Which are herewith submitted for the action of the House of Representatives.

The Senate have considered and concurred in the amendments, made by the House of Representatives, to

"A bill amendatory to an act, concerning strays."

The Governor has returned to the Senate, in which it originated, an enrolled bill entitled

"An act, for the relief of Joseph McCarty," with his objections thereto.

On motion of Mr. Thornton,

The resolution making the bank bill the order for this evening session, was dispensed with.

Mr. Fulkerson from the joint committee on enrolled bills, reported, That said committee had examined an found truly enrolled,

"An act for the relief of Anderson Martin, late Collector of Ray county," and a bill entitled.

"An act, to authorise the State Treasurer to receive the surplus revenue."

Which were signed by the Speaker and transmitted to the Senate. The following bills from the Senate

Were read a first time, and

Ordered to a second reading.

"An act to establish the Monroe Academy at Paris."

"An act to amend an act concerning Mills and Mill dams."

"An act amendatory of an act, entitled "an act, for taking the cen

sus."

"An act to amend an act to regulate Elections."
"An act respecting Chancery Practice," and
"An act to organise counties therein named."
Mr. Speaker appeared and resumed the chair.
A bill from the Senate entitled

"An act, to charter the Missouri Iron Company,"
Was read a third time.

Mr. Alexander moved to amend the preamble of said bill by inser ting after the word "whereas" in the second line, "it is represented to this General Assembly," which amendment

Was read a first and second time, and

Considered as engrossed, and read a third time.

Mr. Alexander then moved to amend said bill by striking out the tenth section thereof, which amendment

Was read the first and second time, and

Considered as engrossed, and read a third time, and

The bill as amended then passed.

A bill from the Senate "to fix the compensation of Justices of the county Courts and their fees,"

Was read a third time.

Mr. Alexander moved to amend said bill by striking out "two" and inserting "one seventy-five."

Mr. Redman moved to amend the amendment by striking out "one seventy-five" and inserting "two fifty."

Mr. Noland called for a division of the question, and the question then being upon striking out the word "two"

Was decided in the negative.

The question then recurring upon the passage of the bill,

Was decided in the affirmative.

Mr. Head submitted the following resolution:

Resolved, That the committee on Education be instructed to report a bill to establish and locate a State Seminary."

Mr. Doniphan moved to amend the resolution by adding thereto the following, "to be called the University of Missouri."

Which amendment was agreed to.
Mr. Minor appeared and took his seat.

The question then recurring upon the adoption of the resolution as amended, was, at the request of Mr. Young.

Decided by ayes and nays in the affirmative, ayes 35, nays 25.

On motion of Mr. Fort,

The House resolved itself into a committee of the Whole on the orders of the day, and after spending some time therein,

The committee rose, and their chairman Mr. Noland reported,
That the committee have had under consideration,

"A bill for surveying and marking out a State Road from Richmond by Plattsburg, to the Western boundary lino" and have agreed to the same with an amendment, and

"A bill from the Senate entitled

"An act, to incorporate the Upper Mississippi Insurance Company," and have agreed to it without amendment.

Which report was concurred in by the House, and the first mentioned bill was ordered to be engrossed, and read a third time, and The second mentioned bill was passed to a third reading.

The House adjourned.

THURSDAY MORNING, DECEMBER 29, 1836.

The House met pursuant to adjournment.

Mr. Fort from the joint committee on Enrolled Bills, reported as truly enrolled,

"An act amendatory to an act approved the 7th of March 1835, concerning strays."

Mr. Young from the same committee reported as truly enrolled, "An act to provide for fixing the permanent seat of justice in the county of Van Buren."

"An act for surveying and marking out a state road from Paris in Monroe county, to the mouth of the Des Moines river."

"An act to organize the counties of Caldwell and Daviess." And "An act to establish an academy in the town of Union."

All of which were signed by the Speaker of the House and transmitted to the Senate.

Mr. Fulkerson from the same committee reported that said committee had presented to the Governor for his approval,

"An act for the relief of William B. Napton," and

"An act supplementary to an act entitled, an act to incorporate a company to make a McAdamized road from the town of Caledonia in Washington county, to the Mississippi river," approved March 16, 1835.

Mr. Marlin presented the petition of sundry citizens of the county of Polk, praying a grant to all such settlers as have made improvements on the sixteenth sections previous to the survey thereof, by the United States, the right of pre-emption to one quarter section of land, or so much thereof as to include his or her improvements, at one dollar and twenty-five cents per acre.

The reading being dispensed with, it was

Whereupon, Messrs. Marlin, Hancock and Bowlin were appointed that committee.

Mr. Wilkerson presented the remonstrances of sundry citizens of the county of Callaway, against a division of the county.

Referred to the same Select Committee to which had been refered the petition of the citizens of a portion of the counties of Boone nd Callaway, praying for the organization of a new county.

Mr. Morris presented the memorial of the trustees of Howard Colege, tendering in the name and by authority of the trustees, as a dotation the building of Howard College, and the grounds attached, for

a State University; on condition that the State University shall be located at Fayette-and

On his motion,

The reading thereof was dispensed with, and

It was referred to the committee on Education.

Mr. Bowlin from the Select Committee to which was referred the petition of Patrick Sweeney, in behalf of himself and others, the heirs of Daniel Doren, deceased, reported,

"A bill for the relief of the heirs of Daniel Doren, deceased,"

Which was read the first time and ordered to a second reading. Mr. McGunnegle from the Select Committee, to which was referred the petition of the St. Louis Chamber of Commerce, reported "A bill to incorporate the St. Louis Chamber of Commerce."

Which was read the first time and ordered to a second reading. Mr. Wright of Pike from the committee on Internal Improvement, to which was referred, a resolution instructing said committee to bring in a bill providing for the opening and repairing of public roads and highways, reported,

"A bill to provide for opening and repairing roads and highways." Which was read the first time and ordered to a second readingand

On motion of Mr. Young,

The rule requiring bills to be read on three several days was dispensed with, and

A bill from the Senate entitled

"An act supplementary to an act for holding inquests," approved February 26, 1835,

Mr. Redman moved,

To amend the bill by adding to the end of the first section the words provided that no physician shall be compelled to obey said summons. Which was read the first time, and

Objections being made thereto,

On motion of Mr. Fort,

The bill and amendment were indefinitely postponed.

"A bill to attach certain territory to Clay and Clinton counties," and

"An act declaring certain county roads a state road," and "An act to incorporate the Upper Mississippi Insurance Company." Were severally read the third time and passed.
