Proceedings, who may conduct.

or municipal purposes; to acquire and take property desired by the commissioner or commissioners to exchange for other property which in his or their opinion it is necessary to acquire for public highway purposes, whenever he or they have agreed in writing with the owner or owners of such property for such exchange; and to acquire and take the fee to the whole of a particular lot or parcel of land whenever in the opinion of the commissioner or commissioners it is advisable to provide for the proper construction, improvement or maintenance of public highways.

SEC. 27. Any proceeding taken under the provisions of this act shall be subject to review upon certiorari. The procedure therefor shall be the same as is required in case of certiorari to review judgments rendered by judges of the circuit courts: Provided, That the application for certiorari must be filed within twenty days after the report of the court commissioners shall have been confirmed: And provided further, That the determination of necessity provided in section four of this act may be reviewed by certiorari within ten days after such determination of necessity and the procedure shall be the same as review of judgments rendered by a justice of the peace, except that such certiorari may be heard by the court during term or at chambers upon five days' notice given to the opposing party.

SEC. 28. Any act or proceeding herein directed or authorized to be performed or conducted by the state highway commissioner may be done by said state highway commissioner in person, or by one of his deputies; or the state highway commissioner may generally or specifically deputize any person to hold or conduct any hearing directed by this act and said deputized person shall report his conclusions and recommendations to the state highway commissioner, who shall then make his determination thereon. Any action by such deputy, or any hearing or other proceeding conducted by him shall be deemed to be for the purpose of this act, and have the same legal force and significance as though personally performed by the said state highway commissioner.

This act is ordered to take immediate effect.

AN ACT to amend section seventy-two of act number eightyfour of the public acts of nineteen hundred nine, entitled "An act to increase the efficiency of the military establishment of the state of Michigan, to make an appropriation therefor, and to repeal all former acts or parts of acts inconsistent with the provisions of this act", being section nine hundred forty-seven of the compiled laws of nineteen hundred fifteen.

The People of the State of Michigan enact:

SECTION 1. Section seventy-two of act number eighty-four Section of the public acts of nineteen hundred nine, entitled "An act to increase the efficiency of the military establishment of the state of Michigan, to make an appropriation therefor, and to repeal all former acts or parts of acts inconsistent with the provisions of this act," being section nine hundred forty-seven of the compiled laws of nineteen hundred fifteen, is hereby amended to read as follows:

SEC. 72. The armories erected, constructed and owned by Purpose of. the state of Michigan by virtue of this act, shall be for the use and benefit of the permanent organized militia quartered therein: Provided, however, That local organizations of the Proviso. civil war veterans, Spanish American war veterans, Veterans of Foreign Wars, and the American Legion, upon their written request to the governor may be granted the regular use of such portion of said state armories as may be provided from time to time by the state military board in regulations, and subject to the rules governing the organized militia quartered therein and the rules of the board of control thereof. They shall be used for no other purpose except as hereinafter provided. The sale to or use by the national guard or other organization of intoxicating liquors therein is absolutely prohibited, and any officer or enlisted man guilty of violating this portion of the law shall be punished as a court martial may direct, and any civil organization violating this portion of the law shall be summarily ousted. The board of control may rent the armory to outside parties for temporary pur poses subject to regulations to be prescribed by the state military board. The money derived from rental of said Rentals. armory shall be paid into the armory maintenance fund of the board of control of said armory. The board of control of armories shall make an annual report of the receipts and expenditures of funds coming into its hands under this act for the maintenance of armories, to the organized militia organizations quartered therein, and as the state military board shall from time to time prescribe in regulations.

AN ACT to make appropriations for the state administrative board, for the fiscal years ending June thirtieth, nineteen hundred twenty-eight, and June thirtieth, nineteen hundred twenty-nine, for maintenance and operation.

The People of the State of Michigan enact:

SECTION 1. There is hereby appropriated from the general fund for the state administrative board for the fiscal year ending June thirtieth, nineteen hundred twenty-eight, the sum of one hundred ninety-seven thousand five hundred dollars, and for the fiscal year ending June thirtieth, nineteen hundred twenty-nine, the sum of one hundred ninety-seven thousand five hundred dollars, for the purposes and in the specific amounts as follows:

Each of said amounts shall be used solely for the specific purposes herein stated.

The amounts hereby appropriated shall be paid out of the state treasury at such times and in such manner as is or may be provided by law.

SEC. 3. All fees or other moneys received by said state administrative board shall be forwarded to the state treasurer each month and shall be by said treasurer deposited in the state treasury to be disbursed in such manner and for such purposes as may be provided by law.

This act is ordered to take immediate effect.

The People of the State of Michigan enact:

SECTION 1. There is hereby appropriated from the general fund for the Michigan historical commission for the fiscal

year ending June thirtieth, nineteen hundred twenty-eight, the sum of twenty-three thousand five hundred dollars, and for the fiscal year ending June thirtieth, nineteen hundred twenty-nine, the sum of twenty-three thousand five hundred. dollars, for the purposes and in the specific amounts as follows:
