To amend by striking out in the 2d line of the 10th section, the word "one," and insert in lieu thereof the word "five."

To amend by way of ryder, by adding the following at the end of the 12th section: "Provided further, that if any part of the fifteen thousand shares to be subscribed for by individuals, be not taken at the end of the one hundred days, as provided for in the 9th section of this act, the same shall be reserved to be disposed of by the bank in any of the eastern cities, at such times and places as the bank shall deem expedient, and if any premium be made on the sale of such stock, the same shall go to the use of the state,"

"A memorial to the Congress of the United States, praying an appropriation for the improvement of the navigation of the Des Moines river,"

A message from the Senate by Mr. Bowen.

MR. SPEAKER-There have been introduced into the Senate, the following bills

"A bill to incorporate the city of Hannibal,"

"A bill to divorce Joab Mobly and Sally his wife," and

"A bill supplementary to an act to provide for the recovery of debts by attachment,"

The Senate have passed a bill entitled,

"An act supplementary to an act regulating writs and process," Which is herewith submitted for the action of the House; and

bills from the House entitled

"An act for the relief Chapel Carstarphen,"

"An act to incorporate the Louisiana and Columbia Rail Road Company," and

"An act to incorporate the St. Louis and Bellvieu Mineral Rail Road Company,"

With amendments to the two last mentioned bills, in which the concurrence of the House is requested.

The Senate have concurred in the amendments made by the House to a bill from the Senate entitled,

"An act to amend an act to incorporate the Missouri Insurance company of St. Louis."

GENTLEMEN-In compliance with your resolution of the 5th inst.

requesting the Governor to inform the House of Representatives if any, and what number of acres of Seminary lands, are due this state from the United States, showing the quantity selected and reserved for Seminary purposes, and the quantity yet to select. I have now the honor to inform you, that I have taken some pains to examine the subject, and find that there have been selected and reserved for the purpose of a Seminary of Learning, within this state, the quantity of forty five thousand four hundred and sixty one acres and 99-100 of an acre; and that there yet remains to be selected the quantity of six hundred and eighteen acres and 1-200 of an acre, to complete the quantity of twenty two sections of land acquired by this state from the United States for the purpose of a Seminary of Learning. In obedience to a resolution of the seventh General Assembly, my predecessor gave direction at the office of the Surveyor General of this district, to have completed, plats including Seminary and Saline Lands, which have been reserved for the use of this state. The plats referred to, have been furnished by the present Surveyor General, with the exception of the plats of townships 25, range 14 east, and 52, range one west, which have been I suppose, inadvertently omitted. Those two townships contain 2147 acres and 89-100 of an acre of Seminary lands. I will here respectfully snggest the propriety of authorising the Executive to cause the remainder of the land due this state, for seminary purposes, to be selected and disposed of, as other similar lands.

Mr. Fulkerson from the joint committee on Enrolled bills reported that said committee had presented to the Governor for his approval, a bill entitled,

"An act for the relief of Chapel Carstarphen," and

That the committee had examined and found truly enrolled, "An act to amend an act entitled an act to incorporate the Missouri Insurance Company of St. Louis,"

Which was signed by the Speaker of the House and transmitted to the Senate.

On motion of Mr. Gordon,

"A bill to charter the Union Bank of the state of Missouri," Was passed over for the present.

Mr. Gordon presented to the House a plan for a capitol for the State, which was

On his motion

Referred to the committee on the seat of Government.

Mr. Thomas pursuant to notice, leave being given, introduced.. "A bill to incorporate the Missouri Life Insurance and Trust Company,"

Which was read the first time and ordered to a second reading, and On motion of Mr. Thornton,

The rule requiring bills to be read on three several days was dis pensed with, and

Said bill was read a second time, and

On motion of Mr. Detchemendy

Committed to a committee of the Whole House.

On motion of Mr. Monroe,

The committee of the whole were discharged from the further consideration of a bill from the Senate entitled

"An act to define the boundaries of Green county." And

On motion of Mr. Hancock,

Said bill was referred to the Select Committee, to which had been referred the petitions and reinonstrances of certain citizens of that county, and

On his further motion,

Messrs. Young and Cravens of Pettis, were added to that committee. "A bill to charter the Union Bank of the State of Missouri," was then taken up.

Mr. McGunnegle moved.

To amend the 12th section by way of ryder, by striking out "one". in the 7th line, and inserting "two,"

Which was read and agreed to.

Mr. King moved

To amend the 20th section by way of ryder, by striking out the proviso thereto, and inserting the following.

"Provided if the whole of the stock set apart for private stockholders as aforesaid, be not subscribed for within the time herein before specified, then no portion of the same not taken, shall be required to be paid in as capital stock, before said bank commences her issues, and discounts as aforesaid.

Which was read and agreed to.

Mr. Emmons moved

To amend the 20th section by way of ryder, by inserting after the word "person" in the 13th line, the words, "who shall not be a stockholder."
