SATURDAY, NOVEMBER 26, 1836.

THE Senate met pursuant to adjournment.

Mr. Goforth presented, a petition of sundry inhabitants of the attached parts of Randolph and Chariton counties, praying the formation of a new county, and the attachment to said county, (when formed) a certain part of Randolph county.

Which was,

On motion of Mr. Rawlins,

Referred to a select committee of Messrs. Gorham, Sterigere, and Jones of Cooper.

Mr. Sterigere presented a petition of sundry inhabitants of Benton county, praying the restoration of Joseph McCarty, who was convicted of perjury, to the rights of a citizen.

Mr. Vanarsdall moved to refer the petition to the committee on Civil Judicature.

Which was, by consent of the Senate, withdrawn-and,

On motion of Mr. Sterigere,

The petition was referred to a select committee, consisting of Messrs. Montgomery, Goforth, and Valle.

Mr. Weaver, from the committee to which was referred a petition. of sundry inhabitants of the county of Taney, reported

"A bill to organize the county of Jasper, and for other purposes therein named."

Which was read a first time.

Mr. Weaver moved to dispense with the rule, and read the bill a second time.

Which was overruled-and

The bill was ordered to a second reading.

Mr. Vanarsdall, pursuant to notice, introduced

"A bill to prohibit the publication, circulation, or promulgation of abolition doctrines."

Which was read a first time, and ordered to a second reading-and ordered to be printed. Also,

"A bill to tax all agencies in this State that exercise the functions of banking, without the authority of this State."

Which was read a first time, and ordered to a second reading-and ordered to be printed.

Message from the House of Representatives, by Mr. Ralls.

MR. PRESIDENT:-The House of Representatives have this day adopted the following resolution:

Resolved by the House of Representatives, (the Senate concurring therein) That a joint committee be appointed to contract for the printing of the laws and journals of the two Houses of the General Assembly at this session.

On motion of Mr. Vanarsdall,

The Senate concurred in the above resolution.

And Mr. President appointed Messrs Vanarsdall, Byrd, and Sterigere, to act on the part of the Senate with the committee of the House.

Mr. Campbell offered the following:

Resolved, That, unless expressly ordered, the Secretary shall not spread at large upon the journals the reports of committees, nor communications to the Senate, except communications from the Governor of the State

Which was rejected.

The bill for the relief of J. N. Henderson was taken up and read the second time, and committed to a committee of the Whole House, and made the order of the day for Monday next. Also,

The bill for the relief of Andrew Jamison and J. H. Relph was taken up and read a second time, and committed to a committee of the Whole House, and made the order of the day for Monday next. Mr. Smith asked and obtained leave to introduce

"A bill to repeal a part of the act concerning crimes and their punishments."

Which was read a first time-and,

On motion of Mr. Valle,

Laid on the table.

On motion,

The Senate adjourned until nine o'olock on Monday.

MONDAY MORNING, NOVEMBER 23, 1836.

THE Senate met pursuant to adjournment.

Mr. Williams presented the petition of Harvey H. Coalgen, praying the exclusive right of ferriage belonging to the City of Jefferson, for a term of time.

Which was,

On motion of Mr. Williams,

Referred to the committee on the Seat of Government.

Mr. Vanarsdall offered the following:

Resolved, That the committee on Federal Relations be instructed to inquire into the expediency of memorializing Congress on the subject of passing pre-emption laws, by which the labors of actual settlers on the public lands may be protected.

Which was adopted.

Mr. Jones of Cooper, pursnant to notice, asked and obtained leave

to introduce

"A bill amendatory of the stray laws."

Which was read a first time, and ordered to a second reading. Mr. Smith presented a petition of Vandoren, Peas, & Co., praying a charter for the construction of a rail road from the Iron Mountain to the Mississippi river; also, from the Iron Mountain to Jefferson City, and for other purposes therein specified.

Mr. Smith offered the following:

Resolved, That so much of the petition as relates to science be referred to the committee on Education, so much as relates to the qualification of teachers be referred to the committee on Education, so much as relates to roads, &c. be referred to the committee on Internal improvements, so much as relates to agriculture to the committee on Agriculture.

Mr. Vanarsdall moved to amend the resolution by striking out all after the word "resolved," and inserting the following:

That so much of said petition as relates to agriculture be referred to the committee on Agriculture, so much thereof as relates to a seminary of learning to the committee on Education, so much thereof as relates to rail roads, to the committee on Internal Improve

ments.

Which was adopted.

A bill to prohibit the circulation, publication, and promulgation of abolition doctrines, was read a second time and committed to a committee of the Whole House.

A bill to tax all agencies that exercise the functions of banking without the consent of the State, was read a second time and committed to a committee of the Whole House, and made the order of the day for the second day of January next.

A bill to organize the county of Jasper and for other purposes, Was read a second time, and committed to a committee of the Whole House.

Message from the House of Representatives by Mr. Ralls.

MR. PRESIDENT:-There have been introduced into the House of Representatives, bills of the following titles:

A bill to repeal in part an act entitled,

"An act concerning strays."

"A bill declaring certain county roads, a part of the state road. "A joint resolution, providing for the distribution of the road and canal fund, which has accrued, since the organization of the new

counties, by the last general assembly, so as to give each new county its proportion.

The House have appointed Messrs Watts, Fort and Clark, a committee on their part, to join the committee on the part of the Senate, in relation to the printing, of the laws and journals of the pres

ent session.

Message from the House of Representatives by Mr. Ralls.

MR. PRESIDENT:-The House of Representatives have adopted the following resolution:

Resolved, By the House of Representatives, the Senate concurring therein, that the standing committee, on education, on the part of this House, may act in conjunction with the committee on education on the part of the Senate, whenever the two houses may think proper.

On motion of Mr. Ashby,

The Senate resolved itself into a committee of the whole house, on the orders of the day, Mr. Ashby in the chair, and after some time spent therein, the committee rose and the chairman reported, That the committee of the Whole House have had under consideration,

"A bill for the relief of J. N. Henderson," collector of Cape Girardeau county.

And have directed the chairman to report the same, with an amendment. Also,

"A bill for the relief of Andrew Jamison and James H. Relph." And had directed him, to report the same without amendment. Mr. Thompson moved to lay the report of the committee on the table.

Which (with leave of the Senate) was withdrawn so far as related to the bill for the relief of the collector aforesaid, and that part of the report which related to him was agreed to.

The question will the Senate agree to the residue of the report recurring,

Mr. Thompson moved to amend by striking out "seventy-eight" and inserting "twenty-two."

Mr. Ashby moved to re-commit the bill,

Which was decided in the negative.

On motion of Mr. Ashby,

The residue of the report together with the amendment, was laid on the table.

The bill for the relief of J. N. Henderson was ordered to be engrossed and read a third time to-day—and,

The bill as engrossed was read a third time and passed.

Ordered that the title of said bill be,

"An act for the relief of J. N. Henderson," collector of Cape Girardeau county.

On motion of Mr. Vanarsdall,

The concurrent resolution from the House of Representatives, in relation of raising a joint committee on the public library, was taken up and concurred in.

Messrs. Dawson, Jones of Cooper, and Valle, were appointed a committee on the part of the Senate. to act with the committee of the House of Representatives.

On motion of Mr. Vanarsdall,

The resolution of the House of Representatives, authorizing the standing committees on education, of each house, to act jointly, was concurred in by the Senate.

Mr. President laid before the Senate, a communication of the Auditor of public accounts, the reading of which,

On motion of Mr. Sterigere,

Was dispensed with.

On motion of Mr. Vanarsdall,

The communication was ordered to be printed, and is as follows:
