and fighting only in the cause of the devil, though with cash, cannon and chariots of plenty, deluded fools must yield to the republican army of a conquering god of justice, as it is proved in the heroes of the west. With how much success the Columbian arms are crowned in almost every attack over the deluded army of old George the third, whose slavish soldiers fight to crown the devil's king, against their oppressed soldier's liberties. King's soldiers are always fighting themselves out of paradise into the fire of misery. flow will the army of old Guelph appear before the grand Columbian phalanx en masse of patriotic Washington farmers, conquering spirits of resounding glory, against the whore of Britain, like the great Alexander who threw down the foul temple of Tyre. For these great blessings of Columbia thrown up to view, we are indebted to our illustrious father.

The Columbian Constitution is an Amendment to the Constitution of the United States; and while it takes away none of its original powers, it adds to it more energy, also more liberty, by way of union, equality of rights, explanation of principle, and rendering a sufficient revenue for the support of government from a just source. And the excellency of the original in making provision for amendments, has consequently provided that the Columbian Amendment may be constitutionally adopted, with due deliberation, and harmony. And which touching the local interest of Lut a few individuals and such as whose pursuit had always been pernicious to true liberty of the Columbian people, thus we will keep our present constituted authorities and customs, continued in full force, while time can regularly adopt the Columbian Constitution, to our best advantages, notwithstanding our wrong habits to the contrary, and reform in that light which the force of divine reason shall dictate; let the same pledge made by our fathers in the Declaration of our Independence be observed, that is, that all Columbians will stand by each other like brothers, united as one man, and assert our Columbian rights, by the force of truth. Let our hearts be truly Washington, and we are soon crowned with true Columbian glory, when the

devil's sun of pretended English glory, will never more rise in darkness.

And all that will be wanted is the removal of the British influence from North America, together with explanations of the principles of true liberty. Let the Canadian awful position be seen and considered in its true light, and in any manner that they can know and act for themselves, nine tenths of that people who are always the best soldiers, will as ready fall in with it, as we ourselves love liberty, and they as readily organize against British oppression as they now can for their destruction, and in the progress of its promulgation; our arms perforate and support its entrance, and the Canadian people are as soon safe and free as ourselves, wherein their salvation depends. When the deadly folly of British delusion is at once unshackled from its foul influence, how soon our Canadian friends are the free born sons of Columbia, hand in hand with their Washington friends, to join the Columbian union class.

On a given convenient meridian of longitude, should be the fixed immovable seat of the Columbian general government, and in Ohio may be the central spot. Wherever it shall be, should be erected a monument in memory of that illustrious father of our liberties, Washington, and in time it will be the central temple of universal light, and the grand millennium bar of true justice to all the world. And where should we have been, were it not for a Washington, who first led us from the arms of iniquity. Let his name sound from future pages above all others; the great China will pay it homage. It was his sword that delivered the world. He first conquered us free to act as we now do. His tomb should be forever fixed with the grand Columbian Capitol, the longitudinal Observatory for all the world, which the hand of God's Columbus, raised up for the freedom of Eastern victims, to enjoy the brilliant light of the West.

Columbian Constitution.

PREAMBLE to the AMENDMENT of the Constitution of the United States.

DECLARATION OF COLUMBIAN RIGHTS.

"WHEN, in the course of human events," the people of a Republic, from different views, have separated to opposite parties of tending ruin to both; it becomes necessary more firmly to consolidate those political bands, which once united them.

"We hold these truths to be self-evident, that all men are created equal," in the right of voting and of legislating in their equal turns, according to their talents and virtue, as the will of the majority shall judge; which the minority for the safety of both, are in duty bound to obey. (1)

That every nation have among them, enemies to republican liberty, is evident to all, since all republics have been destroyed.

(1) To illustrate this sacred principle, supposing a town having in it one hundred farmers, each worth one thousand dollars only, the question put shall one hundred thousand dollars be voted to be raised from these one hundred farmers, and given to only ten of them; then if the majority rules, there would be only ten yeas, and ninety nays, and the farmers each keep their thousand dollars and remain equals. While on the other hand, should the minority rule, for raising the one hundred thousand dollars, there would be ten yeas, and not a single nay, because the ten who would have all the money, of course would vote for it, and the silent ninety (as in kingly governments) would vote against it, were they allowed their right to vote; thus the ten become worth ten thousand dollars each, and the remaining ninety worth nothing, making of the one hundred who were at first equal farmers, ten noble lords and ninely miserable paupers, to wait on robbing nobles at their tyrant mercy.

Of the two parties of the United States, each having numerous and competent leaders, both cannot innocently exist in a war of opposition to each other, and guided by the same constitution, but by wilful misconstruction of its powers, by one of them.

Therefore, for removing all doubt, and for preserving all the advantages of our Constitution, and that liberty for which our fathers fought, bled and died, We, the People of North America, will establish more firmly, with the following Amendment, the Federal Constitution of the United States, for our national standard, under the name of the COLUMBIAN CONSTITUTION. "And for the support of this declaration, with 66 a firm reliance on the protection of Divine Provi"dence, we mutually pledge to each other, our lives, our fortunes, and our sacred honour."

AMENDMENT.

ARTICLE I.

SECTION 1. All that part of North America, now under the jurisdiction of the constitution and government of the United States, together with all other parts of said North America, which shall unite under the jurisdictional authority of the Columbian constitution, shall be called the Columbian union, or the state of Columbia, whose geometrical degrees and minutes of that part of the globe's surface, comprising the state of Columbia, shall be the unchangeable divisions and subdivisions thereof, for distinguishing all its relative. situated parts from each, and be termed degrees and minutes of Columbia, and be those situated between the parallels of latitude and meridians of longitude, which shall extend, and in numeral order be distinctly numbered north from the equator, and east and west from that given meridian, which shall coincide with a certain established point, whereon shall be erected the monument of the late General GEORGE WASHING. TON, finally to be immoveably fixed. Immediately in

the vicinity of, and north from which, on the same meridian, shall be finally established the seat of the Co-. lumbian general government, and be called the "Columbian Capitol," and the town of its situation," the City of Washington," and county that of Columbia;" to continue where now situated, until a majority of two thirds of the Columbian Congress shall make a rule, directing delegates equal in number to the Columbian legislators, (2) to be elected for the special purpose for deciding whereat, on a certain meridian west, from that which coincides with the late or present capitol, now or which of late had been the seat of the United States federal government, shall be the established central point (3) which when ratified by two thirds of the Columbian Congress, next following such conclusions shall become a law for that purpose; whereon, immoveably shall be erected the monument of WASHINGTON, in memory of that illustrious founder of freedom, and be called the Columbian observatory, and that meridian therewith coincident, the capitol meridian.

SECTION 2. COLUMBIA, shall always consist of more or less great alterable divisions, bearing the name of Districts, and liable when necessary to be altered by Congress, not oftener than once a year, and in winter months only, wholly or partly, but always in as square and convenient forms, as the inhabited and relative situated parts of Columbia, and the Columbian Constitution, from time to time requires, and for the purpose only, that every district shall always contain not exceeding thirty-five and not less than twenty-five legislators, and yet comprise in each, more or less complete degrees of land and water; which districts shall

(2) Legislators are members.

(3) If the seat of the Columbian government is not established prior to that of districting the state, the final place of its establishment must not fall between no two degrees of west longitude, for which will derange the order of state; I say, west because the centre of Columbia will not allow it to go east.
