The Speaker appointed the following committee on Assembly Bill No. 13-An Act to establish a police force for the protection and regulation of Asiatic and Mongolian residents in this State, and to prevent coolie slavery in California: Messrs. Rockwell, Inman, Freeman, Lambert and Escandon.

PETITIONS.

Mr. Rockwell presented a petition from unemployed laborers seeking employment in the Labor Exchange of San Francisco without success on account of the extreme low wages paid to Chinese laborers, and

praying that the Legislature adopt some measures for the total exclusion of the Chinese race from the State.

REPORT OF SELECT COMMITTEES.

Mr. Coronel made the following report:

Mr. SPEAKER: The Los Angeles delegation, to whom was referred Assembly Bill No. 4-An Act to fix the salary of the County Judge of Los Angeles County-respectfully report the same back, and recommend its passage, with the following amendment: In section one, strike out the words " twenty-five hundred dollars," and insert the words "two thousand dollars."

The bill was ordered on file.

MOTIONS AND RESOLUTIONS.

Mr. Stephens offered the following:

Resolved, That the Speaker be and is hereby authorized to appoint a Rear Porter for the Assembly.

Adopted.

Mr. Blankenship offered the following resolution:

Resolved, That E. L. Crawford be and he is hereby appointed Assistant at the Clerk's desk, at the same per diem as is allowed the Assistant Clerk, payable out of the Contingent Fund of the Assembly.

Mr. Naphtaly moved to amend by substituting the name of H. D. Gough for that of Crawford.

Mr. Martin of Butte moved to lay the resolution on the table.
Lost.

The amendment of Mr. Naphtaly was lost.

The original resolution was then adopted, and subsequently Mr. Crawford was sworn in as Assistant Clerk at the desk by the Speaker. Mr. Murphy of Del Norte offered the following concurrent resolution:

Resolved by the Assembly, the Senate concurring, That our Senators in Congress be instructed, and our Representatives be requested, to use their influence to procure an appropriation from the General Government to build a breakwater at Crescent City, Del Norte County, California, for the protection of shipping and the encouragement of commerce in the northern portion of the Pacific Coast.

Read first and second times and referred to the Committee on Commerce and Navigation.

Mr. Geo. R. B. Hayes offered the following resolution :

Resolved, That R. M. Clarken, Engrossing Clerk of the House during the seventeenth session, be and he is hereby allowed one week's pay and mileage for services rendered on the organization of this House.

Mr. Haile offered an amendment, as follows: " Also, that David F. Beveridge, Enrolling Clerk of the last session, be allowed three days' pay and mileage, at the same per diem paid the officers of this House, payable out of the Contingent Fund of the Assembly."

Amendment accepted, and resolution adopted as amended.
The Speaker appointed John J. Wilkins as Rear Porter.
Mr. Rockwell offered the following concurrent resolution :

Mr. Williams offered the following resolution:

Resolved, That the Sergeant-at-Arms be and is hereby authorized to purchase all necessary stationery for the members of the Assembly, and pay for the same out of the Contingent Fund of the Assembly.

Adopted.

Mr. Haile gave notice that on to-morrow he should move to reconsider the vote by which the above resolution passed.

Mr. Hubner offered the following resolution :

Resolved, That the Committee on Public Buildings be instructed to consult with the architect of the State Capitol and the State Capitol Commissioners, or any person of science, to ascertain if ways and means could be adopted and carried out, through which the sound of the person addressing the House could be better conveyed to the members of the House and its attachés. Said committee to report at the earliest possi

ble time.

Adopted.

Mr. Carothers offered the following:

Resolved, That the Speaker be and is hereby authorized to appoint a committee of five to examine the different locations and sites proposed for the permanent location of the State Normal School.

Mr. Gildea moved to take from the file the concurrent resolution offered by Mr. Rockwell in reference to the printing of public documents, and that the rules be suspended, the resolution be considered engrossed and placed upon its third reading.

Read the third time and passed, and ordered transmitted immediately to the Senate.

Mr. Scarce offered the following resolution:

Resolved, That B. A. Dewes be and is hereby appointed Porter of the committee rooms of the Assembly, at a per diem of four dollars per day, payable out of the Contingent Fund of the Assembly.
