out their expressed will; that you will do so wisely and well, there is not the shadow of a doubt in my mind. It is my earnest hope that laws will be enacted during this momentous session of the legislature that we may look back to in the years to come with a feeling of just pride and legitimate satisfaction. To the end that your deliberations may be marked with that dignity, harmony, and Cour

tesy, that have characterized the senate in the past,

I pledge you my best efforts. I assure you it is my sincere purpose to so preside at the sessions of this chamber that I may have the continued friendship and respect of every senator. My rulings shall be, so far as my ability will permit, considerate, sincere and impartial.

Senators, with a cordial greeting to you one and all, I now take up the gravel and await your further pleasure.

Houser, secretary of state, of the state of Wisconsin, do hereby certify that the foregoing is a true and correct list of the members of the senate of the state of Wisconsin elected at the general election held on the fourth day of November, A. D. 1902, as appears from the certificates of the county clerks of the several counties comprising the senatorial districts in the foregoing list, which certificates are now on file in this office.

The roll of newly elected senators being called the following senators appeared at the bar of the senate and subscribed to the oath of office, which was administered by the president, viz.: `

The roll was thereupon called and the following senators answered to their names:

The senate thereupon proceeded to the election of a chief clerk, serpeant at arms and president pro tem. in the order named.

ELECTION OF CHIEF CLERK.

Senator Whitehead presented the name of Theo. W. Goldin. Senator Merton presented the name of Paul A. Hemmy. The roll was called and the following senators voted for Theo. W. Goldin:

Senators Beach, Bird, Burns, Eaton, Gaveney, Green, Hagemeister, Hatten, Hudnall, Johnson, Kreutzer, Martin, Mc Donough, McGillivray, Miller, Morse, Mosher, Munson, O'Neil, Reukema, Riordan, Roehr, Rogers, Sarau, Stout, Whitehead, Willy, Wipperman, Wolff and Wylie-30.

The following senators voted for Paul A. Hemmy.
Senators Merton, North and Randolph--3.

ELECTION OF SERGEANT-AT ARMS.

Senator O'Neil presented the name of Sandfield Macdonald. Senator North presented the name of Herman C. Schuette. The roll was called and the following senators voted for Sandfield Macdonald:

Senators Beach, Bird, Burns, Eaton, Gaveney, Green, Hagemeister, Hatten, Hudnall, Johnson, Kreutzer, Martin, McDonough, McGillivray, Miller, Morse, Mosher, Munson, O'Neil, Reukema, Riordan, Roehr, Rogers, Sarau, Stout, Whitehead, Willy,, Wipperman, Wolff and Wylie-30.

The following senators voted for Herman C. Schuette:

ELECTION OF PRESIDENT PRO TEMPORE.

Senator Martin presented the name of James J. McGillivray. Senator Randolph presented the name of Ernest Merton. The roll was called and the following senators voted for James J. McGillivray:

Senators Beach, Bird, Burns, Eaton, Gaveney, Green, Hage meister, Hatten, Hudnall, Johnson, Kreutzer. Martin, McDonough, Merton, Miller, Morse, Mosher, Munson, O'Neil, Reukema, Riordan, Roehr, Rogers, Sarau, Stout, Whitehead, Willy, Wipperman, Wolff and Wylie-30.

The following senators voted for Senator Merton:
Senators McGillivray, North and Randolph-3.

Senators Burns, Whitehead and Merton were appointed a committee to escort the president pro tempore to the chair.

On assuming the chair the president pro tempore addressed the senate as follows:

Senators: With a grateful heart I accept at your hands the office of president pro tem. of the senate.

To be elected the second time to fill the highest office in the gift of the senate is a compliment I prize more than I am able to express in words at this time.

The office has come to me without a contest, and for this reason I am very grateful for the honor conferred.

I am not unmindful that the office brings with it added responsibilities, and should I be called to preside during the session I will endeavor to discharge the duty impartially and to the satisfaction of the senators. In the discharge of that duty I will need your hearty co-operation, and should I err in judgment, I ask your kind indulgence.

We are now entering upon one of the most important sessions ever held in the senate. The election just passed has demon

strated that the people desire legislation on taxation and pri mary election law, and they have expressed their wish by a majority vote in the districts. This expression must find its way into the statutes through us, their represenaeives. Our duty is plain and I hope and trust that all the senators will work for the fulfillment of these pledges and requests.

Before the committees will be heard representatives from all parts of our state in the interests of all our citizens.

Let us endeavor to give them a fair and impartial hearing and then act with fairness to all, working injury to none.

Let it be said that the session of 1903 was a credit to the state and to the senators intrusted with the people's interests. Let our word be upheld and the integrity of the state be maintained by the, fulfillment of promises in carrying out the expressed will of the people.

I wish to welcome the new members who have just come before the bar of the senate. I wish to assure you that at all times I will be glad to aid you in any way I can, and the only request I need will be to be told that you desire my assistance.

Again I thank you, Senators, for this splendid compliment.
