Mr. Wright of Pike gave notice that on Monday next, he would ask leave to introduce a bill to incorporate an Academy in the township of Bowlinggreen.

The bill to incorporate the Union Bank of the State of Missouri was taken up.

Mr. Chambers moved

To amend the bill by way of ryder, by striking out the word "two" and inserting "one" in the twelfth line of the 39th section, and inserting after the word "issue," "and one million more within one year thereafter.'

Which was read and agreed to.

Mr. Coalter moved

To amend the 39th section, by adding at the end of the 12th line the following: "if said funds can be procured at an interest not to exceed 7 per cent," and

Mr. Speaker laid before the House, a communication from the Governor, transmitting a resolution of the General Assembly of the State of Arkansas, instructing their Senators, and requesting their Representatives, in Congress to use their exertions to procure the passage of a law for the continuation of the Cumberland Road, from St. Louis to Little Rock in Arkansas, and from thence to Fulton on Red River, and requesting the Governor of this state, to lay said Resolution before this General Assembly for their co-opertion in extending said road through the Southern counties of this state.

Which communication and resolution, were read and referred to the Committee on Internal Improvement.

Mr. Shannon moved

To amend the bill by inserting after the words "at least," in the 12th line of the 39th section, the following: "five hundred thousand dollars thereof, within twelve months after the Bank commences her issues, and at least five hundred thousand more every year thereafter, until the whole of two millions is procured."

Mr. Emmons moved

To amend the bill by inserting after the word "upon" the words "and the faith of the state is hereby pledged for the payment of the money thus received on deposite, or borrowed by the Bank.”

To amend the bili by way of ryder, by adding at the end of the 39th section, the following: provided that the state shall issue her bonds for one-half of the amount to be borrowed."

section the following: "Provided the General Assembly of this state shall have the right to alter the denomination of the bills of said Bank at any subsequent period it may be deemed advisable, and provided further, that if it should be found the interest of said Bank from any regulation of the Treasury Department of the United States, to alter the denomination of the bills of said Bank, the directing of said Bank, upon the recommendation of the Governor of this state shall have the right to alter the denomination of said bills, so as to conform, to such regulations of the Treasury Department."

To amend by way of ryder, by inserting the following as an additional section, after section 48.

SEC. Should any part of their capital stock of said Bank, or either of its branches, be paid out in redeeming the bills and notes, issued by the same, or paid out for any other purpose whatever, it shall be the duty of the President and Directors of said Bank, immediately to take all necessary steps for replacing in gold or silver the full amount of the capital stock so paid out, so that the said bank and its branches, shall at all times, including the gold and silver deposites, the full amount of the capital stock, which has actually been paid in." and
