Edward Ball, having received a majority of all the votes given, was declared by the Speaker duly elected Sergeant-at-arms of the House for the thirty-seventh Congress.

And thereupon

The said Edward Ball appeared, and, having taken the prescribed oath, entered upon the discharge of the duties of his office.

Mr. Johnson presented the petition of John Kline, contesting the seat of John P. Verree as a representative from the third congressional district of Pennsylvania; which, together with the documents relating thereto now on file, was referred to the Committee of Elections, hereafter to be appointed.

Mr. Johnson, by unanimous consent, submitted a resolution, which he subsequently modified to read as follows, and which was read, considered, and agreed to, viz:

Resolved, That the several gentlemen who shall have contests for seats pending before this House have the privilege of the floor during such contest, with the right to speak with regard to their respective

cases.

Mr. Van Wyck moved that the House do now proceed to the election of a Doorkeeper.

Pending which,

Mr. Edwards submitted the following resolution, viz:

Resolved, That the election of Doorkeeper be postponed until the first regular session of this Congress, and that the present Doorkeeper be continued in office until such election.

Pending which,

On motion of Mr. Lovejoy,

Ordered, That the said resolution be laid on the table.

The question then recurred on the motion of Mr. Van Wyck;

And being put, it was decided in the affirmative.

So it was ordered that the House do now proceed to the election of a Doorkeeper.

The said William S. King appeared, and, having taken the prescribed oath, entered upon the discharge of the duties of his office.

Mr. Ely, from the committee on the part of the House to wait upon the President of the United States, reported that the committee had discharged the duty imposed upon them, and that the President had informed them that he would make a communication in writing to the two houses immediately.

A message in writing was then received from the President of the United States, by John G. Nicolay, his private secretary; which, by unanimous consent, was read, and is as follows, viz:
