shall also deliver all the like certificates which he shall have received, all of which the said president shall then open in the presence of the committee, the truth of which commissioners town lists the superintendants shall then ascertain in open meeting, and regularly compound altogether in alphabetical order, all the commissioners names their towns of residence, and number of votes given to each; which list shall then be termed the commissioners county list, and the said president shall read the same in the hearing of the ineeting, and after answering all proper objections, cause immediately to be executed copies of which, equal to double the number of commissioners, and cause to be delivered two of which to every commissioner while there in meeting assembled, preserving the original on file of the county, whose duty it shall be of every commissioner to demand and receive the same, and within ten days from the expiration day of the meeting, deliver one of which to his respective town clerk, and post up a copy thereof, for inspection on the out side of the outer door of his respective town's temple, whose duty it shall be of every town clerk to receive the same, and within five days post up not less than five copies thereof, in the most public and convenient places for the general information of his respective town, at places to become usual for that purpose.

And every town clerk and commissioner, shall in the open July meeting next following of their respective town, deliver to the committee of elections thereof, when required by their respective president of elec tions, all their original copies of their respective commissioners county list, one of which the said president shall then read in the hearing of the meeting, and one! round of suffrage shall be then taken from all the legal voters in July meeting assembled, whose votes shall then be sorted, counted and annexed on the said original copies of the commissioners county list, and against which candidate's names set the number of votes given to each, the result of which the said president shall again read in the hearing of the meeting, and then deliver to each commissioner one of which, having thereon the number of votes as given to each candidate, sealed and certified, and transmit by mail or otherwise sure within ten days, another like certificate to. the capitol of his county, directed to the county clerk thereof. And the same commissioners shall again assemble as before, within their respective county at the council meeting next following their election, together with their required certificates and therewith proceed in the council meeting, as in the commissioner's meeting, and complete the election of representatives in the same manner as commissioners were elected, whose list shall be termed the representative's list.

Provided however that for the first years, every county whose number of legal voters are insufficient to afford therein, a representative's dividend, and circumstances not admitting of assembling in conjunction with anothor or other counties, proceedings shall be in the same manner in regard to electing representatives, &c. as in small towns in the election of commissioners, the Columbian constitution in that respect to the contrary notwithstanding.

SECTION 5. All legislators shall be first elected in manner following, viz. the superintendants of the council meeting, shall make an alphabetical list of all the new representative's names and annex to them respectively, the number of votes given to each and their towns of residence, preserving en file of the counties

the original, and cause to be executed a number of copies thereof, and deliver in open meeting two of which to every commissioner and new representative; who shall receive and deliver within ten days, one of which to his respective town clerk, Which clerk, commissioners and representatives shall after posting up copies thereof, at the time and places, as in the preparation for the election of representatives, deliver their original copies as required, to the superintendants of the September meeting next following the election of the said representatives, and all proceedings in the September meeting and from the same voters for voting for legislators, shall be the same as in the July meeting in voting for representatives, and the number of votes gi ven to each candidate shall be annexed to the original copies of the representative's list, they shall then be sealed and be certified, and not less than three of, which certificates, transmitted by distinct bearers, to the court meeting next following, of the same county, directed to the president of elections thereof, and by such bearers, as shall seasonably deliver the same in the open court meeting to the said president of elections thereof, when required by the committee of elections thereof, and the members of the lower branches of the said court meeting, shall consist of the county judges of the same county, and the representatives thereof shall form the higher branch; and which meeting in convention of the whole of the same house, shall immediately proceed to determine their chairman, elect their speaker and other superintendants, and complete the election of legislators in the same manner as the representatives were elected. Who shall make a list of the same and annex to their respective names the number of votes given to each and the town's name of their residence, and preserve the same on file of the county, and execute not less than three copies thereof, and seal, certify and transmit the said copies by distinct hearers, to the legislature next following of the same district, directed to the president of election thereof, and by such bearers as shall seasonably deliver the same in open legislature assembled, when required by the committee of elections thereof.

SECTION 6. All mediators shall be elected in' manner following, viz. the legislators and representatives shall assemble within their respective districts, at the legislature next following their election, who shall then and there at the commencement thereof, determine their chairman, elect their speaker and clerk, to whom render the mention of their names, which the clerk shall alphabetically enlist, and after electing the president and committee of elections, elect the requir ed mediators, from among the number of Columbian legislators of their respective districts, then in congress. assembled, by the written votes of the majority of representatives of the legislature there assembled, if such majority of the same legislature be the greatest nunber of all. And for the election of those of which candidates who shall have no such majority, the written votes of the majority of the same members, give the required mediators, out of double the number of candidates to that of mediators then required, having the greatest num ber of votes, all other restraints which may therein happen remove by the legal casting of lots. Of which mediators the superintendants thereof shall make a list of their names, and annex to each the name of their counties. Which list the president of elections shall then read in the hearing of the meeting, and preserve the same on file, and cause to be executed copies thereof, and seal, certify and transmit by mail one of the same to every new mediator in congress, for each of two successive weeks then next following their election, superscribe directions accordingly, and within six weeks transmit sealed by mail or otherwise sure, to every county clerk resident of the same county and district of the said new mediators, a commission er commissions, which the said clerk shall within six weeks after the expiration of congress at the request of Iris respective county mediator or mediators deliver to him or them, the said commission or commissions, and the president of elections of congress, shall administer to all new mediators therein assembled, the oath or affirm. ation of office, when officially ascertained, or the oath may be administered at the court meeting of his county next following by the president of elections thereof.
