Mr. Speaker moved

To amend the bill in relation to organizing the county of Audrain by inserting the following as an additional section:

SECTION The several courts shall appoint their clerks, who shall hold their offices until the next general election for the election of clerks and until their successors are duly elected and qualifiedwhich amendment was agreed to.

On motion of Mr. Hunter,

So much of said report as relates to the "bill to authorize the state Treasurer to receive the surplus revenue,"

Was laid on the table, and

The balance of said report was agreed to.

Mr. Holliday moved,

To add the Shelby, after the word "Madison" in the bill mentioned fourthly in said report, which was agreed to.

Mr. Wilson moved

To add the word Van Buren, after the word "Shelby" in the last mentioned bill, which was agreed to.

Mr. Hancock moved

To add the word Greene, after the word Van Buren, in the last mentioned bill, which was agreed to.

Mr. Bowlin moved

To amend the title of the bill by adding and other counties, after the word "Lafayette" in the title thereof, which was agreed to, and

The bills mentioned in said report, except that "to authorize the state Treasurer to receive the surplus revenue," were severally ordered to be engrossed, and

Read a third time.

Mr. King introduced the following resolution:

WHEREAS, It appears from the tax list of Boone county, for the the year 1836, that the amount of taxes as extended by the Assessor is $2407 32, and that the aggregate statement as certified by the Clerk of the county court of said county to the Auditor is $2421 36 upon the subject of taxation in said tax book-and

Whereas, by law, the collector is compelled and has settled with the Auditor, according to the aggregate statement aforesaid, making

a difference of $14 04 against the collector, he having no power or authority to collect a greater amount than that extended by the Assessor on the tax book. Therefore, be it resolved, by the Senate agreeing thereto, that the Auditor be authorised to draw his warrant on the State Treasurer, in favor of James Arnold, collector of Boone county, for the year 1836, for the sum of fourteen dollars and four cents, the amount wrongfully paid over by him as aforesaid, Which was read and laid on the table until to-morrow.

On motion of Mr. Bowlin,

The committee of the Whole House was discharged from the further consideration of the "bill to incorporate the Central Fire Company of St. Louis," and the bill was then

Ordered to be engrossed and read the third time.

On motion of Mr. Thomas,

Resolved, That the committee on elections be directed to inquire into the effect produced in the City of St. Louis by the present method of voting at General Elections, and to report thereon.

Mr. Fort, from the joint committee on enrolled bills, reported as truly enrolled

"An act to incorporate the Trustees of the Richmond Academy," which was signed by the Speaker, and ordered to be taken to the Senate for the signature of the President.

On motion of Mr. Fort,

The House again resolved itself into a committee of the Whole House, on the order of the day, and after some time spent therein, the committee rose, and their chairman Mr. Hunter reported.

That the committee had according to order again had under consideration the "bill to charter the Union Bank of the State of Missouri," and had made some progress therein, and asked leave to sit again, which was granted by the House.

Mr. Morris gave notice, that on to-morrow he would ask leave to introduce

"A bill supplementary to an act, entitled "an act concerning patrols," approved March 7, 1835.

On motion,

The House then adjourned.

SATURDAY MORNING, DECEMBER 10, 1836.

THE House met pursuant to adjournment.

Mr. Canole, presented the petition of Elizabeth Pendleton, praying for authority to sell certain real estate of her infant child William Pendleton,

Which was read, and

On his motion,

Referred to the committee on the judiciary.

Mr. Williams presented the petition of John Hensley, praying compensation for his services in notifying the Electors of President and Vice-President of the United States, of their election, and On his motion,

The reading of the same was dispensed with, and

It was referred to the committee on claims.

Mr. Hunter, from the committee on Ways and Means, reported "A bill appropriating money for defraying the expenses of Government,'

Which was read the first time, and

Ordered to a second reading.

On his motion,

The rule requiring bills to be read on three several days was dispensed with, and the bill was read a second time.

Mr. King moved a further dispensation of said rule, and that said bill be considered as engrossed, and read a third time, Which was ordered, and

The bill was then read a third time and passed.

Ordered, that the title of the bill be an act."

He also reported that said committee have had under consideration, the expediency and power of the Legislature to expel from the limits of the state, all agencies of foreign Insurance Companies, and the propriety of incorporating sufficient companies to answer the purposes of our citizens, reported, that in the opinion of said committee the Legislature has the power to expel them, but that said committee are of opinion, it is inexpedient in this instance to do so.

He also reported, that said committee ask to be discharged from the consideration of the documents in reference to the Judges salaries, and recommend to the House, that they be referred to the committee on Ways and Means.

So much of the said report as relates to foreign insurance agencies was ordered to lie upon the table.

Mr. Fort, from the joint committee on enrolled bills, reported

That the committee have presented to the Governor for his approval, "an act to incorporate the "Trustees of the Richmond Academy."

Mr. Minor, from the select committee, to which was referred the petition of the officers of the "Medical Society of Missouri, at St. Louis," reported

"A bill to incorporate the Medical Society of Missouri at Louis," Which was read the first time, and

Ordered to a second reading.

Mr. Fulkerson, from the joint committee on enrolled bills, reported That the committee have presented to the Governor for his approval, bills entitled

"An act, for the relief of J. N. Henderson, Collector of Cape Girardeau county."

"An act for the relief of Andrew Jamison and James H. Relfe." "An act to provide for organizing counties hereafter established." On motion of Mr. Eminons,

"Resolved, That the judiciary committee be instructed to inquire into the expediency of exempting all persons who have been divorced from the bonds of matrimony by special acts of the General Assembly; from all fines, penalties or forfeitures on account of such persons having married since the passage of said acts, and also of making the issue of such marriages legitimate.

Mr. Thomas gave notice that on Thursday next, he would ask leave to introduce

"A bill to provide for limited partnerships in the state of Missouri."

Mr. Fort submitted the following resolution.

"Resolved, That the committee on the judiciary be required to report as early as practicable on that part of the Governor's Message, which relates to the establishment of agencies of Banks of other states, within the limits of this state.

Mr. Edwards moved to amend the resolution by striking out all after the word "resolved," and insert "that the committee on the judiciary be instructed to report to this House, a bill to expel all agencies of foreign Banks from the limits of this state," when

Mr. Wright of Marion moved to lay the amendment on the table, Which motion was decided in the negative.

The question was then taken on agreeing to the amendment, and carried in the affirmative, and the resolution as amended was adopted.

Mr. Smith of Clinton agreeably, leave being granted, introduced

"A bill for surveying and marking out a state road from Richmond by Plattsburg, to the Western boundary line,"

Which was read a first time, and Ordered to a second reading.

Mr. Blythe gave notice that on Monday next, he would ask leave to introduce

"A bill for the relief of Anderson Martin, late Collector of Ray county."

A message from the Senate by Mr. Brown.

MR. SPEAKER-I am directed to inform the House of Representatives, that there has been introduced into the Senate a joint resolution "to allow collectors six and one fourth cents for each hundred words, for making out the abstracts which they return to the Auditor of Public Accounts." The Senate have this day passed a bill

entitled

"An act, to incorporate the upper Mississippi Insurance Company," which is herewith submitted, and in which the concurrence of the House of Representatives is requested, and have passed a bill from the House entitled "an act, to provide for the appointment of collectors for St. Louis county." The Senate have passed a joint resolution from the House of Representatives, appropriating money for the pay of Lewis Franklin and others. They have also passed a bill from the House of Representatives, entitled "an act, providing for the pay of James B. Bowlin, for services rendered the state," to which they have made an amendment, in which they request the concurrence of the House of Representatives.

The engrossed bills of the following titles were severally
