Mr. Robinson offered the following: Resolved, That the House of Representatives be informed, that the Senate is organized, that they have elected Joseph B. Wells Secretary, and Joseph Allen Doorkeeper, and are now ready to proceed to business. Mr. Sterigere presented his credentials, and was qualified, and took his seat. Mr. Smith offered the following: Resolved, That a committee of three be appointed to draft, or report, rules for the government of the Senate during the present session. Which was adopted. The following message was received from the House of Representatives, by Mr. Ralls. MR. PRESIDENT:-I am instructed by the House of Representatives, to inform the Senate, that they have now assembled in the representative hall, elected Mr. John Jameson Speaker, Thomas C. Burch Chief Clerk, John Ralls Assistant Clerk, and Richard B. Jackson Doorkeeper, and that the House is now ready to proceed to Lusiness. Mr. Robison offered the following: Resolved, That a committee of three be appointed, to join a committee on the part of the House of Representatives, to call on the Governor, and inform him that the two Houses of the General Assembly are now organized, and ready to receive any communication that he may think proper to make. Which was adopted. Mr. Vanarsdall offered the following: Resolved, That the members of the Senate be arranged into the following standing committees: A committee on Civil Judicature. A committee on Criminal Judicature, A committee of Ways and Means. A committee on Internal Improvements. A committee on the Militia. A committee on Accounts. A committee on Engrossed Bills. A committee on Enrolled Bills. A committee on the Seat of Government. A committee on Agriculture. A committee on the Penitentiary. A commitee of Revisal and Unfinished Business. Which was laid on the table. Messrs. D. Jones, Smith, Vanarsdall, and Weaver, were appointed a committee to draft rules for the government of the Senate. Mr. Valle offered the following: Resolved, That a committee of two be appointed, to join such committee as may be appointed by the House of Representatives, to draft, or otherwise report, joint rules for the government of both Houses during the present session. Which was adopted. And Messrs. Valle and Vanarsdall were appointed said com mittee. Messrs. Robison Rawlins, and Sterigere, were appointed a committee to wait on the Governor. Mr. Campbell offered the following: Resolved, That the Secretary of State be requested to furnish, for the use of the Senate, twenty-five copies of the revised statutes, and twenty-five copies of the private acts of the last session, and twelve copies of the revised laws of the year 1825. Which was adopted. Mr. David Jones offered the following: Resolvod, That the Senate will now elect one Enrolling and one Engrossing Clerk, for the present session; and that they shall act as assistants to the Secretary, under the direction of the President of the Senate. Which was adopted. Messrs. Alfred Basye, and Robert Brown, were nominated, severally, for the office of Engrossing Clerk. The vote being taken, there appeared For Mr. Brown-Messrs. Whereupon, Mr. Baber was declared duly elected to the office of Enrolling Clerk, was qualified, and entered on the duties of his office. Mr. Campbell offered the following: Resolved, That nine o'clock in the morning, and two o'clock in the evening, be established as the hours of the meeting of the Senate, unless otherwise ordered. Which was adopted. On motion of Mr. Robison, The Senate adjourned. TUESDAY MORNING, NOVEMBER 22, 1836. The Senate met pursuant to adjournment. The following message was received from the House of Representatives, by Mr. Ralls: MR. PRESIDENT:-I am instructed by the House of Representatives, to inform the Senate that the House have appointed Messrs. Cravens of Pettis, Turner, and Wright of Pike, on their part, to join such committee, as may be appointed by the Senate, to draft and report, to their respective Houses, rules for the government of their respective Houses, during the present session. And that the House have elected Mr. Joseph W. Hickum their engrossing clerk, and Mr. John McCulloch, their enrolling clerk, during the present session. Mr. Smith from the committe on the subject of rules, for the gov ernment of the Senate, made the following report: The committee appointed to draft rules for the government of the Senate, during the present Session, have instructed me to report the rules which governed the Senate during the session of 1834 and. 1835, which is respectfully submitted. Which rules are as follows: RULES AND ORDERS FOR THE GOVERNMENT OF THE SENATE OF THE STATE OF MISSOURI. SEC. 1. The President shall take the chair every day at the hour to which the Senate shall have been previously adjourned, and on the appearance of a quorum, shall call the House to order, and cause the journal of the preceding day to be read, but a smaller number may adjourn from day to day, and compel the attendance of absent members, and any two members at any time after the hour has arrived to which the Senate has adjourned, may have a call of the house, and have the names of the absentees entered upon the journal. SECOND. It shall be the duty of the President to preserve order, and he may speak on all questions of order in preference to any other member, rising from his seat for that purpose, and shall decide on all questions of order subject to an appeal to the house.
