VI. And be it further enacted, That in a confpicuous Part of every Publication of fuch Mill, Manufactory or Building, a Copy of this Act, or a full this Act in and true Abftract of the Regulations provided hereby, fhall be hung every Cotton up and affixed, and figned by the Proprietors, Manager or Overfeer Mill, &c. of fuch Mill, Manufactory or Building; and that fuch Copy or Abftract fhall be kept and renewed, fo that the fame shall be at all times legible.

VII. And be it further enacted, That every Master or Mistress of Acting conany fuch Cotton Mill, Manufactory or Building, who fhall wilfully act trary to Act. contrary to or offend against any of the Provifions of this Act, or any

HEREAS an Act was paffed in the Fifty fourth Year of 54 G. 3. c. 184. the Reign of His prefent Majefty, intituled An Ad for the effe&ual Examination of Accounts of the Receipt and Expenditure of the

• Colonial Revenues in the Islands of Ceylon, Mauritius, Malta and
'Trinidad, and in the Settlements of the Cape of Good Hope, for
Five Years: And Whereas it is provided by the faid recited Act, § 16.
'that the faid A&t fhould continue in force for Five Years, and no
longer: And Whereas it is expedient that the Powers and
Authorities conferred by the faid recited Act fhould be further
⚫ continued ;' Be it therefore enacted by The King's Moft Excellent
Majefty, by and with the Advice and Confent of the Lords Spiritual

and by the Authority of the fame, That the faid recited A&t and all Recited Act the Powers therein contained, fhall continue and be in force from the continued;

II. And Whereas by virtue of the faid recited A&t, Edmund Henry Lufbington, Edmund Byng, commonly called the Honourable Edmund Byng, and Culling Charles Smith Efquires, were, by Letters • Patent under the Great Seal of Great Britain and Ireland, bearing date the Twenty firft Day of January in the Fifty eighth Year of the Reign of His prefent Majefty, appointed Commiffioners for 'the purpose of examining the Accounts aforefaid: And Whereas a 'Secretary and other Officers, Clerks and other Persons have alfo 'been appointed by the Lords Commiffioners of His Majesty's Treafury of the United Kingdom of Great Britain and Ireland, 'pursuant to the faid Act, to aid and affift the Commiffioners: And Whereas it is expedient that the Powers and Authorities with which the faid Commiffioners are invefted under the faid recited A&t and the faid Letters Patent fhould be continued fo long as the faid recited A&t fhall continue and be in force;' Be it further enacted, That the faid Letters Patent, and all other Appointments made in pursuance of the faid recited A&t, fhall be of the fame Force and Effect as if it had been enacted by the faid recited A& that it should continue in force until the Twentieth Day of July One thoufand eight hundred and twenty, and no longer.

CAP. LXIX.

An Act to prevent the enlifting or Engagement of His Majesty's
Subjects to serve in Foreign Service, and the fitting out or
equipping, in His Majefty's Dominions, Veffels for Warlike
Purposes, without His Majefty's Licence. [3d July 1819.]
WHEREAS the Enliftment or Engagement of His Majesty's

Subjects to ferve in War in Foreign Service, without His 'Majefty's Licence, and the fitting out and equipping and arming of Veffels by His Majefty's Subjects, without His Majefty's Licence, for Warlike Operations in or against the Dominions or Territories of any Foreign Prince, State, Potentate or Perfons exercising or affuming to exercise the Powers of Government in or over any Foreign Country, Colony, Province or Part of any Province, or against the Ships, Goods or Merchandise of any Foreign Prince, State, Potentate or Perfons as aforefaid, or their Subjects, may be prejudicial to and tend to endanger the Peace and Welfare of this Kingdom: And Whereas the Laws in force are not fufficiently effectual for preventing the fame:' Be it therefore enacted by The King's Moft Excellent Majefty, by and with the Advice and Confent of the Lords Spiritual and Temporal, and Commons, in this prefent Parliament affem'led, and by the Authority of the fame, That from

and after the paffing of this Act, an A&t paffed in the Ninth Year 9 G. z. & 30.. of the Reign of His late Majefty King George the Second, intituled An Ad to prevent the lifting His Majesty's Subjects to ferve as Soldiers

without His Majefty's Licence; and alfo an A&t paffed in the Twenty 29 G. 2. c. 17. ninth Year of the Reign of His faid late Majefty King George the Second, intituled An Ad to prevent His Majefty's Subjeds from ferving as Officers under the French King; and for better enforcing an A&t passed in the Ninth Year of His prefent Majefty's Reign to prevent the enlifting His Majesty's Subjects to ferve as Soldiers without His Majefty's Licence; and for obliging fuch of His Majesty's Subjects as fball accept Commiffions in the Scotch Brigade in the Service of the States General of the United Provinces, to take the Oaths of Allegiance and Abjuration; and alfo an A& paffed in Ireland in the Eleventh Year of the Reign of His faid 11 G. 2. (I.) late Majefty King George the Second, intituled An Ad for the more effectual preventing the enlifting of His Majefty's Subjects to ferve as Soldiers in Foreign Service without His Majesty's Licence; and alfo an A&t paffed in Ireland in the Nineteenth Year of the Reign of His 19 G. 2. (I.) faid late Majefty King George the Second, intituled An A&t for the more effectual preventing His Majesty's Subjects from entering into Foreign Service, and for publishing an A&t of the Seventh Year of King William the Third, intituled An Ad to prevent Foreign Education; and all and every

to any Foreign State, Country, Colony, Province or Part of any Province, or to any Place beyond the Seas, with an intent or in order to enlist or enter himself to ferve, or with intent to ferve in any Warlike or Military Operation whatever, whether by Land or by Sea, in the Service of or for or under or in aid of any Foreign Prince, State, Potentate, Colony, Province or Part of any Province or People, or in the Service of or for or under or in aid of any Perfon or Perfons exercifing or affuming to exercise the Powers of Government in or over any Foreign Country, Colony, Province or Part of any Province or People, either as an Officer or a Soldier, or in any other Military Capacity, or as an Officer or Sailor, or Marine, in any fuch Ship or Veffel as aforefaid, although no enlifting Money or Pay or Reward fhall have been or fhall be in any or either of the Cafes aforefaid actually paid to or received by him, or by any Perfen to or for his Use or Benefit; or if any Perfon whatever, within the United Kingdom of Great Britain and Ireland, or in any Part of His Majefty's Dominions elsewhere, or in any Country, Colony, Settlement, lfland or Place belonging to or fubject to His Majefty, fhall hire, retain, engage or procure, or fhall attempt or endeavour to hire, retain, engage or procure, any Perfon or Perfons whatever to enlift, or to enter or engage to enlift, or to ferve or to be employed in any fuch Service or Employment as aforefaid, as an Officer, Soldier, Sailor or Marine, either in Land or Sea Service, for or under or in aid of any Foreign Prince, State, Potentate, Colony, Province or Part of any Province or People, or for or under or in aid of Perfons Perfon or exercifing or affuming to exercise any Powers of Government as aforefaid, or to go or to agree to go or embark from any Part of His Majefty's Dominions, for the purpose or with intent to be fo enlifted, entered, engaged or employed as aforefaid, whether any enlifting Money, Pay or Reward fhall have been or fhall be actually given or received, or not; in any or either of fuch Cafes, every Perfon fo Misdemeanor. offending fhall be deemed guilty of a Misdemeanor, and upon being

fand eight hundred and nineteen, continue to ferve in any Warlike
or Military Operation, either as an Officer or Soldier, or in
Military Capacity, or fhall have accepted, or agreed to take or accept
any Commiffion, Warrant or Appointment as an Officer, or fhall have
enlisted or entered himself to ferve, or fhall have ferved, or having

served shall continue to ferve as a Sailor or Marine, or fhall have been employed or engaged, or fhall have ferved, or having so served fhall, after the faid First Day of Auguft, continue to ferve in and on board any Ship or Veffel of War, ufed or fitted out, or equipped or intended for any Warlike Purpose; or fhall have engaged, or contracted or agreed to go, or fhall have gone to, or having fo gone to shall, after the faid First Day of Auguft, continue in any Foreign State, Country, Colony, Province or Part of a Province, or to or in any Place beyond the Seas, unless fuch Perfon or Perfons fhall embark at or proceed from fome Port or Place within the United Kingdom, or the Iflands of Jersey, Guernsey, Alderney or Sark, with intent to ferve as an Officer, Soldier, Sailor or Marine, contrary to the Provifions of this Act, after the faid First Day of August, or fhall embark or proceed from fome Port or Place out of the United Kingdom, or the Iflands of Jerfey, Guernsey, Alderney or Sark, with fuch Intent as aforefaid, after the faid Firft Day of November, or who fhall, before the paffing of this Act, and within the faid United Kingdom, or the faid Islands, or before the First Day of November Ŏne thousand eight hundred and nineteen, in any Port or Place out of the faid United Kingdom, or the said Islands, have hired, retained, engaged or procured, or attempted or endeavoured to hire, retain, engage or procure, any Perfon or Perfons whatever, to enlift or to enter, or to engage to enlift or to ferve, or be employed in any fuch Service or Employment as aforefaid, as an Officer, Soldier, Sailor or Marine, either in Land or Sea Service, or to go, or agree to go or embark for the purpose or with the intent to be fo enlifted, entered or engaged, or employed, contrary to the Prohibitions refpectively in this Act contained, any thing in this Act contained to the contrary in anywife notwithstanding; but that all and every such Perfons and Perfon fhall be in fuch State and Condition, and no other, and shall be liable to fuch Fines, Penalties, Forfeitures and Difabilities, and none other, as fuch Perfon or Perfons was or were liable and fubject to before the paffing of this Act, and as fuch Perfon or Perfons would have been in, and been liable and fubject to, in case this. Act and the said recited Acts by this Act repealed had not been paffed or made.

IV. And be it further enacted, That it fhall and may be lawful for any Juftice of the Peace refiding at or near to any Port or Place within the United Kingdom of Great Britain and Ireland, where any Offence made punishable by this Act as a Misdemeanor fhall be committed, on Information on oath of any fuch Offence, to iffue his Warrant for the Apprehenfion of the Offender, and to caufe him to be brought before fuch Juftice, or any Juftice of the Peace; and it fhall be lawful for the Juftice of the Peace before whom fuch Offender fhall be brought, to examine into the Nature of the Offence upon oath, and to commit fuch Perfon to Gaol, there to remain until delivered by due Courfe of Law, unless fuch Offender fhall give Bail, to the Satisfaction of the faid Juftice, to appear and answer to any Information or Indictment to be preferred against him, accord
