Rose, Mayor, City of Milwaukee: Complying with Section 13 of the City Civil Service Act, the Board of City Service Commissioners herewith submits to you its Eleventh Annual Report for the year ending December 31st, 1905, for transmission to the Common Council. The annual report of the Chief Examiner and Ex-Officio Secretary of the Board is appended hereto, explaining in full the examinations hed and their results; also all promotions, transfers, etc. The departme ent was conducted on a business basis, and economy was practiced in every instance. The Board performed its duties with impartiality, and all the meetings of the Board showed a harmonious working. The examinations were conducted under the charge of J. J. Vlach, our Chief Examiner and Ex-Officio Secretary of the Board. Mr. Vlach and his assistants, Mr. E. E. Caufy and Miss K. A.
