A message from the Senate by Mr. Bowen.

MR. SPEAKER-There have been introduced into the Senate "A bill to incorporate the Hannibal, Paris and Grand river Rail Road."

The Senate have passed bills entitled,

"An act to incorporate the Marion Insurance company,"

"An act to incorporate the Herculaneum Steam Flouring Mill company,"

"An act supplementary to an act to provide for the recovery of debts by attachment," and

"An act to organize the county of St. Clair,"

Which are herewith submitted for the concurrence of the House The Senate have concurred in the passage of bills from the House entitled,

"A resolution for the relief of Charles J. Drury,"

"An act to amend an an act entitled an act to incorporate the Marine Insurance Company of St. Louis."

"An act to incorporate the Salt River navigation company."

With an amendment to this bill.

"An act to incorporate the Boonslick Marine and fire Insurance company,"

Which are herewith returned.

The Senate have rejected a bill from the House of Representatives entitled

"An act to appropriate a sum of money for the purpose of completing the road across the big swamp, situate between the counties of Cape Girardeau and Scott."

Which is herewith returned.

The Senate have passed a bill from the House entitled,

"An act to establish judicial districts and circuits and prescribe the times and places of holding courts."

Which is herewith submitted with amendments thereto, in which the concurrence of the House is requested.

The Senate ask leave of the House of Bepresentatives, to withdraw the

"Bill to incorporate the St. Louis Insurance Company,"

With so much of the message communicating the same as relates thereto.

Which leave was granted by the House.

On motion of Mr. Young,

The House resolved resolved itself into a committee of the Whole House on the orders of the day; and after some time spent therein, the committee rose, and their chairman Mr. Emmons reported, that the committee had had under consideration,

"A bill to provide for the building of a capitol and for other purposes." and

Report the same with amedments thereto.

"A bill from the Senate entitled an act supplementary to an act to license auctioneers, and to impose a tax on licenses and sales, approved February 26th 1835." and

Report the same without amendment. Also

"A bill providing for the call of a convention," and

Recommend to the House to refer said bill together with the substitute proposed therefore to a Select committee of seven, with instructions, 1st, That the vote as to a Convention or no Convention shall be taken at the General election of 1838. 2d. There shall be two members elected to the Convention, for each Senator, from each Senatorial district, according to the act passed at this session of the General Assembly, arranging said districts, with such other principles contained in each, as they may think most proper.

The report as to the two first named bills was concurred in, and the first named bill

Ordered to be engrossed and read the third time, and the second named bill,

Ordered to a third reading.

MR. SPEAKER-The Senate have reconsidered the vote by which "A bill to incorporate the St. Louis Insurance Company," Was passed, and have again passed the same with an amendment. Which is herewith submitted.

Mr. Price moved

To amend so much of the report of the committee of the Whole, as relates to the

"Bill providing for the call of a convention,"

By striking out the words "two members for each Senator," and insert "each county shall be entitled to as many members, in the Convention as they have members in the lower branch of the Legislature."

Mr. Bowlin moved

That the House adjourn,

Which was negatived.

The question then being on the adoption of the amendment of Mr. Price,

Mr. Price requested the ayes and nays, which were ordered.

The House met pursuant to adjournment.

. Mr. Barnes, from the joint committee on Enrolled Bills, reported that the committee had examined and found truly enrolled,

"An act to amend an act to organize the county of Audrain." Which was signed by the Speaker of the House and transmitted to the Senate.

On motion of Mr. Speaker

"A bill to establish judical districts and circuits and prescribe the times and places of holding courts," was taken up.

On motion of Mr. Fort,

A call of the House was ordered and made, when all the members. answered to their names, except Messrs. Allard, Burns, Calvert, Fewel, Stuart and Wilson of Barry, absent sick, and Messrs. Alford, Clark, Coalter, Curle, Fulkerson, Minor, Noland, Penn, Woolfolk and Wright of Pike, absent.

A list of absentees, except the sick, were delivered to the doorkeeper, with instruction to request their immediate attendance in the House.

On motion of Mr. Chambers,

The last mentioned bill was ordered to lie upon the table for the present, and a bill entitled,

"An act to incorporate the Salt River Navigation Company," was then taken up, and

The amendments made by the Senate thereto were read and concurred in.

The amendments made by the Senate to the

"Bill to incorporate the insurance company of St. Louis." and The amendments made by the Senate to

"A bill to incorporate the Louisiana and Columbia Rail Road Company,"

Were severally taken up, read and agreed to, except the amendment to the last mentioned bill, in relation to tolls; to which the House disagreed.

Was read the first time and ordered to a second reading, and

On motion of Mr. Netherton,

The rule requiring bills to be read on three several days was dispensed with, and

"An act to define the southern boundary of Jackson county," Was read the first time and ordered to a second reading, and On motion of Mr. Wilson of Van Buren,

On his further motion,

The rule was again dispensed with and

The bill read a third time, when

To amend the 10th line of the first section of the bill by striking out the words "to the" and insert "two miles north of," and insert after the word "seven" in the 11th line, "thence east to the Jackson county line, thence south to the present county line of Van Buren county,"

Which was read the first and second times, considered as engrossed and read a third time, and

Then the bill as amended passed

Mr. Thomas from the Select Committee to which was referred the plan proposing to make additions to the present State House, reported,

That it is inexpedient to build an addition to the present State House.

Which was read and concurred in by the House.

Was read and concurred in by the House.

On motion of Mr. Thornton,
