AN ACT to amend section one of part four of act number ten of the Public Acts of the first extra session of nineteen hundred twelve, entitled "An act to promote the wel-fare of the people of this State, relating to the liability of employers for injuries or death sustained by their employes, providing compensation for the accidental injury to or death of employes and methods for payment of the same, establishing an Industrial Accident Board, defining its powers, providing for a review of its awards, making an appropriation to carry out the provisions of this act, and restricting the right to compensation or damages in such cases to such as are provided by this act.”

The People of the State of Michigan enact:

SECTION 1. SEC. 1. Every employer filing his election to become sub- Election of ject to the provisions of this act, as hereinbefore set forth, payment. shall have the right to specify at the time of doing so, subject to the approval of said Industrial Accident Board, which of the following methods for the payment of such compensation he desires to adopt, to wit:

First. Upon furnishing satisfactory proof to said board of Methods of his solvency and financial ability to pay the compensation payment. and benefits hereinbefore provided for, to make such payments directly to his employes, as they may become entitled to receive the same under the terms and conditions of this act; or

Second. To insure against such liability in any employers' liability company authorized to take such risks in the State of Michigan; or

Third. To insure against such liability in any employers' insurance association organized under the laws of the State of Michigan; or

Fourth. To request the Commissioner of Insurance of the State of Michigan to assume the administration of the disbursement of such compensation and the collection of the

premiums and assessments necessary to pay the same, as provided in part five hereof. Said board, however, shall have the right from time to time to review and alter its decision in approving the election of such employer to adopt any one of the foregoing methods of payment, if in its judgment such action is necessary or desirable to secure and safeguard such payments to employes.

AN ACT to amend section twenty-eight and section twentynine of act number two hundred seventy-eight of the Public Acts of nineteen hundred seven, entitled "An act to organize a State Psychopathic Hospital, to provide for the management thereof, and making an appropriation therefor, and to repeal act one hundred sixty-one of the Public Acts of nineteen hundred one and act one hundred forty of the Public Acts of nineteen hundred five."

The People of the State of Michigan enact:

SECTION 1. Section twenty-eight and section twenty-nine of act two hundred seventy-eight of the Public Acts of nineteen hundred seven, entitled "An act to organize a State Psychopathic Hospital, to provide for the management thereof, and making an appropriation therefor, and to repeal act one hundred sixty-one of the Public Acts of nineteen hundred one and act one hundred forty of the Public Acts of nineteen hundred five," are hereby amended to read as follows:

SEC. 28. There shall be annually appropriated out of any money in the State treasury not otherwise appropriated, the sum of thirteen thousand five hundred dollars to meet the payment of the salaries of the director of the State Psychopathic Hospital, his assistant physicians, the business officer, clerks, laboratory assistants and the current expenses of the clinical pathological laboratory of the State Psychopathic Hospital, and the surplus, if any, may be expended for repairs and betterment of the State Psychopathic Hospital. SEC. 29. The Auditor General shall add to and incorporate in the State tax for the year nineteen hundred fifteen and each year thereafter, the sum of thirteen thousand five hundred dollars, which when collected, shall be credited to the general fund to reimburse the same for the money hereby appropriated.

This act is ordered to take immediate effect.

AN ACT making appropriations for building and special purposes at the Kalamazoo State Hospital for the fiscal year ending June thirty, nineteen hundred sixteen, and to provide a tax to meet the same.

The People of the State of Michigan enact:

SECTION 1. There is hereby appropriated for the Kalamazoo Amount State Hospital, for the fiscal year ending June thirty, nine. appropriated. teen hundred sixteen, the sum of eighty-nine thousand dol

lars, for purposes and in amounts as follows:

For constructing and furnishing a nurses' home for men Purposes. and married couples, the sum of seventy-four thousand

dollars;

For constructing industrial building the sum of fifteen thousand dollars.

SEC. 2. The several sums appropriated by the provisions How paid out. of this act shall be paid out of the general fund in the State treasury to the treasurer of the Kalamazoo State Hospital at such times and in such amounts as the general accounting laws of the State prescribe and the disbursing officer shall render his account to the Auditor General thereunder.

