Attest, A report was received from the Committee appointed by the Board of Superintendents to procure the erection of a Theological Hall for the uses of the Seminary, which was read, accepted, and referred to the Committee on Education. Reports were received from the following Classes in relation to the question sent down by the last General Synod to the several Classes in reference to the constitution of the Particular Synods, namely: South Classis of New-York, North Classis of Long-Island, Classes of Bergen, Passaic, Philadelphia, Paramus, Orange, Green, Hudson, Rensselaer, Westchester, Albany, Washington, Schoharie, Cayuga, and Geneva, which were referred to a special committee, consisting of Rev. Cornelius Van Cleef, and G. H. Mandeville, and the Elder, John M. Wyckoff. A communication was received from Henry H. Voorhies and Albert G. Zabriskie, executors of the will of the late Lucas J. Voorhies, in relation to a legacy bequeathed to the General Synod by him in his last will and testament, which was read, and referred to the Committee on the Professorate. A communication was received from the North Classis of Long-Island recommending John Boehrer for a dispensation, which was referred to the Committee on the Professorate. A communication was received from the committee appointed by the Board of Superintendents to receive students, in relation to the reception of beneficiaries, which was referred to the Committee on Education. A communication was received from the Classis of Paramus recommending William G. Haselborth for a dispensation, which was referred to the Committee on the Professorate. Henry H. Loring, of the Classis of Albany, and Samuel J. Rogers, having applied to be admitted to the benefit of the Educational Funds of this Church as students in the Theological Seminary, it was Resolved, That their cases be referred to the Committee on the Profes sorate. A communication was received from the Classis of Holland recommending Dirk Broek, Marinus Hoogesteger, Johannes Van Der Meulen, for aid from the Educational Funds of the Church, which was referred to the Committee on the Professorate. A communication was received from the Classis of Greene, requesting the General Synod to send an overture to the Classes to obtain their views in regard to abolishing the Particular Synods, which was referred to the Committee on Overtures and Judicial Business. A communication was received from the Classis of Schenectady recommending William F. Schwick for a dispensation, with a view to his licen sure to preach the Gospel, which was referred to the Committee on the Professorate. An extract from the Minutes of the Classis of Schenectady was received, recommending Alonzo P. Peek as a suitable person to receive aid from the Educational Funds of the Church, which was referred to the Committee on the Professorate. An extract from the Minutes of the Classis of Schenectady was received, containing a resolution adopted by them in relation to the supposed teaching of the doctrine of baptismal regeneration in the form for the administration of baptism as now used in the Church, which was referred to the Special Committee on that subject. A communication was received from the Rev. John B. Steele in relation to Domestic Missions, which was referred to the Committee on Domestic Missions. A communication was received from Rev. Mr. Van Der Meulen, asking an increase of appropriation to the beneficiaries from the Classis of Holland, in consequence of the advance in the price of board at New-Brunswick, which was referred to the Committee on Education. ARTICLE IV. BOARD OF CORPORATION. The following Report of the Board of Direction of the Corporation was received, accompanied with the Treasurer's Report, the Annual Digest, a list of the securities held by the Board, a list of the endowed scholarships, a list of the clerical subscribers to the Widows' Fund, and accounts-current of said Board with the Widows' Fund and the Board of Education, together with the report of John C. Elmendorf, Esq., Treasurer of Rutgers College, in relation to the Van Benschoten and Knox Funds. To the General Synod of the Reformed Protestant Dutch Church: The Board of Direction are happy again to meet Synod with a report of the generally satisfactory state of the interests committed to their administration. Nothing of a peculiar character has occurred during the past year. The revenues of Synod have been punctually received, and duly disbursed in meeting its liabilities, to which they have been merely ade quate. Bills for work done, and materials used in improvements and repairs on the Synod's property in New-Brunswick, to the amount of six hundred and thirty-eight dollars and ninety-two cents, have been paid by the Treasurer. The grant of two hundred dollars by the Synod on behalf of their Library, has been exceeded by an amount of fifty-seven dollars and thirty cents. Authority from the Synod for the payment of this balance will be required. A communication from Mr. D. F. McFarland, of Brunswick, Illinois, has been received, proposing to purchase, for one hundred and fifty dollars, the Church property in that place, belonging to Synod, or to submit the estimate of its value to two persons, one chosen by the Synod, and the other by himself, and in case of their disagreement, they to choose an umpire. The latter alternative was elected by the Board on behalf of Synod, and the Rev. A. D. Wilson requested to nominate an arbitrator on their part. The result is not yet known. Three hundred and thirty-five dollars and thirty-seven cents, received from the Executrix of the will of the late Dr. Gannon, is held, subject to be applied according to the direction of Synod at its last meeting. During the year, one thousand dollars have been added to the investments on behalf of the Relief Fund; the fund, however, increases very slowly, and the Board again respectfully invite the favorable attention of Synod to the subject. The claims of annuitants are of such extent, that the Treasurer has been compelled to diminish his payments twenty-five per cent below the maximum allowance contemplated in the plan of the fund. Seven hundred and fifty dollars have been added during the last year to the Education Fund. Of the outstanding subscriptions to the Permanent Fund, the Board have not been able to make any collections of principal during the last Some of them are not collectable. year. All the vested funds of Synod are believed to be safely secured and carefully administered. The Board regret to state that the contract with Mr. Mentz for the publication of our Hymn-Book, from various causes, has not been executed, and a construction has recently been put upon the terms of the contract by Mr. Mentz, which the Board are not and have not been prepared to admit. The subject is now under investigation, and we hope will be amicably adjusted. The Treasurer's report, herewith submitted, furnishes in a lucid and ample manner a statement of the financial affairs of the Synod, in all their departments.
