A resolution, proposing an amendment to the 13th section of the 3rd article of the constitution of Missouri.

Mr. Holliday agreeable to notice, leave being given, introduced, "A bill to survey and mark out a state road from Paris, Monroe county, to the mouth of the Des Moines river."

Which was read the first time and ordered to a second reading. On motion of Mr. Price,

Resolved, That the committe of Ways and Means, be instructed to inquire into the expediency of imposing an ad valorem tax upon merchandise exposed to sale in the State of Missouri.

On motion of Mr. Emmons,

Resolved by the House of Representatives of the State of Missouri, That we sensibly feel the loss which the State and this House have sustained in the death of George Shannon Esq., and that we will in testimony of the respect for his exalted talents as a statesman and Lawyer, wear the usual badge of mourning for the space of days.

On motion of Mr. Coalter,

The blank was filled with "thirty," and the resolution as amended was adopted.

Mr. Watts agreeably to notice, leave being granted introduced, "A bill to legalize the sale of Township School Lands." Which was read the first time and ordered to a second reading. On motion of Mr. Davis,

The rule requiring one day's notice to bring in a bill being dispensed with, leave being granted, he introduced a bill to amend an act entitled,

"An act respecting Attorney General and Circnit Attornies," 'approved January 5, 1835,

Which was read the first time and ordered to a second reading.

On motion of Mr. Redman,

Resolved, That the committee on Ways and Means inquire into the expediency of authorizing the County Court clerk to grant grocery license in vacation of the County Courts.

Mr. Bay, agreeably to notice, leave being granted, introduced a bill supplementary to an act entitled,

"An act to regulate the sale of the sixteenth sections and to provide for organizing, regulating and perpetuating common schools." Which was read a first time and ordered to a second reoding.

On motion of Mr. Chambers,

Resolved, That the committee on the Judiciary be instructed to report a bill to regulate proceedings on the writ of mandamus.

Mr. Wright of Warren introduced the following resolution, Resolved, That a committee be raised on the part of this House to join such committee as may be raised on the part of the Senate on the public library.

Which was adopted.

Mr. Watts offered the following resolution,

Resolved, That the committee on Internal Improvements be instructed to inquire into the expediency of so amending the road law, that hereafter roads shall be opened and kept in repair by taxation, and that all persons subject to work on roads may discharge their tax by labor, the value of which shall be assessed by their respective county courts, and that all roads shall be laid off into districts by the county courts of their respective counties, and let to the lowest bidder for the term of one year.

Which was rejected.

On motion of Mr. Woodson,

The vote on the resolution in relation to the appointment of a civil engineer, was re-considered-when,

On his further motion,

Leave was given him to withdraw the resolution.

On motion of Mr. Woodson,

Resolved, That the committee on Internal Improvement, be instructed to inquire into the propriety of organizing a board of commissioners, who shall be empowered to employ Surveyors and Engineers to examine and survey such routes for roads and canals as may be deemed advisable for the state to undeatake, and to examine such rivers and water courses as may require improvement, and to undertake generally such enquiries as may appertain to internal improvement; with a view of commencing a system thereof, provided it shall be deemed advisable.

On motion of Mr. Fort,

The House resolved itself into a committee of the Whole House. on the orders of the day, and after some time spent therein, the committee rose, and their chairman Mr. Noland, reported, that the committee have according to order, had under consideration a joint resolution relative to the apportionment of the Road and Canal fund to the new counties organized by the last Legislature, and have amended the same by substituting,

"A bill to regulate the apportionment of the Road and Canal fund." Also,

A bill to repeal in part, an act entitled "an act concerning strays' approved March 7 1835, and report the same with an amendment. The question was then taken on agreeing to the report of the committee-and

Decided in the affirmative.

And the bills were then ordered to be engrossed and read a third time.

On motion of Mr. Edwards,

The resolution relative to one session of the House each day, was taken up when,

On motion of Mr. Thornton,

The same was amended by striking out the word "ten" and insert the word "nine," annd then the resolution as amended,

Was adopted.

TUESDAY MORNING, NOVEMBER 29, 1836.

THE House met pursuant to adjournment. A message from the Senate by Mr. Brown:

MR. SPEAKER: I am instaucted by the Senate to inform the House of Representatives, that the Senate have passed a bill entitled, "An act for the relief of J. N. Henderson, collector of Cape Girardeau county."