SEC. 3. The Auditor General shall incorporate in the State Tax clause. tax for the year nineteen hundred fifteen, the sum of eightynine thousand dollars which, when collected, shall be credited to the general fund to reimburse the same for the money hereby appropriated.

This act is ordered to take immediate effect.

AN ACT making appropriations for the Western State Normal School for current expenses and for building and special purposes for the fiscal years ending June thirty, nineteen hundred sixteen, and June thirty, nineteen hundred seventeen, and for building and for special purposes for the fiscal years ending June thirty, nineteen hundred eighteen, and June thirty, nineteen hundred nineteen, and June thirty, nineteen hundred twenty, and June thirty, nineteen hundred twenty-one, and to provide a tax for the same.

The People of the State of Michigan enact:

SEC. 2. The further sum of four hundred eighty thousand dollars is hereby appropriated to said institution for the following purposes:

For the completion and equipment of science building, ten thousand dollars;

For the extension and completion of the heating plant, fifteen thousand dollars;

For a manual training building, seventy-five thousand dollars;

For the equipment of the manual training building, fifteen thousand dollars;

For a library building, eighty-five thousand dollars;

For the equipment of a library building, fifteen thousand dollars;

For the construction of an auditorium and conservatory, one hundred sixty thousand dollars;

For the equipment of an auditorium and conservatory, fifteen thousand dollars;

For an addition to the gymnasium, sixty thousand dollars; For the improvement of the athletic field, three thousand dollars;

For the improvement of grounds, four thousand dollars;
For a system of tunnels, three thousand dollars;

For purchase of land, twenty thousand dollars. The four hundred eighty thousand dollars specified in this section shall be available as follows: Eighty thousand dollars during the fiscal year ending June thirty, nineteen hundred sixteen; eighty thousand dollars during the fiscal year ending June thirty, nineteen hundred seventeen; eighty thousand dollars during the fiscal year ending June thirty, nineteen hundred eighteen; eighty thousand dollars during the fiscal year ending June thirty, nineteen hundred nineteen; eighty thousand dollars during the fiscal year ending June thirty, nineteen hundred twenty; eighty thousand dollars during the fiscal year ending June thirty, nineteen hundred twenty-one.

SEC. 3. It is hereby provided that if the several amounts designated in section two of this act for any of the purposes stated, be insufficient to complete the building or make the purchase, any surplus remaining after the completion of other buildings or purchases specified in said section, may, by obtaining the consent in writing, of the State Board of Corrections and Charities and the Auditor General, before any expense in excess of the specified appropriation is incurred. be used in the account or accounts where such deficiency seems unavoidable, the intent of this provision being to make the entire four hundred eighty thousand dollars available for the purposes stated in said section, if in the judgment of the State Board of Corrections and Charities and the Auditor

General, it is deemed advisable to make the transfer for which provision is hereby made.

SEC. 4. The several sums appropriated by the provisions of How paid out. this act shall be paid out of the general fund in the State treasury to the treasurer of the State Board of Education at such times and in such amounts as the general accounting laws of the State prescribe, and the disbursing officer shall render his accounts to the Auditor General thereunder.

SEC. 5. The Auditor General shall incorporate in the State Tax clause. tax for the year nineteen hundred fifteen, for the Western State Normal School, the sum of two hundred ten thousand dollars, and for the year nineteen hundred sixteen, two hundred fifteen thousand dollars, and for each of the years nineteen hundred seventeen, nineteen hundred eighteen, nineteen hundred nineteen, nineteen hundred twenty, the sum of eighty thousand dollars, which, when collected shall be credited to the general fund to reimburse the same for the moneys hereby appropriated.

This act is ordered to take immediate effect.

AN ACT making an appropriation for the Industrial School for Boys for the fiscal years ending June thirty, nineteen hundred sixteen, and June thirty, nineteen hundred seventeen, and to provide a tax to meet the same.

The People of the State of Michigan enact:

SECTION 1. There is hereby appropriated for the current Amount expenses of the Industrial School for Boys, for the fiscal appropriated. year ending June thirty, nineteen hundred sixteen, the sum

of one hundred thirteen thousand dollars, and for the fiscal year ending June thirty, nineteen hundred seventeen, the sum of one hundred thirteen thousand dollars.
