A message from the House of Representatives, by Mr. Burch:

Mr. President: The House of Representatives concur in the amendment of the Senate to the bill (H. R. 896) making appropriations for the naval service for the year 1839.

The House of Representatives disagree to the 1st and 7th amendment of the Senate to the bill (H. R. 981) making appropriations for the civil and diplomatic expenses of Government for the year 1839; and agree to the residue, with an amendment; in which they request the concurrence of the Senate.

The Senate proceeded to consider the amendments disagreed to by the House of Representatives to the bill last mentioned; and

Ordered, That they be referred to the Committee on Finance.

Mr. Foster reported from the committee that they had examined and found duly enrolled the following bills:

Mr. Wright, from the Committee on Finance, to whom was referred the resolution of the House of Representatives disagreeing to some, and agreeing to other, amendments of the Senate to the bill (H. R. 891) making appropriations for the civil and diplomatic expenses of Government for the year 1889, reported.

The Senate proceeded to consider their amendments to the bill last mentioned, diagreed to by the Houses of Representatives; and the amendments proposed by the House to the residue of their amendments.

On motion by Mr. Wright,

It was agreed that the Senate insist upon their first amendment, viz: Strike out lines 20, 21, 22, 23, and 24, of page 1, containing the following clause: "Provided, That the printing of the said Biennial Register, and the job printing, stationery, and binding of each of the Executive Departments, shall be furnished by contract, proposals for which shall be regularly advertised for, in the public prints; and, according to the usual provisions attending such contracts, the contract given to the lowest bidder;" and,

That the Senate recede from so much of their seventh amendment as is contained in the following words: "For the balance due on account of the first volume of the Documentary History of the United States, five thousand six hundred and two dollars ;" and agree to the amendments of the House to the residue of their amendments.

On motion by Mr. Wright,

That the Senate insist on so much of their 7th amendment as is embraced in the following words:

"And the Secretary of State is hereby authorized to deliver to the Secretary of the Senate forty copies of said work, and the Clerk of the House of Representatives three hundred and sixty eight copies of said work, to be distributed to each of the members of the Senate and House of Represen tatives of the 23d, 24th, and 25th Congresses, who are not entitled to receive the same under former resolutions or acts of Congress :"
