Accounts of Deputy Paymafters for Services on Foreign Stations

fhall be made up

within 18 Months; tranfmitted to

Auditor's Office, al declared, and

a Quietus acereon.

A.D. 1808. paffionate Lift refpectively, and all Monies placed from Time to Time to the Account of fuch Services refpectively, within the Period of the General Account, and which fhall have been fo inferted in the General Account as before directed on the Credit Side thereof, fhall be placed on the Debit Side of fuch feparate Accounts respectively; and all particular Payments made out of any Sums of Money fo placed on the Debit Side of fuch separate Accounts refpectively, for which proper Vouchers fhall be produced, on account of Half-Pay, Chelsea Hofpital, or Penfions on the Compaffionate Lift, fhall be placed on the Credit Side thereof; and all fuch Receipts and Payments fhall be stated in such separate Accounts under each refpective Head, in the Order, in point of Time, in which the fame respectively took place.

V. And be it further enacted, That the General Annual Account of the Paymaster General for the Time being, fo made up as aforefaid, together with fuch feparate Annual Accounts of Half-Pay, Establishment of Chelsea Hospital, and Penfions on the Compaffionate Lift, for each Year ending on the Twenty-fourth Day of December, with proper Vouchers, fhall, within Three Months after the Twentyfourth Day of December in each Year, be tranfmitted to the Commiffioners for auditing the publick Accounts, who shall and they are hereby directed and required, with the leaft poffible Delay after the Receipt thereof, to examine or caufe to be examined the fame ; and fhall difcharge the faid Paymafter General of all Sums paid in purfuance of any Act of Parliament or Warrant as aforefaid; and the faid Commiffioners fhall, after fuch Examination, and without waiting for Vouchers of Payments made by the Paymasters General through their Deputies on Foreign Stations, prefent or caufe to be prefented to the proper Officer for Declaration, the faid General and feparate Annual Accounts as aforefaid, fpecifying the Amount discharged by proper Vouchers, and the Amount with which the Paymaster General ftill remains charged for the Year, on account of Payments made by their Deputies on Foreign Stations as aforefaid, and also specifying the Sums of Money with which the Paymafter General is to remain charged for the fucceeding Year on account of Balances (if any) remaining on fuch General and feparate Annual Accounts as aforefaid; and when fuch Account fo difcharged by proper Vouchers as aforefaid fhall be declared, a Quietus or Acquittance in the ufual Form fhall be made out to the Paymafter General, his Heirs, Executors, and Administrators for fuch Account fo declared as aforefaid.

VI. And be it further enacted, That from and after the paffing of this Act, the Paymafter General fhall make up, in like Manner, another Annual Account, ending the Twenty-fourth Day of December in each Year, to be intituled, "The Annual Account of the Pay"maiter General of His Majefty's Forces, for Monies paid within the Period of the faid Account by his Deputies on Foreign "Stations;" which Account fhall be tranfmitted to the Commiflioners for auditing the publick Accounts as far as the fame can be made up, within Eighteen Months after the Period of the faid Account; and the faid Commiffioners for auditing the publick Accounts fhall and they are hereby directed and required, with the leaft poffible Delay, to examine or caufe to be examined the fame, and fhall discharge the faid Paymafter General of all Sums of Money paid by any Deputy on any Foreign Station under the Warrant of the Officer com

manding in Chief on fuch Foreign Station, and as foon as the fame shall have been examined, the faid Commiffioners fhall in like Manner prefent fuch Account for Declaration, fpecifying the Sums of Money with which the Paymaster General is to remain charged for the fucceeding Year, on account of Balances, if any, remaining on fuch Account; and when fuch Account, difcharged by proper Vouchers as aforefaid, shall be declared, a Quietus or Acquittance in the usual Form fhall be made out to the Paymaster General, his Heirs, Executors, and Adminiftrators, for fuch Account fo declared as aforefaid, and the Paymaster General fhall remain charged in his Account of the following Year, with fuch Balances, if any, on fuch Annual Accounts refpectively, as fhall have been so specified as aforefaid: Provided always that the Paymaster General shall at the fame Time that he tranfmits to the Commiflioners for auditing the publick Accounts fuch Annual Accounts fo made up as aforefaid, tranfmit to them any Accounts for the fame Year made up in fuch other Manner as the Lords Commiffioners of the Treasury shall direct, for the greater Convenience of Examination and Audit.

VII. Provided always, and be it further enacted, That nothing in this Act fhall be construed to vary or alter the Mode of examining the Account of any Deputy Paymafter in the West Indies or on the Continent of South America, as directed by an Act of the Forty-fixth Year of His prefent Majefty, intituled, An Act to provide for the more effectual Examination of Accounts of the Expenditure of the publick Money in the West Indies, and for the better Discovery of Frauds and Abufes therein.

