PREFACE

The Historical Records Survey of the Work Projects Administration began operation in Ohio in February 1936. The project was organized and operated by the district supervisors of the Writers' Project until November 1936 when it became an independent part of Federal Project No. 1. With the termination of the Federal Projects in September 1939, the Ohio unit became the Ohio Historical Records Survey Project, sponsored by the Ohio Archaeological and Historical Society. On August 3, 1941, the Ohio Historical Records Survey Project became a unit of the Consolidated Records Assistance Project, sponsored by Ohio State University.

One of the purposes of the Survey in Chio has been the preparation of complete inventories of state, county, and municipal records. The Inventory of the County Archives of Ohio will, when completed, consist of a set of 88 volumes numbered according to the position of the county name in an alphabetical list of Ohio counties. Thus, the inventory herewith presented for Montgomery County is number 57. Inventories of state archives and of municipal and other local records constitute separate publications.

The principle followed in the inventory of the county records has been to place a record in the office of origin rather than in the office of deposit. The records are arranged with those of the executive branch of government first, followed by judicial, law-enforcement, fiscal, welfare, and miscellaneous agencies. Minor agencies are placed in the general arrangement according to function rather than according to constitutional or statutory responsibility to a major subdivision. The legal development of each office or agency has been treated in a prefatory section preceding the inventory of the records of the office. Although a condensed form of entry is used, information is given as to the limiting dates of all extant records, the contents of individual series, and the location of records in courthouse, statehouse, or other depository.

The Ohio Historical Records Survey was begun in Montgomery County in 1936. Since February 9, 1938, the project has been operated under the direction of Mr. Jones L. Graham, District Supervisor. The project personnel is entirely responsible for the accuracy of the inventory. The Board of County Commissioners of Montgomery County, serving as a contributing cosponsor, provided the materials for the publication of this volume. project is also grateful for the valuable assistance given by the various county officials and their office staffs. The State office staff under the immediate supervision of Miss Winifred Smith, Assistant State Supervisor, arranged, edited, and indexed the volume.

The volumes comprising the Inventory of the County Archives of Ohio are issued in mimeographed or printed form for free distribution to state and other public officials and to public libraries in Ohio, and to a limited

number of libraries outside the state. Requests for information concerning particular units of the Inventory should be addressed to the Ohio Historical Records Survey Project, Room 216, Clinton Building, Columbus, Ohio.
