tunnel; trap door to be locked with fire department standard lock. That ladders be hung on wall at each block, so that persons can climb out of the tunnel by means of these ladders. That openings be cut in the tunnel opposite to openings at which standpipes are erected. That openings be cut in the wall from the platform at 86th street through to the main tunnel and convenient boxes be located to contain the necessary hose and hook and axe. Also that light be placed at each signal box designating their location. That an additional engine be equipped with fire pump and 250 feet of fire hose, steam to be kept up continuously day and night and the pump inspected each day; such engine to be permanently assigned for service in the Grand Central yard.

I would recommend that the New York Central management be instructed to comply with these recommendations at the earliest possible date, and that on completion a blue print showing the exact location of hydrants, alarm boxes and ladders be furnished the Board and also sufficient copies be furnished the New York fire department for use in each engine house in the immediate vicinity of the tunnel. Dear Sir.-Referring further to your letter of the 21st ult. to this Board, in the matter of operating conditions in the Fourth avenue, New York city, steam railroad tunnel, I have to say that a further report in the matter has been made by Commissioner Baker of this Board, a copy of which report is herewith enclosed.

The recommendations contained in this report, beginning with the second paragraph on page 1 and continuing to the end of the report, are hereby made the recommendations of this Board and the company is expected to comply therewith at once. Will you please inform this Board if it will do so?

These recommendations contained in this report, which is dated February 9, 1904, take the place of the recommendations contained in the report under the title "Fire Protection" and in the report of Charles D. Purroy as chief of the New York fire department, which were referred to in our letter to you of December 7 last.

Gentlemen-I acknowledge receipt of the copy of the report of Commissioner Baker to your Board, dated February 9, 1904, embodying the recommendations agreed upon by him and Fire Chief Kruger, in regard to apparatus to be used in the Fourth avenue tunnel in case of fire, with letter of the 13th inst. from your Assistant Secretary stating that the recommendations contained in the report of Commissioner Baker, beginning with the second paragraph on page 1 and continuing to the end of the report, are made the recommendations of the Board; and further stating that the recommendations contained in the report of Commissioner Baker, dated February 9, 1904, take the place of the recommendations contained in the report under the title "Fire Protection," and in the report of Charles D. Purroy as chief of the New York Fire Department, which were referred to in the letter of your Board to me of December 7, 1903.
