DEAR SIR.-Regarding the proposed site at Congers, Rockland county, N. Y., for the new State hospital, I have made an inspection as requested and, in my opinion, this site is admirably adapted for the purposes of an asylum on the colony plan.

The property located on a ridge about a mile long and half mile wide, has on both sides running streams, toward which the land slopes, guaranteeing good natural drainage. The ridge rises from 100 to 150 feet above the streams and commands a fine view of the surrounding country, and is well provided with good building sites. The natural grade of the land lends itself to a satisfactory solution of the sewage disposal problem. The water supply can be obtained from the Hackensack river which bounds the property on the west, this being the source of water supply for the town of Nyack.

Allow me to take advantage of this opportunity to suggest that when the site is purchased, a definite plan should be perfected before any improvements are begun, and in laying out the grounds, walks, roads, etc., the co-operation of a landscape architect should be obtained. The plan should be prepared to show the entire institution developed to its maximum capacity and, as appropriations become available from year to year, the buildings should be erected in accordance with the plan adopted.
