The Senate resumed the consideration of the message received January 30th, nominating George Hoffman, Phineas Manning, and Joshua Wingate, to office; and

Resolved, That they do advise and consent to the appointments of P. Manning, and Joshua Wingate, agreeably to the nominations respectively. Ordered, That the Secretary lay this resolution, together with the order on the message of the 20th December, before the President of the United States.

FRIDAY, FEBRUARY 7, 1806.

The following written message was received from the President of the United States, by Mr. Coles, his Secretary:

To the Senate of the United States:

I transmit, for the consideration of the Senate, a treaty entered into on behalf of the United States with the Piankeshaw Indians, whereby our possessions on the north bank of the Ohio are entirely consolidated; and I ask the advice and consent of the Senate as to its ratification.

TUESDAY, FEBRUARY 11, 1806.

The treaty made at Vincennes, between the United States and the Piankeshaw nation, was read the second time.

Ordered, That it be referred to Mr. Worthington, Mr. Adair, and Mr. Baldwin, to consider and report thereon.

WEDNESDAY, FEBRUARY 12, 1806.

The Senate resumed the consideration of the treaty, concluded with the Bashaw of Tripoli, and the motion made on the 23d December last, for ratifying the same; and,

On motion,

Ordered, That the further consideration of this treaty be the order of the day for Monday next.

FRIDAY, FEBRUARY 21, 1806.

The following written message was received from the President of the United States, by Mr. Coles, his Secretary:

To the Senate of the United States:

I nominate William Cranch, now an Assistant Judge of the Circuit Court, for the District of Columbia, to be Chief Judge of the same Court, in the place of William Kelty, resigned.

Pierpont Edwards, late Attorney for the District Court of Connecticut, to be Judge of the same Court.

Phineas Manning, lately appointed Collector of the district of Perth Amboy, to be also Inspector of the Revenue for the port of Perth Amboy. TH: JEFFERSON.

February 21st, 1806.

The message was read.

Ordered, That it lie for consideration.

On motion, that it be

Resolved, That a committee be appointed to wait on the President of the United States, and know from him whether he has ratified the treaty between the United States and the chiefs and head men of the Indian tribe, called the Cherokees, concluded on the 25th day of October, A. D. 1805, the ratification of which treaty the Senate advised and consented on the 19th of December, 1805. And, if the President has not ratified the same, to request him to return said treaty to the Senate, for further consideration. Ordered, That this motion lie for consideration.

On motion,

Ordered, That the third reading of the treaty made with the Bashaw, Bey, and Regency of Tripoli, be the order of the day for Tuesday next.

MONDAY, FEBRUARY 24, 1806.

The Senate proceeded to consider the message, nominating William Cranch, and others, to office. Whereupon,

Resolved, That they advise and consent to the appointments, agreeably to the nominations respectively.

Ordered, That the Secretary lay this resolution before the President of the United States.

Several vacancies having happened in the Army of the United States, during the last recess of the Senate, I granted commissions as stated in the list. herein enclosed, marked (A,) and signed by the Secretary at War, which commissions will expire at the end of the present session of the Senate. I now, therefore, nominate the same persons for the same appointments.

WEDNESDAY, FEBRUARY 26, 1806.

Mr. Worthington, from the committee to whom was referred, on the 11th instant, the treaty made with the Piankeshaws, reported the following motion:

Resolved, (two-thirds of the Senators present concurring therein,) That the Senate do advise and consent to the ratification of the treaty, made and concluded at Vincennes, in the Indiana Territory, on the 30th day of December last, between the United States and the head men of the Piankeshaw tribe of Indians.

Ordered, That this motion lie for consideration.

FRIDAY, FEBRUARY 28, 1806.

The following written message was received from the President of the United States, by Mr. Coles, his Secretary:

To the Senate of the United States:

I nominate Allen Bowie Duckett, of Maryland, to be an Assistant Judge of the Circuit Court of the District of Columbia.

John Armstrong, Minister Plenipotentiary of the United States at Paris, and James Bowdoin, Minister Plenipotentiary of the United States at Madrid, to be Commissioners Plenipotentiary and Extraordinary, for settling all matters of difference between the United States and the government of Spain, respecting unlawful captures and spoliations on the high seas, committed by either party on the other, and respecting their territories on both sides of the Mississippi.

James Lovell, of the Territory of Orleans, to be Surveyor for the port of New Orleans.

Philip Ford, of Maryland, to be Surveyor of the port of Llewellensburg, and Inspector of the Revenue for the district of the same.