In which I am instructed to ask the concurrence of the House cf Representatives.

The Senate have also concurred in the joint resolution of the House of Representatives on the subject of the public Library, and Messrs. Dawson, Jones of Cooper and Valle, have been appointed a committee on the part of the Senate.

And the Senate have also concurred in the resolution authorizing the committee on Education of each House to act jointly whenever they think proper.

Mr. Doniphan presented the petition of sundry inhabitants of the territory attached to the county of Ray, praying the organization of a new county.

And also, another petition of sundry citizens of the same place, for the same purpose-and

On his motion,

The reading of the petitions was dispensed, and they were referred to a select committee,-and

Messrs. Doniphan, Head and Noland were appointed that committee.

Mr. Morris presented the petition of John T. Cleveland, praying compensation for services rendered as clerk for the Judiciary committee, at the session of the Legislature of 1832 and 1833. And On his motion,

The reading of the same was dispensed with, and it was referred to a select committee.

Whereupon, Messrs. Morris, Monroe and Young, were appointed that committee.

On motion of Mr. Detchemendy, the following resolution was adopted.

Resolved, That the committee on the Judiciary be instructed to inquire into the expediency of so amending the first section of an act, entitled “an act, concerning attornies at law," as to authorize

the judges of the several circuit courts to grant licenses to practice law.

Mr. Jackson presented the petition of E. McAlexander, claiming compensation for services by him rendered as Sheriff of Saline county, in a case pending in the circuit court of said county, in the name of the state of Missouri vs. Jim a slave, charged with the murder of William B. Johnson, which was read, and

On his motion,

Referred to the committee on claims.

The engrossed bill declaring certain county roads a part of the state road, was read a second time, and

On motion of Mr. Watts,

Referred to a committee of the Whole House.

A bill authorising a survey of the Osage river, was read a second time, and

On motion of Mr. Fort,

A bill for surveying and marking out a state road, from Paris in Monroe county, to the mouth of the Desmoines, was read a second time, and

On motion of Mr. Thornton,

Referred to a committee of the Whole House.

A bill to legalize the sale of the township school lands, was read a second time, and

Referred to a committe of the Whole House.

A bill to amend an act, entitled an act respecting the Attorney General and circuit Attornies, was read a second time, and On motion of Mr. Fort,

A bill supplementary to an act, entitled "an act to regulate the sale of the sixteenth sections, and to provide for organising, regulating and perpetuating common schools," was read a second time, and On motion of Mr. Bay, it was

Whereupon, Messrs. Bay, Alford and Jones, were appointed that committee.

The resolutions, requiring the enrolled bills to be copied and bound, were read the second time, and

The engrossed bill, declaring certain county roads, a part of the state road, was read the third time-when

Mr. Redman offered to

Amend the first section of the bill, by way of ryder, to come in after the word "creek," insert "that part of the county road, leading from Fayette, in the county of Howard, to Arrowrock; and also,

the county road, leading from Rocheport, by way of New Franklin to Arrowrock."

Which was read the first and second time, when

On motion of Mr. Canole,

The bill, together with the amendment, was referred to the committee of the Whole House.

The engrossed bill to repeal in part, an act, entitled "an act respecting strays," was read the third time, and

On Motion of Mr. Hunter,

Referred to a select committee, with instructions to report what amendments are necessary to be made to the law on that subject— When Messrs. Hunter, Thompson and Williams, were appointed that committee.

The engrossed bill, for the relief of the collectors for the year 1836, was read the third time-when

Mr. Thornton moved

To amend the bill, by way of ryder, by striking out the first section, and insert the following,-"that, for the year 1836, the several Collectors of this state, other than those who were Sheriffs, shall be allowed the same compensation for collecting the revenue, that the collectors were entitled to, previous to the passage of an act entitled "an act to provide for levying, assessing and collecting the revenue," approved March 14, 1835.

Which was read the first and second time.

The question then recurred, on ordering the ryder to be engrossed and read the third time. When

Mr. Chambers asked and obtained leave for Mr. Kelly to be excused from voting on this question.

Mr. Thornton desired the vote to be taken by ayes and nays.
