Resolved, That a committee of three be appointed to report the number of regular and special committees requiring clerks, and to assign rooms for the use of committees when appointed;

Mr. Wagner offered the following resolution:

Resolved, That each Senator be allowed the sum of five dollars for stationery and that the committee on supplies and expenses, when appointed, be required to furnish the President of the Senate, the Secretary, and the chairman of all committees when appointed, such stationery as they may require for their own use, as provided for under section 16, article 4, of the constitution;

Which resolution was adopted.

Mr. Moore offered the following resolution:

Resolved, That the daily sessions of the Senate commence at 2 o'clock p. m. until otherwise ordered;

Mr. McGraw offered the following resolution:

Resolved, That the President be, and he is hereby authorized and empowered to appoint the necessary janitors and messengers; Which resolution was adopted.

Mr. Davis offered the following resolution:

Resolved, That for the present session the standing committee of the Senate on "Mining School and Mining Interests" be composed of five Senators;

Mr. Milliken offered the following resolution:

Resolved, That the Secretary of the Senate be and is hereby authorized to order 500 copies of the Daily Journal for the use of the Senate until otherwise ordered;

Mr. Baker offered the following resolution:

Resolved (the House concurring), That the joint rules of the Senate and House of Representatives and the rules in joint convention of the Legislature of 1897 be adopted as the present joint rules, unless otherwise ordered;

Mr. Humphrey offered the following resolution:

Resolved, That a committee of three Senators be appointed by the President to confer with a like committee of the House upon the question of appointing a Postmaster and an Assistant Postmaster.

Mr. Baker offered the following resolution:

Resolved, That the Secretary of the Senate be instructed to invite the pastors of the several churches of the city of Lansing to open the daily sessions of the Senate with appropriate religious services;

Mr. Giddings offered the following resolution:

Resolved, That the President of the Senate is hereby authorized to assign the reporters of the several newspapers the desks set apart for their use;

Mr. Helme offered the following resolution:

Resolved, That the chair appoint a committee of three to ascertain and report by what authority, and under whose directions, the seats of various members of this Senate have been changed within the last two days;

Mr. Wagar moved that the Senate proceed to the election of a President pro tem;

Which motion prevailed.

The election of President pro tem was then proceeded with, and the roll being called, the Senators voted as follows:

The President announced that Robert B. Loomis, having received a majority of all the votes of the members elect, was duly elected President pro tem of the Senate.

The President appointed Senators Wagner, Maitland and Blakeslee a committee who escorted the President pro tem elect to the President's chair. The President pro tem then addressed the Senate as follows: Mr. President and Gentlemen of the Senate:

I have no language at my command to adequately convey to you my deep sense of the honor conferred upon me by your action here today, in electing me to the position of President pro tem of the Senate. To be elected by the constituency of any of the various districts of our State to the position of Senator is in itself an honor. To be selected by one's associates to preside over the deliberations of this body in the absence of the Lieutenant Governor is an added honor, and I wish you one and all to know how sincerely I appreciate it.

It will be my purpose, so far as I may be called upon to perform the duties of the office, to act with strict fairness and impartiality toward each and every member of this Senate. I ask in advance your patience and your forbearance. Let us hope for a harmonious and business-like session of this body. Without taking more of your time I ask you, Senators, what is the further pleasure of the Senate?

Mr. Maitland moved that the Senate take a recess until 4 o'clock p. m.; Which motion prevailed.

MOTIONS AND RESOLUTIONS.

Mr. Wagar offered the following resolution:

Resolved, That the President appoint a committee of three to wait on the Governor and inform him that the Senate is organized and ready to proceed with business;

Which resolution was adopted.

The President announced as such committee, Senators Wagar, Stoll and Baker.

Mr. Loomis offered the following resolution:

Resolved by the Senate (the House concurring), That the Governor is hereby authorized to appoint a messenger for his office to serve during the session of the Legislature;

Which resolution was adopted.

Mr. Blakeslee offered the following resolution:

Resolved, That a committee of three be appointed to wait on the House of Representatives and inform that body that the Senate is now organized and ready for business;

Which resolution was adopted.

The President announced as such committee Senators Blakeslee, Collingwood and Leidlein.

Pursuant to resolutions adopted at the morning session, the President announced the following committees:

To report the number of regular and special committees requiring clerks. and to assign rooms for the use of same:

Senators Flood, Davis and Atwood.

To ascertain and report by what authority, and under whose direction, the seats of various members of this Senate have been changed:

Senators Helme, Sayre and Collingwood.

To confer with a committee from the House relative to the appointment of a Postmaster and Assistant Postmaster:

Senators Humphrey, Giddings and Graham.

Mr. Loomis moved that the Senate take a recess until 4:30 o'clock;
Which motion prevailed.

AFTER RECESS.

4:30 o'clock p. m.

A quorum present. The Sergeant-at-Arms announced a committee from the House who informed the Senate that the House was organized and ready to proceed to business.

The Sergeant-at-Arms announced the committee appointed on the part of the Senate to wait on the Governor and inform him that the Senate was duly organized and ready to proceed to business, who reported they had performed the duty assigned them and that the Governor would communicate with the Senate in writing.

Report accepted and committee discharged.

The Sergeant-at-Arms announced the committee of the Senate appointed to wait on the House and inform that body that the Senate was organized and ready to proceed with business, who reported that they had performed that duty and asked to be discharged.

Report accepted and committee discharged.
