After considering the File, the committee rose, and, through their chairman, reported as follows:

The Senate in Committee of the Whole, has had under consideration the General File of bills, has gone through with the same, and has instructed me to report the following bills to the Senate for its consideration:

A bill to appropriate the sum of money to persons therein named for services as the Visiting Committee of the state for year 1872.

No. 23, S.,

A bill to appropriate a sum of money therein named for the use of the Institute for the Education of the Blind, for the payment of current expenses from February 1, 1873, to February 1, 1874, and for the purchase of land.

No. 24, S.,

A bill to appropriate a sum of money therein named, for the use of the Institute for the Education of the Deaf and Dumb, for the payment of current expenses from April 1, 1873, to February 1, 1874.

No. 28, S.,

A bill to appropriate a sum of money therein named, for the use of the Industrial School for Boys, for the payment of current expenses from January 1, 1873, to February 1, 1874, and for permanent improvements,

And

No. 32, S.,

A bill to amend section 51, chapter 31, revised statutes, entitled of counties and county officers, and acts amendatory thereto,

Without amendment.

Senator Thorp offered the following substitute for
Jt. Res. No. 14, A.,

Joint resolution to provide for the distribution of the Legislative Manuals for 1873:

Resolved by the Assembly, the Senate concurring, That the Secretary of State be directed to purchase for the use of the legislature, 1,300 copies of the Legislative Manual for 1873, to be distributed as follows:

Seven copies to each member of the Senate and Assembly nd the elective officers thereof.

One copy to each other officer and employee of the two Houses.

Fifty copies to the Governor for exchanges with the several states and territories.

One copy to each of the Judges of the Supreme Court, the clerk thereof, and one to each circuit judge.

Ten copies to each elcctive state officer.

One copy to each Senator and Representative in Congress. One copy to the State Agricultural Society; to the State Horticultural Society, and the Society of Arts and Sciences. Twenty copies to the State Historical Society.

One copy to each of the clerks in the State Department. One copy to each of the charitable and reformatory institutions.

One copy to each regular reporter in attendance at this ses

sion.

The copies for the Governor, and one for each state officer and member of the Senate and Assembly, and the elective officers of the two Houses, shall be bound in full morrocco and lettered with their names; and the Secretary of State is hereby authorized to audit the account for such manuals and extra binding at the regular trade rates for such work,

Provided, That the cost for such manuals shall not exceed $2.50 per copy.

To which Senator Johnson offered the following amendment: "Twenty copies to the State University,"

Which was accepted, and

The substitute as amended was adopted.
