complicated and expensive system than is sanctioned by the best practice. Chapter 545 of the Laws of 1896 contains the following paragraph referring to State Lunacy Hospitals: "No municipality of the State shall have the power to modify or change plans or specifications for the erection, repair, or improvements of State hospital buildings, or the plumbing or sewerage connected therewith."
