Mr. Taylor gave notice of a bill to limit and define the powers and duties of Grand Juries.

Mr. McPherson offered the following resolution:

Resolved, That the President be requested and empowered to appoint, for this session, all standing committees contemplated by the rules adopted by the Senate.

Mr. Davis, of Clinton, moved its adoption, which motion pre vailed.

Mr. Anderson asked leave to introduce Senate File, No. 9, a bill for an act to regulate the duties of the Treasurer of State.

The bill was read a 1st and 2d time, when Mr. Johnson moved that the 11th rule be suspended and the bill be read a third time and put upon its passage, which motion prevailed.

Upon the passage of the bill the yeas and nays were ordered, and were as follows:

Mr. Udell moved to amend the title so that it should read as follows:

"An act in relation to the pay of the members of the General Assembly."

Amendment adopted-and title as amended agreed to.

Mr. Pusey offered the following resolution:

Resolved That during the sittings of the Senate, smoking shall be prohibited within the Senate Chamber and Gallery.

Mr. Johnson, moved to so amend the resolution as to include "chewing."

Mr. Bailey moved to lay the resolution and amendment on the table. Which motion did not prevail.

The question recurring on Mr. Johnson's amendment, it was lost.

The question recurring upon the resolution, it was adopted.

Mr. Davis of Clinton, obtained leave to introduce Senate File No. 2, a bill for an act to repeal section 3 of an act entitled "an act to amend chapter 84 of the laws of 1853, entitled an act to amend section 1848 of the Code of Iowa, approved Feb. 27, 1858." Mr. Anderson, moved that the bill be laid upon the table, which motion prevailed.

Mr. Pusey moved to take from the table the resolution offered by Mr. Mann, relating to the taking of papers. Carried. Mr. Lewis moved to strike out the words "twenty-five" and insert instead thereof, the word "five."

Mr. Anderson offered the following substitute:

Resolved, That the Secretary be directed to furnish the members of the Senate with fifteen copies of such daily papers as the members may direct, or their equivalent in weeklies, published in the State.

Mr. Johnson moved to amend the substitute by inserting twenty-five in the place of "fifteen."

Mr. Bailey offered as an amendment: "Strike out fifteen and insert twenty.

Mr. Scott moved to refer the whole matter to a special committee of three, to be appointed by the President. Which motion prevailed.

The President appointed as said committee, Messrs. Scott Anderson, and Johnson.

Mr. Taylor moved to take from the table the resolution offered by Mr. Bussey, in relation to the per diem of certain officers of the Senate. Motion adopted.

Mr. Rankin moved to refer the resolution to a select committee of three, upon which motion Mr. Neal called the yeas and nays, which were ordered and were as follows:

The yeas were-Senators Anderson, Bowen, Brown, Davis of Clinton, Hagans, Hastings, Kent, Lewis, McPherson, Pattison, of Marshall, Powers, Rankin, Reiner, Saunders, Thompson, Wilson of Jefferson-16.

The nays were-Senators Angle, Ainsworth, Bailey, Bussey, Buechel, Davis of Polk, Duncombe, English, Gray, Green, Henderson, Johnson, Mann, Neal, Pusey, Sherradden, Scott, Trumbull, Taylor, Udell, Watson, Williams, Wilson of Dubuque-23.

Absent or not voting, Messrs. Coolbaugh, Drummond, Hammer, and Patterson of Muscatine.

So the motion to refer was lost.

Mr. Brown moved to lay the resolution on the table, upon which motion, Mr. Johnson called the yeas and nays, which were ordered and were as follows:

The yeas were-Senators Bowen, Brown, Davis of Polk, Hastings, McPherson, Pattison of Marshall, Powers, Reiner, Saunders, Thompson, Wilson of Jefferson-11.

The nays were-Senators Angle, Ainsworth, Bailey, Bussey, Buechel, Davis of Clinton, Duncombe, English, Gray, Green, Hagans, Henderson, Johnson, Kent, Lewis, Mann, Neal, Pusey, Rankin, Sherradden, Scott, Trumbull, Taylor, Udell, Watson, Williams, Wilson of Dubuque--27.

Absent and not voting--Messrs. Anderson, Coolbaugh, Drummond, Hammer, and Patterson of Muscatine.

So the motion to lay on the table was lost.

Mr. Thompson moved to amend the resolution by striking out "$2" and inserting "$3" as the pay of the Sergeant-at-Arms, upon which motion Mr. Bussey called the yeas and nays, which were ordered and were as follows:

The yeas were-Senators Anderson, Angle, Bowen, Brown, Buechel, Hastings, McPherson, Pattison of Marshall, Saunders, Thompson-10.

Mr. Brown moved to amend the resolution by striking out "$2" and inserting $2 50, so that it should read, "The compensation of the Sergeant-at-Arms shall not exceed $2 50 per day," which motion was adopted.

Mr. Brown moved to further amend the resolution by striking out "$2" and inserting "$3," so that it shall read, "The compensation of the Door-Keeper shall not exceed three dollars per

day;" upon which motion, Mr. Taylor called the yeas and nays, which were as follows:

The yeas were-Senators Anderson, Bowen, Brown, Davis of Clinton, Davis of Polk, Hastings, Henderson, Kent, Lewis, McPherson, Pattison of Marshall, Powers, Reiner, Saunders, Sherradden, Scott, Thompson, Trumbull, Watson, Wilson of Jeffer son—20.

The nays were-Senators Angle, Ainsworth, Bailey, Bussey, Buechel, Duncombe, English, Gray, Green, Hagans, Johnson, Mann, Neal, Taylor, Udell, Williams, Wilson of Dubuque-17. Absent and not voting-Messrs. Coolbaugh, Drummond, Hammer, Pusey, Patterson, Rankin.

So the amendment was adopted.

Mr. McPherson moved to amend by striking out "$2" and inserting "$3 00" in the compensation of Fireman; upon which motion Mr. Johnson called the yeas and nays, which were as follows:

The yeas were-Senators Anderson, Bowen, Brown, Davis of Polk, Hastings, Mann, McPherson, Pusey, Pattison of Marshall, Powers, Reiner, Sherradden, Trumbull-13.
