An ACT concerning the Disbursement of Public
Money.

SECT. 1. Be it enacted, &c. That, from
and after the passing of this act, no ad-
vance of public money shall be made in
any case whatever; but in all cases of
contracts for the performance of any ser-
vice, or the delivery of articles of any
description, for the use of the United
States, payments shall not exceed the
value of the service rendered, or of the
articles delivered, previously to such pay-
ment: Provided, That it shall be lawful,
under the special direction of the Presi
dent of the United States, to make such
advances to the disbursing officers of the
government, as may be necessary to the
faithful and prompt discharge of their re-
spective duties, and to the fulfilment of
the public engagements: And provided,
also, That the President of the United
States may direct such advances, as he
may deem necessary and proper, to such
persons in the military and naval service
as may be employed on distant stations,
where the discharge of the pay and emo-
luments to which they may be entitled,

An ACT to provide for the collection and preservation of such flags, standards and colours, as shall have been, or may hereafter be, taken by the land and naval forces of the United States from their enemies.

Art. 54. SECT. 1. Be it enacted, &c. All the flags, standards, and colours, of the description aforesaid, which are now in the possession of the departments aforesaid, and such as may be bereafter transmitted to them, shall be, with all convenient despatch, delivered to the President of the United States, for the purpose of being, under his direction, preserved and displayed in such public place as he shall deem proper.

SECT. 3. The sum of five hundred dollars is hereby appropriated for the above purposes, out of any moneys in the Treasury not otherwise appropriated.

Whereas the depredations committed by the Algerine corsairs on the commerce of the United States, render it necessary that a naval force should be provided for its protection:

SECT. 1. Be it therefore enacted, &c. Art. 57 That the President of the United States President to be authorized to provide, by purchase or provide certain otherwise, equip, and employ, four ships, ships. to carry forty-four guns each, and two ships to carry thirty-six guns each.

Be it enacted, &c. That the sum of six hundred thousand dollars shall be, and hereby is, appropriated, to enable the President of the United States to cause to be built and equipped three ships or vessels, to be of a force not less than thirty-two guns each, and of the dimen sions and model which he shall deem most advantageous for the public service, as part of the additional naval armament authorized by law.