VIII. And be it further enacted, That in the Event of the Death, Refignation or Removal of the Paymaster General, in the courfe of the Year, the Account fhall be fo made up as to include and diftinguish the actual Payments of each Paymafter General within the Year, and to fpecify and diftinguish the refpective Balances, if any remaining, on the Death or Removal of any Paymafter General on his feveral Accounts aforefaid, and transferred over to the fucceeding Paymafter General, so as to enable the Commiffioners for auditing the publick Accounts to diftinguish each Account, and examine and declare the Accounts of any Paymafter General, fo dying or going out of Office, as a feparate and diftinct Account; and the Transfer of fuch Balances to any fucceeding Paymafter General fhall be a fufficient Difcharge to the Heirs, Executors, or Adminiftrators of any Paymaster General fo dying, or to any Paymaster General going out of Office, for the Amount of fuch Balances; and a Quietus and full Acquittance fhall be given to the Heirs, Executors, or Adminiftrators of any Paymafter General fo dying, or to the Paymafter General, or His Heirs, Executors, or Adminiftrators fo going out of Office, for his General Account and feveral and diftinct Accounts as aforefaid, when and as foon as the same shall have been examined and declared; and the fucceeding Paymaster General fhall become charged with the Balances fo transferred as aforefaid.

IX. And be it further enacted, That from and after the paffing of this Act the Paymaster General, in the first Memorial in every Month prefented by him to the Lords Commiffioners of the Treafury for Supplies of Money, fhall infert in fuch Memorials the Balance of publick Money on his Account in the Hands of the Governor and Company of the Bank of England, together with an Account of all

Exchequer Bills delivered to the Paymafter General which fhall not have been difpofed of, and the Produce thereof carried to his Account at the Bank, together with an Account of all outstanding Drafts with which fuch Balance is chargeable, without ftating any Claims or other Demands upon the faid Balance; any Thing in the faid recited Act of the Forty-fifth Year of the Reign of His prefent Majeity to the contrary notwithstanding.

An Act to fufpend the granting of Offices in Reversion, or for
joint Lives with Benefit of Survivorship, for One Year after
the paffing of this Act, and from thence until Six Weeks after
the Commencement of the then next Seffion of Parliament.

HEREAS it is expedient for the Public Service, with a view to Inquiries now depending in the Houfe of Commons, that the granting of Offices in Reverfion, or for joint Lives with Benefit of Survivorship, fhould be fufpended for a limited Time;' May it therefore pleafe Your Majefty that it may be enacted; and be it enacted by the King's moft Excellent Majefty, by and with the Advice and Confent of the Lords Spiritual and Temporal, and Commons, in this prefent Parliament affembled, and by the Authority of the fame, That for one Year after the paffing of this Act, and from thence until Six Weeks after the Commencement of the then next Seffion of Parliament, no Office, Place, Employment or Salary, within His Majefty's Dominions, nor any Emoluments arifing therefrom, fhall be granted in Reverlion, or for joint Lives with Benefit of Survivorship, or for any Two or more Lives in Succeffion, by His Majelly, His Heirs and Succeffors, or by any Board or De partment of Government, or by any Chief Judge or Officer of any Court of Law or Equity, or Ecclefiaftical or Admiralty Court; except as is herein-after excepted.

II. And be it further enacted, That every Grant or Appointment which may hereafter be made contrary to the true Intent and Meaning of this Act fhall be, and the fame is hereby declared to be to all Intents and Purpofes void.

III. And be it further enacted, that all Salary and Emolument received under any fuch Grant or Appointment fhall be forfeited, and may be recovered by Information in the Court of Exchequer, at the Suit of His Majefty's Attorney General, to the Ufe of His Majefty, His Heirs and Succeffors.

IV. Provided always, That nothing herein contained shall extend or be conftrued to extend to prohibit or make void any Grant or Appointment made or to be made by any Chief Judge or Officer of any Court of Law or Equity, or Ecclefiaftical or Admiralty Court, or by any Archbishop or Bifhop of any See, holding fuch Áppointment or Office on the Day of the paffing of this Act, or by any Officer or Officers appointed or to be appointed by any fuch Chief Judge, or by any Perfon or Perfons having Power to appoint to Offices in the faid Courts, in relation to any Office or Appointment in any of the faid Courts which before the puffing of this Act might

WE, Your Majesty's moft dutiful and loyal Subjects, the
