Dr. Baker, Secretary of State Board of Health, appeared before the Board asking that the alcove on south side of west corridor be closed up, so that department could use same for a library, but no further action was taken on same. D. D. Thorp appeared before the Board and was heard in relation to his bills for binding the old Joint Documents of 1888. The judges of the Supreme Court appeared before the Board and asked that the Supreme Court rooms, their clerk's rooms and their private consultation rooms be under the exclusive control of said Supreme Court and its officers. On motion the request was granted, and all keys to those rooms ordered turned over to the Chief Justice of the court. The Board had under consideration the claim of Abner Mitchell for State bounty, the same being an appeal from the Quartermaster General and Adjutant General's departments. After a careful consideration of the same, on motion of Commissioner Shaffer, the same was disallowed; the State having once paid said bounty to the assignees of said Mitchell, and the transfer of said certificate for bounty being proper and legal to the satisfaction of the Board. Upon comparing the same with the monthly reports of deputy inspectors filed in this office, the same was found to be correct, and on motion was approved. August 31, 1892. The clerk submitted the following report: To the Board of State Auditors, Lansing, Michigan: GENTLEMEN- In accordance with the law, I herewith submit the annual report of the Michigan Board of Pharmacy for the fiscal year ending July 7, 1892: On examination of the vouchers filed and a comparison of them with the report, the same was found to be correct. On motion of Commissioner Shaffer, the work was ordered delivered in its present condition, and the bill for work already done was allowed at $210, to be paid upon the delivery of the books and material called for in said bill. In the matter of completing the binding of the Index to Michigan Agricultural Reports, on motion of Commissioner Shaffer, the entire work was ordered completed at once, and upon delivery and acceptance of same, bill to be allowed at contract price. Hon. S. S. Babcock, chairman of State Board of Education and of Board of Geological Survey, appeared before the Board, exhibiting the manuscript of the Board's annual report, and also of several preceding years. Mr. Babcock was authorized to make a trip to the Upper Peninsula in order to collect the material necessary to complete said reports, and the Board would allow him $3 per day for time necessary to collect the material to complete said work, not exceeding twenty days. Kinnuecan, manager of the Postal Telegraph & Cable Co., appeared before the Board asking the privilege to put an instrument in the telegraph room in the capitol, and that the same privileges be shown their company as the Western Union Co. Baker, Secretary of State Board of Health, appeared before the Board, asking that some arrangements be made by which the department of the Board of Health could have more office room. On motion of Commissioner Shaffer, the matter was passed for further investigation. The clerk presented a request from the State Teacher's Association, asking for use of Senate, Representative hall and Pioneer rooms, for December 28, 29 and 30, in which to hold their annual meeting. On motion of Commissioner Shaffer, the same was granted. Mr. Lee, of Lansing, appeared before the Board in relation to a claim of R. B. Shank & Co., against the State. E. 14 and E. 1⁄2 of S. E. 4 of Sec. 21, town 9 north, of range 5 west, which had been deeded by the State of Michigan to said Bonton, and it was afterwards learned that a prior patent for said lands had been issued to other parties by the United States government. The Board had under consideration the claim of Lake county for the maintenance and care of Mattie Yates, an insane person. Mr. John G. Rogers, superintendent of the poor of Lake county, appeared in behalf of said county and Attorney General Ellis for the State. After carefully considering the matter it was decided that the charges represented by the claim now here, were not proper ones for the State to pay. The Board had under consideration the claim of the Three Rivers Paper Co., of $275.50, the same being amount deducted from former bills because the paper furnished was not in accordance with contract and sample filed. On motion bill was disallowed. City Attorney Hammond, Mr. Porter and Mr. Alsdorf, acting as a committee from the common council of the city of Lansing, appeared before the board in relation to a judgment rendered against the City of Lansing, on account of defective sidewalk adjoining State property. The accident for which judgment was granted occurred in 1890, but the suit had recently been tried. On motion of Secretary Blacker, the matter was laid over and the city requested to file with the board a copy of said judgment and records in the case. On motion, the Board adjourned until 9 o'clock a. m., Dec. 29. December 28, 1892. Whereas, Milton A. Bretz, clerk of this board, has nearly every week during his entire term of office done extra work by working overtime for the State of Michigan, and has thereby saved the expense of extra help, and furnished the facts on which the Board have been enabled to save large sums to the State, and fully believing that the said clerk is entitled to extra pay for extra work after hours the same as the clerks in the other offices, and being convinced after full inquiry that the extra time which the said clerk has worked for the State of Michigan is more than one full month of legal hours, therefore Resolved, That we do hereby allow to Milton A. Bretz the following account: Treasurer Braastad offered the following resolution: Resolved, That in accordance with the resolution adopted by the Senate July 1, 1891, as appears by the Senate Journal, page 1543, session 1891, the Board of State Auditors will hang in the Senate chamber the portrait of Hon. Thomas W. Palmer, referred to in the resolution above cited; the said full length portrait in oil to remain there as one of the permanent furnishings of the chamber and the property of the State of Michigan. The engineer of the capitol is hereby instructed to hang the portrait on the wall of Senate chamber at the place designed. |
