The first column shows the quantity imported, the second the duties which would have accrued had the treaty of 1831 not been ratified, and the third the duties which accrued under the treaty and the act of Congress reducing the duties on wines-say of 1832 and 1836. EXTRACT FROM THE TREATY WITH FRANCE IN RELATION TO WINES. The proportion existing between the duties on French wines thus reduced and the general rates of the tariff which went into operation on the 1st of January, 1829, shall be maintained in case the Government of the United States should think proper to diminish those general rates in a new tariff. In consideration of this stipulation, which shall be binding on the United States for 10 years, the French Government abandons the reclamations which it had formed in relation to the eighth article of the treaty of cession of Louisiana. It engages, moreover, to establish on the long-staple cotton of the United States, which, after the exchange of the ratifications of the present convention, shall be brought directly thence to France, by vessels of the United States or by French vessels, the same duties as on short-staple cotton.
