CHAPTER LXXV.

An Act to extend Rice Street in the City of Saint Paul.

SECTION 1. Commissioners appointed-duty of said Commissioners.

2. Surveying and laying out of said street-how to be conducted.
3. Act, when to take effect.

Be it enacted by the Legislature of the State of Minnesota:

Section 1. That Peter Berkey, J. C. Burbank and Commlesloners George Culver, be, and the same are hereby appointed appointed—their commissioners to survey and lay out a street, commencduty ing at the head of Rice street, in St. Paul, in the county

of Ramsey, near its junction with Rondo street, as heretofore laid out by the city council, and running thence north on the township line between ranges twenty-two and twenty-three, to the limits of the city of St. Paul; said street to be not less than sixty feet wide.

Sec. 2. All the proceedings in regard to the survey. Surveying and ing and laying out said street, and establishing and openlaying out of sald ing the same, shall be conducted according to the laws street, how con

now existing for the surveying, establishing and opening streets in said city of St. Paul, except as to the manner of the appointment of said commissioners, and except also, that section eighteen of an act, entitled an act to amend the charter of the city of St. Paul, approved February twenty-fifth, eighteen hundred and sixty, shall not be applicable to the laying out and establishing the above mentioned street.

SEC. 3. This Act shall take effect from and after its passage.

An Act to open Seventh Street, in the City of St. Paul, from St. Peter Street to a connection with Fort Street.

Be it enacted by the Legislature of the State of Minnesota:

SECTION 1. Nathaniel McLean, Parker Paine, and Wilson C. Morrison, are hereby appointed commission Commissioners ers, to lay out and open and extend seventh street, from appointed-width the west side of St. Peter street to a connection with Fort of street Street, at or near the Winslow House in said city, which extension of street aforesaid, shall be at least sixty-six feet wide.

SEC. 2. Said commissioners, or a majority of them, shall meet on the first Monday of April next, at the city Time and place.. hall of said city, for the purpose of organizing, and pro

SEC. 3. Said commissioners, at the time of their meeting as aforesaid, and until the said extension of seventh Rules for the gov

ernment of mala street aforesaid is laid out and opened, and the benefits and damages assessed, the said commissioners shall act in accordance with chapter six of the city charter of the said city of St. Paul, which chapter is hereby made, as far as applicable, a part of this Act; Provided, That the report of said commissioners shall be final.

SEC. 4. This Act shall take effect and be in force from and after its passage.

CHAPTER LXXVII.

An Act to amend an act entitted An Act for the Sup

port and Better Regulation of Common Schools in the City of Saint Anthony.

SECTION 1. Board of Education to establish schools qualifications of pupils-power

Be it enacted by the Legislature of the State of Minnesota:

SECTION 1. That section six of said act, entitled “an act for the support and better regulation of common schools in the city of St. Anthony,” approved February twenty-eighth, one thousand eight hundred and sixty, is hereby amended so as to read as follows:

Section 6. It shall be the duty of said board of edu

cation, as soon as they may realize sufficient funds for the Who to establish purpose, to establish within the bounds of the city cor

poration of St. Anthony, four or more primary schools, to be located in different parts of the city só as best to accommodate the inhabitants, in which the rudiments of an English education may be taught.

It shall be the further duty of said board to establish two or more grammar schools, to be located in different parts of the city, so as best to accommodate the inhabitants, where instruction shall be given in the various studies not provided for in the primary schools, and yet requisite to a respectable English education; and it shall be the further duty of the said board to establish a central high school, where instruction in the higher English branches shall be given, and in which the languages may be taught. To each school in this system there shall be gratuitous admission for the children, wards and apprentices of all residents of the corporate city of St. Anthony, and such other persons in the immediate vicinity, as may own property charged with a direct school tax in

said city of St. Anthony, with the following restrictions, Qualifications of namely: No pupil shall be admitted to the grammar pupils

An Act to Authorize the Commissioners of Ramsey

County to issue a Duplicate Bond.

Be it enacted by the Legislature of the State of Minnesota:

SECTION 1. That the board of commissioners of Ramsey county are authorized to issue to Thompson Brothers, of St. Paul, a duplicate of bond number two hundred plicate bond-4) and eighty-two (282), upon satisfactory evidence being require bond of adduced to the commissioners that said original bond has indemnity, been lost or destroyed, anything in the act entitled “an act to authorize the commissioners of Ramsey county to issue bonds,” approved March sixth, one thousand eight hundred and sixty, to the contrary notwithstanding:

Provided, That before issuing said duplicate bond, said commissioners may require a bond of indemnity, so as to protect the county against said original bond.

SEC. 2. This Act shall take effect and be in force from and after its passage.
