I, HARRISON R. KINCAID, Secretary of state of Oregon and custodian of the seal of said state, do hereby certify that the foregoing 398 pages of copy contain a true transcript of the journal of the proceedings of the senate of the twentieth legislative assembly of the state of Oregon, at the special session of said assembly, held from September 26, 1898, to October, 15, 1898, a the same appears on file in my office and custody, and is furnished to the state printer as provided for by house concurrent resolution No. 14 of said session. Repetitions, omissions, misspelled words and ungrammatical expressions appearing in the foregoing are exactly as were written in the original journal.

In witness whereof, I have hereunto set my hand and affixed the seal of the state of Oregon this twelfth day of December, A. D. 1898.
